Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the August 5, 2025, Common Council Meeting

Click on the file number hyperlink of the item you are interested in for more information about the item, including sponsors, action details, and the full item description. The sponsors are who are bringing the item to the Common Council. Action details provide information about the BCCs the item has gone to and the decisions that have been made. The full item description goes into further detail about the item.

District 19 Items of Interest:

None of the new business items explicitly involve District 19. The ordinance amendment to increase protections of terrace trees (Legistar 89254) and the ordinance amendment to clarify auxiliary dwelling unit (ADU) details (Legistar 89326) may have some application.

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are new proposed ordinances or changes that are being put forward.

89252 – This proposed ordinance would replace the current description of the snow emergency zone to account for redistricting that occurred in 2022. This proposed ordinance will go to the following BCCs on the following dates:

  • Transportation Commission (8/13/25)
  • Common Council (9/2/25)

89254 – This proposed ordinance would make numerous changes to Madison General Ordinances to enhance the City’s street tree protection provisions and to establish a Street Tree Replacement Fund. This proposed ordinance will go to the following BCCs on the following dates:

  • Board of Public Works (9/3/25)
  • Plan Commission (8/11/25)
  • Sustainable Madison Committee (8/20/25)
  • Finance Committee (8/25/25)
  • Common Council (9/16/25)

89325 – This proposed ordinance would amend Madison General Ordinances to reflect changes to tree authority and the requirements of the terrace treatment policy. This proposed ordinance will go to the following BCCs on the following dates:

  • Board of Public Works (9/3/25)
  • Board of Parks Commissioners (8/13/25)
  • Common Council (9/16/25)

89326 – This proposed ordinance would amend the Supplemental Regulations for Accessory Dwelling Units (ADU) to fix language that only acknowledges single-family dwellings as the principal building containing an attached ADU. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission (Public Hearing – 8/25/25)
  • Common Council (9/2/25)

89357 – This proposed ordinance would fix a drafting oversight from a previously approved ordinance by extending the excess height allowance in the Downtown Height Map to Planned Development Districts, if a developer engages in a voluntary contractual Land Use Restriction Agreement with the City of Madison to provide income and rent-restricted dwelling units or bedrooms. This proposed ordinance will go to the following BCCs on the following dates:

89358 – This proposed ordinance would amend Madison General Ordinances to include a provision allowing the Director of Planning and Community and Economic Development to act on some Planned Development alteration requests after a period of inactivity from non-City design or architectural review bodies. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission (Public Hearing – 8/25/25)
  • Common Council (9/2/25)

89375 – This proposed ordinance would change the zoning of property located at 302-308 East Washington Avenue and 15-27 North Butler Street in District 2 and approve a Specific Implementation Plan to construct an up to 11-story mixed-use building with 9,000 square feet of commercial space and 76 apartments. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission (Public Hearing – 8/25/25)
  • Common Council (9/2/25)

89376 – This proposed ordinance would rezone an existing building located at 124-126 State Street and 115 West Dayton Street in District 4 to a conventional zoning district. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are new proposed resolutions.

89266 – This proposed resolution would transfer $150,000 of existing budget authority from the Autumn Ridge Path project to the Tancho Dr Bike Path project in District 17. This proposed resolution will go to the following BCCs on the following dates:

89270 – This proposed resolution would approve the plans and specifications for site restoration and stabilization of the Parking Division-owned lot at 114 E Wilson St in District 4. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (9/2/25)

89324 – This proposed resolution would authorize the Mayor and the City Clerk to execute an amendment to the Breese Stevens Stadium Use and Operating Agreement with Big Top Events LLC to update the limitations on alcohol sales at Stadium Events. The amendment would increase the use fee by approximately five percent per year from 2026 through 2033, for a total increase in revenue of $39,700 over the life of the agreement. This proposed resolution will go to the following BCCs on the following dates:

89327 – This proposed resolution would authorize the Planning Division to lead the preparation of the Downtown Area Plan and adopt a Public Participation Plan. This proposed resolution will go to the following BCCs on the following dates:

89336 – This proposed resolution would allow for the purchase of replacement units of specialized golf maintenance equipment that has well-surpassed their useful lifespans. This proposed resolution will go to the following BCCs on the following dates:

89337 – This proposed resolution would confirm the reappointment of Steven Espada Dawson as the Poet Laureate. This proposed resolution will go to the following BCCs on the following dates:

89338 – This proposed resolution would approve the design, installation, and fabrication of a visual land acknowledgement and two murals at the Madison Public Market in District 12. This proposed resolution will go to the following BCCs on the following dates:

89344 – This proposed resolution would accept the annual surveillance technology reports prepared by city agencies. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council Executive Committee (9/16/25)

89347 – This proposed resolution would authorize execution of a sole source $150,000 contract with Downtown Madison Inc. for the preparation of a Downtown Economic Investment Strategy. This proposed resolution will go to the following BCCs on the following dates:

89354 – This proposed resolution would authorize the Community Development Division and Economic Development Division to release the Request For Proposals for small business assistance. This proposed resolution will go to the following BCCs on the following dates:

  • Community Development Block Grant Committee (8/7/25)
  • Common Council (9/2/25)

89355 – This proposed resolution would authorize the reallocation of $5,000 of CDBG funds from lighting improvements to art installation within the list of prioritized capital improvement projects in the Hawthorne-Truax Neighborhood Plan in District 12. This proposed resolution will go to the following BCCs on the following dates:

89356 – This proposed resolution would authorize a loan of up to $43,000 to Solace Friends, Inc. to aid in financing exterior improvements to its facility at 4142 Monona Dr. in District 15. This proposed resolution will go to the following BCCs on the following dates:

  • Community Development Block Grant Committee (8/7/25)
  • Common Council (9/2/25)

89377 – This proposed resolution would authorize a $76,036 total tax refund pursuant to a settlement agreement and approve payment of $30,360 from City resources to represent the City’s share of the settlement. This proposed resolution will go to the following BCCs on the following dates:

  • Finance Committee (8/25/25)
  • Common Council (9/2/25)

89378 – This proposed resolution would authorize the award of up to $2.0 million in Affordable Housing Funds to finance the rehabilitation of rental housing property held by Madison Revitalization and Community Development Corporation and the Community Development Authority. This proposed resolution will go to the following BCCs on the following dates:

  • Finance Committee (8/25/25)
  • Community Development Block Grant Committee (8/7/25)
  • Common Council (9/2/25)

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

  1. Go to the meeting registration page.
  2. In the “Meeting” drop down select the BCC that you want to register for.
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.
  3. Choose the agenda number that matches the item you are interested in.
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
