Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the October 28, 2025, Common Council Meeting

Click on the file number hyperlink of the item you are interested in for more information about the item, including sponsors, action details, and the full item description. The sponsors are who are bringing the item to the Common Council. Action details provide information about the BCCs the item has gone to and the decisions that have been made. District 19 Impacts:

Three ordinances, all parts of the next round of Housing Forward initiatives, have city-wide application. They have specific impacts on District 19 because some neighborhoods along Mineral Point Rd and University Avenue in District 19 are included in the Transit Oriented Development (TOD) zoning overly

  • 90552 - allows additional housing types and further discourages automotive-oriented activities as a principal use in the TOD.
  • 90553 - pro-actively rezones properties at the junction of Whitney Way and University Avenue in the TOD from Neighborhood Mixed Use (NMX) to Regional Mixed Use (RMX) allowing greater density in any future re-development. This is a recommendation in the West Area Plan approved in 2024.
  • 90554 - pro-actively rezones properties on Gammon Place in the TOD from Commercial Corridor (CC) to Regional Mixed Use (RMX) allowing greater density in any future re-development.

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

90423 – This proposed ordinance would prohibit the sale of cats or dogs in retail pet stores. This proposed ordinance will go to the following BCCs on the following dates:

90536 – This proposed ordinance would rezone property located at 801 South Whitney Way in District 11 to facilitate reconstruction of Madison Water Utility Unit Well 12. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council (11/25/25)

90537 – This proposed ordinance would rezone property located at 3618 Milwaukee in District 15 for future mixed-use and multi-family redevelopment. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council (11/25/25)

90538 – This proposed ordinance would rezone property located at 450 West Gilman Street and 425 North Frances Street in District 2 to facilitate redevelopment with a 16-story multi-family dwelling. This proposed ordinance will go to the following BCCs on the following dates:

90539 – This proposed ordinance would rezone property located at 501 North Whitney Way in District 11 to facilitate redevelopment of the site with a five-story 42-unit multi-family dwelling. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council (12/9/25)

90540 – This proposed ordinance would create a project to be known as “W-03” to allow construction of a three-story, 54,260 square-foot addition to University Hospital’s Wisconsin Institute for Medical Research wing in District 5. This proposed ordinance will go to the following BCCs on the following dates:

90552 – This proposed ordinance would allow four dwelling units to be permitted throughout the TOD Overlay District; eliminate car washes, automobile sales and rentals, and standalone surface parking lot facilities as allowed land uses within the TOD Overlay District; and only allow drive-throughs in the TOD Overlay District if incorporated into more intensive development. This proposed ordinance will go to the following BCCs on the following dates:

90553 – This proposed ordinance would rezone various properties generally located near the intersection of University Avenue and Old Middleton Road east of N Whitney Way in District 11 and District 19 consistent with the land use recommendations in the West Area Plan adopted by the Common Council on September 10, 2024. This proposed ordinance will go to the following BCCs on the following dates:

90554 – This proposed ordinance would rezone various properties generally located on Gammon Place in District 19 consistent with the land use recommendations in the West Area Plan adopted by the Common Council on September 10, 2024. This proposed ordinance will go to the following BCCs on the following dates:

  • Housing Policy Commission (11/18/25)
  • Common Council (12/9/25)

90555 – This proposed ordinance would rezone property located at 4217-4237 Lien Road, the northern 220 feet of 4301 Lien Road, and 4325-4401 Lien Road in District 17 consistent with land use recommendations in the Northeast Area Plan adopted by the Common Council on September 10, 2024. This proposed ordinance will go to the following BCCs on the following dates:

90556 – This proposed ordinance would rezone property located at 3245 East Washington Avenue in District 12 consistent with the land use recommendations in the Northeast Area Plan adopted by the Common Council on September 10, 2024. This proposed ordinance will go to the following BCCs on the following dates:

90557 – This proposed ordinance would amend the Zoning Code, MGO Chapter 28, and the Subdivision Regulations, MGO Sec. 16.23, to create a housing type called “Cottage Courts,” which are defined as a group of eight or fewer single family detached dwellings on a single zoning lot with common management and/or access. Cottage courts would be added as permitted uses in most of the residential zoning districts. This proposed ordinance will go to the following BCCs on the following dates:

90576 – This proposed ordinance would reflect the 2025 Meet and Confer changes for General Municipal Employees. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

90310 – This proposed resolution would authorize the execution of a Declaration of Public Right of Way for an extension of Driscoll Drive through a portion of City-owned land generally addressed as 135 Rustic Drive in District 3. This proposed resolution will go to the following BCCs on the following dates:

90366 – This proposed resolution would approve the 2026 Operating Plan for Madison’s Central Business Improvement District. This proposed resolution will go to the following BCCs on the following dates:

90392 – This proposed resolution would approve a Certified Survey Map of property owned by the County of Dane located at 7103 Millpond Road and 4502 Brandt Road in District 16. This proposed resolution will go to the following BCCs on the following dates:

90393 – This proposed resolution would approve a Certified Survey Map of property owned by Bella Giardina, LLC and Ridgeview Apartments LLP located at 425 N Frances Street and 450 W Gilman Street in District 2. This proposed resolution will go to the following BCCs on the following dates:

90394 – This proposed resolution would approve a Certified Survey Map of property owned by Eight and Eight Partnership located at 501 N Whitney Way in District 11. This proposed resolution will go to the following BCCs on the following dates:

90484 – This proposed resolution would approve the 2026 Urban Forestry Special Charge. This proposed resolution will go to the following BCCs on the following dates:

90485 – This proposed resolution would approve the 2026 Resource Recovery Special Charge. This proposed resolution will go to the following BCCs on the following dates:

