Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the February 10, 2026, Common Council Meeting

Ordinances:
Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.
91804 – This proposed ordinance would rezone property located at 2400 Darwin Road in District 18 for future construction of additional parking at Dane County Regional Airport. This proposed resolution will go to the following BCCs on the following dates:

Resolutions
Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.
91616 – This proposed resolution would authorize a U.S. Department of Transportation grant to purchase hybrid buses and related equipment. This proposed resolution will go to the following BCCs on the following dates:

91645 – This proposed resolution would approve the final plat of Second Addition to Hill Valley on land generally addressed as 1050 S High Point Road and 1051 S Pleasant View Road in District 1. This proposed resolution will go to the following BCCs on the following dates:

91655 – This proposed resolution would authorize the City of Madison Water Utility to enter into a public water system transition agreement with the Lake Forest Water Cooperative Association. This proposed resolution will go to the following BCCs on the following dates:

91700 – This proposed resolution would authorize a non-competitive sole source contract for transportation analytics software to support Metropolitan Planning Organization planning activities. This proposed resolution will go to the following BCCs on the following dates:

91734 – This proposed resolution would authorize the first amendment of a Deed of Easement which allows for establishment and ongoing maintenance of Edgewood Drive in District 13. This proposed resolution will go to the following BCCs on the following dates:

91808 – This proposed resolution would authorize a first amendment to the lease for City-owned property between S Baldwin St and S Dickinson St in District 6 to Bock Water Heaters, Inc. This proposed resolution will go to the following BCCs on the following dates:

91809 – This proposed resolution would recreate a vacant position from a Real Estate Development Specialist 4 to a Real Estate Development Specialist 2. This proposed resolution will go to the following BCCs on the following dates:

91810 – This proposed resolution would establish a glass-free zone for the Mifflin Street area in District 4 from 6:00 a.m. on April 25, 2026, through 6:00 a.m. on April 26, 2026. This proposed resolution will go to the following BCCs on the following dates:

91811 – This proposed resolution would authorize a one-year, non-competitive service contract with Thin Line Psychological Services for the provision of mental health wellness check-ups and follow-up visits for the Madison Fire Department's Firefighter-EMTs and Firefighter-Paramedics. 91823 – This proposed resolution would authorize a non-competitive service contract with RENEW Wisconsin, Inc. to Administer MadiSUN Solar Programs for 2026-2027. This proposed resolution will go to the following BCCs on the following dates:

91833 – This proposed resolution would amend the Parks Division’s 2026 Adopted Capital Budget to increase the Park Equipment Program by $400,000 through increasing Golf Enterprise Revenue Reserves to allow for the purchase of replacement units of specialized golf maintenance equipment that has surpassed its useful life. 91834 – This proposed resolution would authorize an amendment to the contract between the City of Madison and KL Engineering for additional design engineering services for John Nolen Drive in District 4 and District 13 following public input. 91835 – This proposed resolution would authorize the City to enter into a cost sharing agreement with Wisconsin & Southern Railroad, LLC for the Troy Drive Railroad Bridge Reconstruction Project in District 18. This proposed resolution will go to the following BCCs on the following dates:

91846 – This proposed resolution would authorize a five-year contract from January 1, 2026, through December 31, 2030, for volunteer management and improvement of existing recreational biking facilities between the City and Capital Off Road Pathfinders, Inc. 91875 – This proposed resolution would authorize the City of Madison Finance Department to continue serving as fiscal agent for the Metropolitan Unified Fiber Network, Unincorporated Association. This proposed resolution will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.
- Go to the meeting registration page.
- In the “Meeting” drop down select the BCC that you want to register for.
- Important Note: You can only register if the BCC has posted its agenda. This is usually a few days ahead of the meeting.
- Choose the agenda number that matches the item you are interested in.
- Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.
You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
