1. DISTRICT 2 UPDATES

  • Transit-Oriented Development (TOD) Zoning - The Planning Division, in collaboration with Zoning staff, is working to implement a 2018 Comprehensive Plan call for implementation of "TOD overlay zoning" along planned BRT and other high-frequency transit corridors to "create development intensity minimums, reduce parking requirements, and support transit use." For more information on this effort, please visit the project web page. At a Special Meeting of the Plan Commission on Thursday, June 23 at 5:00pm, commissioners will be getting an update from city staff on this effort and will be discussing the various options and goals for a future implementation of TOD overlay zoning. Meeting details are below in "City Meetings of Interest".

 

New Planning Framework Image

Proposed New City Planning Framework at Housing Strategies Committee Thursday

On Thursday of this week, the Housing Strategy Committee will be considering a resolution that will empower city staff to implement a proposed Planning Framework - a new method for conducting and updating neighborhood and area plans. Details and participation options for Thursday's meeting are in "City Meetings of Interest" below. 

I'll be sure to publish the details as other committees and Common Council take up this resolution later this month and in July. As a cosponsor of the resolution supporting these proposed changes to the city's planning process, I believe it will simplify and standardize the City's sub-area planning and make it more equitable. The Planning Division proposes to focus on 13 higher-level "Area Plans" covering the entire City. These will be updated every 10 years, and be considered the guiding plan for future land use and infrastructure investment.

The City currently has nearly 70 adopted sub-area plans with a wide variety of content, all of which will be considered as a new Area Plan is created. Each Area Plan process will provide an opportunity to consider older sub-area plans for potential retirement, as outlined on page 126 of the Comprehensive Plan.

UDC To Consider 400 Block of State Street Proposal on June 29

JD McCormick Properties' proposal to redevelop 428 to 444 State Street is expected to be before the Urban Design Commission on June 29. The developer proposes to demolish the existing three mixed-use buildings and construct a new six-story, mixed-use building with 23-26 primarily studio apartments and a first- and second-floor commercial space with no car parking provided. They are seeking Demolition Permits for the three existing buildings and will need formal approvals from the UDC and Plan Commission. You can find the project plans, land use application, and other UDC materials here.

The UDC's purview is limited mostly to the exterior design of the proposed building and its conformity to the Downtown Urban Design Guidelines. On July 11, Plan Commission will consider the Demolition Permit Application and requested Conditional Uses. 

The steering committee of the Mansion Hill District of Capitol Neighborhoods, Inc. (CNI), that has evaluated the redevelopment proposal has not yet issued its report, but I anticipate it will be completed soon. I'll be sure to mention that and more details about UDC's and Plan Commission's considerations in future Alder Updates.

Red Rock Rooftop Terrace Proposal

Also at UDC on June 29 - Proposed 2nd Floor Terrace at Red Rock Saloon

At that same Urban Design Commission meeting, the proposal to add a 2nd floor rooftop terrace atop the Red Rock Saloon at 222 W. Gorham Street will be considered. The proposed terrace would be accessed from current second floor interior spaces via two new garage doors and two standard doors. The deck would be approximately 1,450 square feet and its occupancy is estimated at 82 patrons or perhaps more. The applicant plans to have the terrace open during their current operating hours and have no exterior amplified music.

Red Rock Saloon is also required to obtain a Conditional Use Permit for this outdoor area from the Plan Commission. That is also expected at the July 11 Plan Commission meeting. If you'd like to give input on the proposal, please email me at district2@cityofmadison.com.

City of Madison Commits to the Five Principles of Responsible Outdoor Lighting

Repealing Section 10.085 Entitled "Outdoor Lighting" and Creating Section 29.36 Entitled "Outdoor Lighting" of the Madison General Ordinances.

From the Proposed Ordinance:

Purpose and Intent . This ordinance regulates all outdoor lighting installed on residential site and commercial site property, both publicly and privately owned within the City of Madison with the exception of outdoor lighting on public streets, public bikeways and public walkways which are regulated elsewhere in the ordinances. The purpose of this ordinance is to create standards for outdoor lighting that do not interfere with the reasonable use of commercial site and residential site property, that prevent light trespass and conserve energy yet maintain night time safety. Installation of outdoor lighting is not mandatory but if installed, it shall be in conformance with the provisions of the ordinance, the building code and all other codes and regulations as applicable and under appropriate permit and inspection.
