5614 Schroeder Road Development Information

Thank you to all those attended last night's meeting that Alder Phair and I held regarding the housing development proposal by Stone House Development. Last night was an opportunity to introduce the community to a project in the works and get feedback. It's early in the process, but hopefully last night helped explain the approval process and the proposal.

We appreciate all the questions and comments last night. We are going through all the comment cards submitted and will post a Q&A based on the questions we received in the near future. In the meantime, I wanted to post information and slides from the presentations yesterday. 

Last night, Stone House was joined by Jim O'Keefe, City of Madison's Community Development Division Director, and Colin Punt, a Planner for the City of Madison, to explain the process, proposal and take questions and comments from the community.

Stone House Development is proposing a project for 5614 Schroeder Road. Stone House is looking to construct Schroeder Road Apartments, a mixed-use building comprised of 96 apartment units, 81 of which would be affordable housing (Section 42), and approximately 4,000 square feet of commercial space that is slated to be a restaurant. Twenty integrated supportive units would be set aside for formally homeless families and veterans. Stone House has partnered with The Road Home and Dane County Veterans Service to provide supportive services.

This project is one of several under consideration by City of Madison's Community Development Division to receive assistance from the City of Madison's Affordable Housing Fund. The Cap Times had a recent article about the fund and the process.

The Community Development Division has provided a FAQ that focuses on the following questions:

  • WHAT DOES "AFFORDABLE" MEAN?
  • WHAT DOES "LOW-INCOME" MEAN?
  • WHAT CAN A LOW-INCOME HOUSEHOLD AFFORD IN RENT? 
  • HOW MUCH RENTAL AND LOW-INCOME HOUSING DO WE NEED?
  • WHAT ARE SECTION 42 LOW INCOME HOUSING TAX CREDITS?

If the project receives funding from the City of Madison's Affordable Housing Fund, it will have to go through a planning process:

The Planning Process:

This project requires approval from two City bodies: the Urban Design Commission and the Plan Commission. 

Because the property is zoned CC-T (Commercial Corridor – Transitional), the proposal is required to obtain Conditional Use approval from the Plan Commission.

The project site is within Urban Design District 2, a district created with the intent to obtain projects with greater attention to design in important gateways into the city. For this reason, the project also requires approval by the Urban Design Committee.

This project is not required to go to Common Council for land use approvals.

The property is currently recommended for Community Mixed Use in the Comprehensive Plan, a more intensive mix of residential, retail, service, office, and institutional uses.

If the development team submits a land use application by October 17, they would receive a hearing at Urban Design Commission on December 5 and Plan Commission on December 17. The Urban Design Commission and Plan Commission schedule has not been finalized for 2019, but a submission received in November would be heard at meetings in January.
