No Trash & Recycling Pickup or Drop-off Services on Martin Luther King, Jr. Day

City administrative offices, including the Common Council Office, will be closed on Monday, Jan. 16, in observance of Martin Luther King, Jr. Day. All emergency services will be open; please call 911. Use Report-a-Problem for non-emergencies that can wait until the next City working day.

38th Annual City/County MLK Day Observance, Monday, Jan. 16.
The King Coalition of Madison & Dane County is welcoming Donzaleigh Abernathy, daughter of Ralph Abernathy/goddaughter of MLK, to Madison as keynote speaker marking the return to an in-person event. MLK Day is Monday, Jan. 16 with the City/County Observance starting at 5:15 PM with Freedom Songs and the Observance at 6:00 PM.
Ms. Abernathy is the Goddaughter of Martin Luther King , Jr., Daughter of Rev. Ralph Abernathy, and an award-winning actress and writer. She was born in the midst of the Civil Rights Movement as her Father and his best friend, Dr. Martin Luther King, Jr. established the nonviolent social movement which changed the course of American History. Her life began with the bombing of her parents' home and her Father's First Baptist Church in Montgomery, Alabama. She and her siblings witnessed and participated in all of the major Civil Rights Movements and Marches. She and her siblings, along with the King children integrated Spring Street Elementary School which led to mass integration of schools in the South in 1965. She authored, Partners To History, Martin Luther King, Ralph David Abernathy and the Civil Rights Movement. She was a contributing author to the Smithsonian Institute's book In the Spirit of Martin. Her play Birmingham Sunday is a winner of the Tanne Foundation Award.
The program will also include presentation of the MLK Humanitarian Awards by Madison Mayor Satya Rhodes-Conway and County Executive Joe Parisi, performances by the MLK Community Choir, and more. See this release for information on the Award Winners, Dr. Charles ("Chuck") Taylor and the late Wayne Strong.
Madison Metro Holiday Service on Monday, Jan. 16
Due to reduced ridership on the Martin Luther King Jr. Holiday, most routes will follow SATURDAY schedules on Monday, January 16.
- Buses follow SATURDAY schedules on the following routes:
- 2, 4, 5, 6, 7, 8, 13, 16, 17, 18, 20, 21, 22, 26, 30, 31, 32, 36, 40, 50, 51, 59, 63, 67, 68 & 78
- Routes 55 & 75 operate regular weekday schedules.
- Route 80 operates a shortened weekday recess schedule. Final scheduled trip departs Memorial Union at 11:15p.
- Routes 81-84 do not operate.

Customer Service Center - Metro's customer service center will be available from 8 a.m. until 4:30 p.m. The administration office will not be open on Monday, January 16.
Ian's Pizza Liquor License to be Considered on Wednesday at ALRC
A new liquor license for Ian's Pizza By the Slice at 319 N. Frances Street will be considered by the Alcohol License Review Committee (ALRC) at their Jan. 18 meeting. According to Ian's application, they propose to have 3-4 tap beer lines and possibly serve wine by the can from 11am until 10pm Sunday through Thursday and from 11am until midnight on Saturdays and Sundays. Note that Ian's closes at 2:30am on Saturdays and Sundays.
Ian's held an onsite informational meeting for interested parties regarding their application on Dec. 21. I was unable to attend, but from what I understand, representatives from the Campus Area Neighborhood Association (CANA) and MPD Central District were there. I've since heard that generally CANA and MPD were satisfied that Ian's was taking appropriate precautions related to security, safety, and staff training.
I still have some concerns about restaurants that have the potential to become alcohol-focused destinations, particularly in this neighborhood, so the discussions at the ALRC meeting could include additional assurances concerning security and safety, as well as justifications for the proposed serving hours in an area already dense with alcohol licenses.
St. John's Lutheran Proposal at Common Council on Tuesday
Last week, the Plan Commission approved the demolition application and the rezoning application proposed for the redevelopment of the site of St. John's Lutheran Church at 310-322 E. Washington Ave. On Tuesday of this week Common Council will need to approve the rezoning application as approved by Plan Commission if it is to move forward. The proposal's requested zoning change is from Urban Mixed Use to Planned Development and seeks approval of its Specific Development Plan.
This redevelopment, proposed by St. John's in partnership with Urban Land Interests, seeks to demolish the current church and an addition to construct worship and social service/community spaces on the first floor of a new building with 9 stories of mostly affordable and workforce apartments above with underground parking below.

On a motion by Cantrell, seconded by Fernandez, the Commission found the standards for zoning map amendments and planned developments met and recommended to Council to adopt the zoning map amendment subject to the comments and conditions contained in the Plan Commission materials and the following additional conditions:
- That refuse and recycling collection occur after 9:00 a.m.
- That the applicant submit a management plan for deliveries and waste removal for review and approval by the City Traffic Engineer.
- That the Developers Agreement require that structural soil and a tree guard be installed for the proposed street tree.
- That the applicant adjust the design of the windows in the garage doors per the discussion of the Urban Design Commission, for review and approval by Planning staff.
The motion passed by voice vote/other.
Note: This item is the proposed expansion/remodel of the Dane County Public Safety Building to include an addition that will house the new County Jail. The County has not settled its disagreements about funding sources, funding amounts, and the jail design, so it is possible that this Planned Development's Specific Implementation Plan, if approved, will need to be resubmitted and approved in the future.

The proposed resolution authorizes an amendment to an existing contract (#9155) with MSA Professional Services, Inc. for additional services for the Near Watershed Study. The contract was original authorized in 2022 through RES-22-00337. The resolution authorizes the City to enter into a cost sharing agreement with the University of Wisconsin, which will cover the cost of the expanded scope of services. In addition, the resolution would amend the Stormwater Utility's operating budget to increase expenses and revenues by $120,000, reflecting the increased cost of consulting services and commensurate intergovernmental revenues from the University of Wisconsin. No additional City appropriation is required.
