What are the Common Council New Business Summaries?

The Common Council New Business Summaries help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision. This document provides a short description of each item that was introduced at the most recent Common Council meeting in the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor at the most recent Common Council meeting.

District 19 Specifics

Legistar 88855 updates two previously approved transportation project plats for the East-West Bus Rapid Transit to reflect final land and utility interests along Mineral Point Rd in Districts 9 and 19. For District 19 these are minor adjustments at the intersection of Mineral Point Road and Whitney Way.

Ordinances:

88846 – This proposed ordinance would create an exception to the preservation of shoreline parks ordinance to allow the City to proceed with the Madison LakeWay Project in Olin Park, along the John Nolen causeway, and in Brittingham and Law Parks. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

Resolutions:

88677 – This proposed resolution would authorize the Mayor and City Clerk to amend the contract for Purchase of Services with Engberg Anderson, Inc. to provide extra professional architectural and engineering consultant design services and construction administrative services for the expanded design and construction scope at the existing Warner Park Community Recreation Center located at 1625 Northport Drive in District 12. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88698 – This proposed resolution would authorize Madison Water Utility's General Manager to certify municipal services bills, assessments, and charges to the 2025 tax rolls of other governmental units for delinquent accounts in those jurisdictions. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88743 – This proposed resolution would authorize a contract with the State of Wisconsin Department of Military Affairs for the Madison Fire Department to provide regional hazardous materials response system services for the period of July 2025 through June 2027. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88800 – This proposed resolution would adopt a labor agreement between the City of Madison and the International Alliance of Theatrical Stage Employees, Moving Picture Technicians, Artists, and Allied Crafts of the United States, its Territories and Canada for the period January 1, 2025, through December 31, 2025. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88832 – This proposed resolution would authorize the City to enter into an agreement with the Madison Lakeway Partners, Inc. and amend the budget to transfer $25,000 from the Olin Trust Fund to the Parks Division’s Operating Budget in order to make payment to Madison LakeWay Partners, Inc. to support its fundraising efforts for the Madison LakeWay Project. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88847 – This proposed resolution would authorize a contract with Iteris, Inc. for consulting services related to the development of a Transportation Systems Management and Operations plan. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88851 – This proposed resolution would amend a previously adopted resolution to grant the necessary authority for the Mayor and City Clerk to execute agreements with inter-city bus providers to recover facility maintenance costs. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88855 – This proposed resolution would amend two Transportation Project Plats modifying utility acquisitions in District 9 and District 19. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

  • Common Council (8/5/25)

88856 – This proposed resolution would authorize the Mayor and the City Clerk to enter into a 2-year competitively selected service contract with MSA Professional Services for engineering services for the Starkweather Creek and Olbrich Gardens Watershed Study. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88861 – This proposed resolution would authorize the Mayor and the City Clerk to execute Amendment No. 2 to the existing Purchase of Services contract between the City of Madison and Brown and Caldwell for engineering services for the Wingra Proper Watershed Study. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88867 – This proposed resolution would authorize $500,000 in Building Improvement Grants to tenants of the Madison Public Market for improvements to their spaces. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88868 – This proposed resolution would authorize City staff to solicit and accept donations to Metro Transit for a Bus Roadeo. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

Items Introduced from the Floor:

Items that are introduced from the floor at the Common Council meeting differ from other items introduced as new business. When these items return to Common Council, they will be re-referred, rather than being taken up for a vote. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. Directions for how to register for public comment can be found below.

88894 – This proposed resolution would amend the 2025 Engineering Major Streets Adopted Capital Budget to transfer $80,000 of existing budget authority from Engineering - Major Streets to Planning for the Percent for Art Aggregate Fund related to the John Nolen Drive Street Reconstruction Project in District 4 and District 13. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

When you click on that link, you will see that there is a drop down for “Meeting,” where you select the BCC that you are wishing to register for. It is important to note that registration is only available once the BCC has published its agenda, which is typically done a few days ahead of the meeting. Once the agenda is published, you can select the meeting and choose the agenda number that aligns with the file number of the item you are interested in. From here, you can choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or person other than yourself, and provide your contact information.
