From City Engineering: Street Closure Friday & Saturday --East Gorham St.
Starting at 8:30 a.m. on Friday, July 23, East Gorham Street will be closed between North Butler Street and North Baldwin Street for paving. The street will be closed until approximately 7:00 p.m. on Saturday, July 24. A detour route will be signed to direct traffic to East Washington Avenue. More information on the closure here.
Sidewalks will stay open at all times. Metro Transit will have bus detours.
This work is part of the City's annual street resurfacing program. Project details and updates can be found on the project webpage.
Save the Date: Aug. 5 Wisconsin Youth Symphony Orchestra Neighborhood Meeting
Mark your calendars - on Thursday, August 5 starting at 7pm, I will host a virtual neighborhood meeting to begin Tenney-Lapham's consideration of the proposed redevelopment of a portion of the 1100 block of E. Washington (between N. Ingersoll and N. Few Streets). The Wisconsin Youth Symphony Orchestra proposes to redevelop a portion of that block that includes the parcels currently owned by the Avenue Club and its parking lots. The Tenney-Lapham Neighborhood Association will be forming a steering committee for the project after the Aug. 5 meeting. From what I understand, the development team will have initial building renderings and a more developed concept compared to their June 24 presentation. I'll publish the Aug. 5 meeting participation details as the date draws nearer.
Several District 2 Alcohol License Matters at July 21 ALRC Meeting
On Wednesday, July 21, several District 2 businesses will be before the Alcohol License Review Committee that starts at 5:30pm. Meeting details and participation options can be found below in "City Meetings of Interest", but here is some information about each:
** New License - East Johnson Family Restaurant
Kyle Johnson and Gwen Shales, owners of Johnson Public House, are seeking a new license to serve alcohol, beer, and wine at their new restaurant-tavern opening later in the summer at 824 E Johnson. In June their proposal for the East Johnson Family Restaurant was at Plan Commission where they obtained a Conditional Use Permit for a restaurant-tavern and for a demolition permit for a small home in the rear (826 E. Johnson). Plan Commission included a condition of approval that customers or employees should not be in rear yard patio area after 10pm each night due to the nearby residences. TLNA Council has expressed support for this new business.
** Change of Licensed Conditions - 7 Iron Social
Colin Smith, agent for this existing business upstairs at 508 State St, has applied to extend the hours during which they can serve alcohol. Currently, they can serve until 11pm on Sundays through Thursdays and until midnight on Friday/Saturdays. 7 Iron Social seeks to serve until midnight weekdays and until bar time on Fri/Saturday. Their application states that 48% of their revenue comes from alcohol sales, 20% from food sales, and 32% from their virtual golf games and other sources. In recent years, downtown alders and MPD have advised against allowing alcohol-serving businesses to modify their licenses to allow serving until bar time due to the well-documented drain on city resources in the early morning hours. New businesses have generally also been denied bar time hours. Recently, the blocks near Gilman St. and State St. have seen a large amount of crime, including gun violence, so I can imagine that ALRC will look closely at this request. A nearby restaurant was recently granted the ability to serve alcohol until midnight each night, so I am supporting 7 Iron Social's request for a Thursday extension until midnight.
** Streatery Extension of Licensed Premise - The Caribou Tavern
The Caribou's agent, Mark Schmelzkopf, has applied for a Extension of Licensed Premises, taking advantage of the city's Streatery Program that eased regulations for outdoor seating areas for many restaurants and taverns during the pandemic and as businesses move to recovery. The application is for the Caribou (703 E. Johnson) to have four picnic tables in their rear parking lot that can seat a maximum total of 16 people. The Caribou was earlier approved by the city as in compliance with the Streatery program and the tables are in place, but an additional requirement in this situation is that an Extension of Premise is needed. Streatery guidelines allow seating in these areas as late as 11pm, but the Caribou has agreed to close the outdoor area by 9pm. Some nearby neighbors have complained about noise in the table area post-9pm, so ALRC may consider additional conditions of approval or at least discuss the Caribou's policies related to keeping the table area free of patrons after 9pm.

More Traffic Enforcement Activities on E. Washington Ave.
From MPD: OWI Enforcement - E Washington Ave
This past weekend Officers from the Madison Police Department provided extra patrol and enforcement on E Washington Ave on both Friday and Saturday nights. Officers made a number of traffic stops for speeding and other hazardous moving violations. Additional enforcement is planned for the remainder of the summer on both E Washington Ave and throughout the City. Please slow down, buckle up, and drive sober.
From MPD: Speed & Seatbelt Enforcement - E Washington Ave
Yesterday, Monday, 7/12, Officers from the Madison Police Department conducted an enhanced enforcement project on E Washington Ave focussing on speeding and other hazardous moving violations. Officers were in the area of E Washington Ave and Ingersoll St, which is a 25 MPH zone.
During this project officers stopped a total of 24 vehicles for speeding, with 1 vehicle fleeing from the attempted traffic stop. All vehicles stopped were traveling at least 14 MPH over the posted limit.
From MPD: Speed & Seatbelt Enforcement - E Washington Ave
On Tuesday, 7/15, Officers from the Madison Police Department conducted an enhanced enforcement project on E Washington Ave near Pawling St (the site of a recent fatal car/pedestrian crash). From 6:00 pm to 10:00 pm officers conducted a total of 16 stops for speeding.
During the project the highest recorded speed in the 30 MPH zone was 59 MPH, with several additional stops made for vehicles traveling at least 20 MPH over the speed limit.Please slow down, and watch closely for pedestrians and bicyclists sharing the roadway.
These additional enforcement efforts are made possible through traffic overtime grants provided by the Wisconsin Department of Transportation.
Metro Public Meeting - New Fare Technology
Metro is looking at replacing its current fare collection system in the coming years and will be hosting an introductory public meeting next Wednesday, July 21 at 6:00 pm. At this meeting, we're going to introduce what kind of new technology is out there and explain how collecting fares can be improved upon through smart cards, purchase kiosks, and possibly mobile ticketing. This meeting will be recorded and available at the same link above shortly after. This will be the first of many meetings as we move through the procurement process. We're expecting to schedule a public hearing at the Transportation Policy and Planning Board in August.
Virtual Town Halls on the American Rescue Plan Act and 2022 Budget

More Information: Please join the Mayor and key City staff for a virtual town hall on the City's budget process and the allocation of ARPA funds. The town hall will be an opportunity to learn how Madison develops its annual budget, financial challenges caused by the COVID-19 pandemic, and the role of ARPA funding in recovery. The session will include participant surveys to understand your priorities for ARPA funds.

Civilian Oversight Board Seeks Applicants for Madison's First Independent Police Monitor

The Madison Area Cooperative Housing Alliance (MACHA) is a group dedicated to strengthening cooperative housing in Madison. Many of the city's current housing co-ops are in District 2. MACHA is holding a Summer Social on Thursday, July 22nd at Brittingham Park for co-op residents, and anyone interested in learning more about the cooperative housing experience or finding a co-op to call home. DRAFTER'S ANALYSIS: This proposed amendment to the Downtown Height Map implements the viewshed preservation goal expressed in the 2014 Report of the Lamp House Block Ad Hoc Plan Committee, but does so using updated elevation data not available at the time the report was published. That new data found the viewshed to be narrower than originally believed, resulting in the proposed amendment differing from original recommendation in the Lamp House report.
Staff has included a subarea map in the attachments to the Legistar file to zoom in on the downtown areas affected by this amendment.
