Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

None of the introductions on September 2 specifically impact District 19.

Items Introduced at the September 2, 2025, Common Council Meeting

Click on the file number hyperlink of the item you are interested in for more information about the item, including sponsors, action details, and the full item description. The sponsors are who are bringing the item to the Common Council. Action details provide information about the BCCs the item has gone to and the decisions that have been made. The full item description goes into further detail about the item.

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

89427 – This proposed ordinance would include an exemption to certain contract requirements when purchasing insurance. This proposed ordinance will go to the following BCCs on the following dates:

  • Affirmative Action Commission (10/2/25)
  • Common Council (10/7/25)

89580 – This proposed ordinance would allow for an increase to the Tax Incremental Financing (TIF) application fee from 0.5% of the amount of the TIF assistance requested to 1.5% of the amount of TIF assistance requested. This proposed ordinance will go to the following BCCs on the following dates:

  • Finance Committee (9/8/25)
  • Common Council (9/16/25)

89718 – This proposed ordinance would rezone property located at 702 North Midvale Boulevard and 401 North Segoe Road in District 11 to allow Heather Crest street improvements to be constructed for “Hilldale Phase 3.” This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission Public Hearing (10/6/25)
  • Common Council (10/7/25)

Resolutions:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

89472 – This proposed resolution would authorize the application for grant funds from the United States Department of Transportation that would be used to support the Transit Division Capital and Operating budgets. This proposed resolution will go to the following BCCs on the following dates:

89481 – This proposed resolution would approve a Certified Survey Map of property owned by Zeier Building Company located at 305 N Frances Street and 533 Conklin Place in District 2. This proposed resolution will go to the following BCCs on the following dates:

89482 – This proposed resolution would approve a Certified Survey Map of property owned by Madison WT Associates, LLC generally addressed as 53 West Towne Mall in District 9. This proposed resolution will go to the following BCCs on the following dates:

89553 – This proposed resolution would recognize the Lake Wingra Loop Community Bike Ride occurring on September 28, 2025, in District 13, celebrate the special sites surrounding Lake Wingra, and urge city staff to identify and promote policies and practices that promote the health of Lake Wingra. This proposed resolution will go to the following BCCs on the following dates:

89620 – This proposed resolution would adopt the 2025-2030 Park and Open Space Plan as a Supplement to the City of Madison Comprehensive Plan. This proposed resolution will go to the following BCCs on the following dates:

89627 – This proposed resolution would authorize a restated license agreement with New Cingular Wireless PCS, LLC for placement of telecommunications equipment on the City-owned Lake View Water Tower located at 1202 Northport Drive in District 18. This proposed resolution will go to the following BCCs on the following dates:

89632 – This proposed resolution would authorize the execution of a contract with The Creative Company, Inc. to develop a music brand for the Greater Madison area. This proposed resolution will go to the following BCCs on the following dates:

89635 – This proposed resolution would authorize the Planning Division Director to execute agreements and expenses for the 2025 Artist at Work program. This proposed resolution will go to the following BCCs on the following dates:

89636 – This proposed resolution would authorize a fourth amendment to the existing contract with Strand Associates, Inc. for additional design engineering services for the Pleasant View Road reconstruction from Mineral Point Road to Timber Wolf Trail in District 9. This proposed resolution will go to the following BCCs on the following dates:

89697 – This proposed resolution would approve roadway geometry for the construction of S High Point Road from Midpoint Meadows Plat to Raymond Road in District 1 and District 7. This proposed resolution will go to the following BCCs on the following dates:

89698 – This proposed resolution would authorize use of the updated farm lease master template. This proposed resolution will go to the following BCCs on the following dates:

89707 – This proposed resolution would authorize amendments to 2025 Youth Homelessness Demonstration Program contracts with Briarpatch Youth Services, OutReach, and the Center for Community Stewardship. This proposed resolution will go to the following BCCs on the following dates:

89711 – This proposed resolution would submit the appointment of Lydia McComas for confirmation of a five-year term as City Clerk. This proposed resolution will go to the following BCCs on the following dates:

89716 – This proposed resolution would submit the appointment of Jamie M. Acton for confirmation of a five-year term as Transit General Manager. This proposed resolution will go to the following BCCs on the following dates:

89717 – This proposed resolution would authorize the reallocation of $12,600 in federal and state grant money allocated to the City and passed through to subrecipient agencies that provide homeless services and housing resources. This proposed resolution will go to the following BCCs on the following dates:

  • Community Development Block Grant Committee (9/4/25)
  • Common Council (9/16/25)

89724 – This proposed resolution would authorize the allocation of approximately $3.5 million of combined City and Federal funds among seven non-profit agencies to support the provision of homeless services and housing resources beginning in 2026. This proposed resolution will go to the following BCCs on the following dates:

  • Community Development Block Grant Committee (9/4/25)
  • Common Council (9/16/25)

89734 – This proposed resolution would establish rules and procedures for Common Council deliberations on the City of Madison's 2026 Capital and Operating Budgets. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (9/16/25)

Items Introduced from the Floor:

Items introduced from the floor differ from other items introduced as new business. After other BCCs discuss the item they send them back to the Common Council. The Common Council will re-refer the item instead of voting on it. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. See the Providing Public Comment section for information on how to comment on items on BCC agendas.

89779 – This proposed resolution would extend the contract between the City of Madison and MACH Onehealth, Inc. dba Madison Street Medicine to provide services and extend currently allocated funding through April 2026. This proposed resolution will go to the following BCCs on the following dates:

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

  1. Go to the meeting registration page.
  2. In the “Meeting” drop down select the BCC that you want to register for.
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.
  3. Choose the agenda number that matches the item you are interested in.
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