90486 – This proposed resolution would adopt and confirm the Labor Agreement between the City of Madison and the International Alliance of Theatrical Stage Employees, Moving Picture Technicians, Artists, and Allied Crafts of the United States, its Territories and Canada for 2026. This proposed resolution will go to the following BCCs on the following dates:

90489 – This proposed resolution would adopt and confirm modifications to the Employee Benefits Handbooks for the General Municipal Employees, the Madison City Attorneys’ Association and the Madison Professional and Supervisory Employee Association for 2026. This proposed resolution will go to the following BCCs on the following dates:

90505 – This proposed resolution would amend a contract with Trapeze Software Group, Inc. to extend coverage for software utilized by Metro Transit for operational activities including route/schedule development and real-time schedule information. This proposed resolution will go to the following BCCs on the following dates:

90512 – This proposed resolution would authorize the 2026 contract between the City of Madison and the Overture Center in District 4. This proposed resolution will go to the following BCCs on the following dates:

90528 – This proposed resolution would authorize the execution of an agreement between the Capital Area Regional Planning Commission (CARPC) and the Greater Madison MPO to provide transportation planning services to CARPC in calendar year 2026. This proposed resolution will go to the following BCCs on the following dates:

90529 – This proposed resolution would authorize the City of Madison on behalf of the Greater Madison MPO to accept a federal funding grant from the Wisconsin Department of Transportation to implement the MPO’s RoundTrip Travel Demand Management program. This proposed resolution will go to the following BCCs on the following dates:

90531 – This proposed resolution would authorize the Mayor and City Clerk to enter into an agreement with Dane County to provide $19,300 in assistance to Metro Transit for transit information services, promotion efforts, and operations for calendar year 2025, and $5,000 to the Greater Madison MPO to support the County Specialized Transportation activities for calendar year 2025. This proposed resolution will go to the following BCCs on the following dates:

90533 – This proposed resolution would authorize the Planning Division Director to execute an agreement with True Mosaics Studio, LLC for the design, fabrication, and delivery of artwork at the Bartillon Shelter in District 12. This proposed resolution will go to the following BCCs on the following dates:

90534 – This proposed resolution would create Range 09A within the Compensation Group 15 salary schedule, delete the classification of Fleet Technician in Compensation Group 15, Range 08A, recreate the classification of Fleet Technician in Compensation Group 15, Range 09A, and reallocate a number of positions to the new classification. This proposed resolution will go to the following BCCs on the following dates:

90543 – This proposed resolution would create the classifications of Parks Construction Specialist 1 in Compensation Group 16, Range 12 and Parks Construction Specialist 2 in Compensation Group 16, Range 14 and reallocate employees in the past position to the new classification. This proposed resolution will go to the following BCCs on the following dates:

90544 – This proposed resolution would authorize Traffic Engineering to accept a federal grant for up to $94,800 to maintain and expand a safety education program. This proposed resolution will go to the following BCCs on the following dates:

90545 – This proposed resolution would change the name of a 250’ long isolated portion of Ruskin St on the north side of Commercial Ave to Huxley St in District 12. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (11/25/25)

90546 – This proposed resolution would acquire land in District 1 and District 7 and adopt a Transportation Project Plot Number. This proposed resolution will go to the following BCCs on the following dates:

90548 – This proposed resolution would authorize the City of Madison Fire Department (MFD) to provide emergency medical services for special events at the Alliant Energy Center (AEC) in District 14, in which AEC will compensate MFD for the full staffing costs for such services. This proposed resolution will go to the following BCCs on the following dates:

90549 – This proposed resolution would approve an intergovernmental agreement with Dane County for Type III Hazardous Materials Team Response Services to be provided by the Madison Fire Department. This proposed resolution will go to the following BCCs on the following dates:

90550 – This proposed resolution would approve a five-year contract between the Wisconsin Department of Military Affairs (DMA) and the City of Madison to establish the parameters for cooperative support between DMA and the Madison Fire Department in the provision of emergency medical service support at the Dane County Regional Airport and Truax Field in District 12. This proposed resolution will go to the following BCCs on the following dates:

90551 – This proposed resolution would authorize the City of Madison Fire Department (MFD) to provide emergency medical services for special events at UW-Madison in District 5 and District 8, in which UW-Madison will compensate MFD for the full staffing costs for such services. This proposed resolution will go to the following BCCs on the following dates:

90558 – This proposed resolution would authorize a 1-year extension to the contract with MGT Impact Solutions, LLC to develop a central services cost allocation plan in 2026. This proposed resolution will go to the following BCCs on the following dates:

90563 – This proposed resolution would approve the allocation of up to $2,080,000 to support community-based social service organizations that provide Crisis Intervention and Prevention services and programming. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (12/9/25)

Items Introduced from the Floor:

Items introduced from the floor differ from other items introduced as new business. After other BCCs discuss the item they send them back to the Common Council. The Common Council will re-refer the item instead of voting on it. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. See the Providing Public Comment section for information on how to comment on items on BCC agendas.

90316 – This proposed resolution would authorize members of the Common Council to solicit funds for the purpose of supporting the ongoing operations of a permanent men’s shelter in District 12 being built and scheduled to open in 2026. This proposed resolution will go to the following BCCs on the following dates:

90587 – This proposed resolution would authorize a non-competitive, sole-source purchased between Alternative Support Apparatus, LLC and the City of Madison Fire Department for a MedStat off-road ambulance vehicle. This proposed resolution will go to the following BCCs on the following dates:

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

  • Go to the meeting registration page.
  • In the “Meeting” drop down select the BCC that you want to register for.
    • Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.
  • Choose the agenda number that matches the item you are interested in.
  • Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting.
