The City is proposing a new tax incremental district that encompasses part of District 6. The proposed project plan for TID 53 will be at the TIF Review Board on Monday. Please take a look at the link below and study Madison TIF policy. Two additional new TIDs are being proposed for the east side that will capture the property tax value generated by new developments at the Gardner Bakery site and the Hartmeyer site.

Also on Monday, I am hosting a neighborhood meeting about The Atwood’s request for outdoor seating in the back of the building. On Wednesday, the Board of Park Commissioners takes up dogs in parks as an informational item. On Thursday the design team selected for the Lake Monona Waterfront will be in town conducting a discussion session.
 


Monday June 12 – TIF Review Board – 12p TIF Review Board Agenda 06.12.23

City economic development staff will be at the TIF Joint Review Board to seek approval of three new tax incremental districts and request to use the “half mile rule” for specific public improvements (TID 50) and expanding the area for small business grants downtown (TID 45) in two existing TIDs.

The Joint Review Board consists of representatives from all taxing jurisdictions (Madison, Dane County, Madison College, Madison Metropolitan School District, McFarland School District, Middleton/Cross Plains School District and one citizen). These taxing jurisdictions continue to receive revenue from the base value of the district at its creation but agree to forgo the benefits of increased real estate value from growth and taxes from new developments for a fixed period of time depending on the type of TID. Policymakers must establish that the “but for” test has been met before providing financial assistance to private developers (but for TIF, the development would not happen). Per Madison TIF policy, a new tax incremental district requires a “generator” that will provide at least $3M of new increment. The Council must also approve the project plans.

TID 53 boundary encompasses Districts 2, 4, and 6. The goal is to capture the increment from several generators including 121 E Wilson -the SWIB building; 408 E Washington - the recently constructed Continental (advertised as a “modern luxury” building where a 539 sf studio is listed between $1,925- $2,000/mo. and 1BR is listed at $2,200- $3,750/mo. depending on the size of the unit); 317 E Wilson – a boutique hotel proposed for the former Rubin’s furniture store; and 310-322 E Washington – the site of a new St. John’s Lutheran Church under construction which will be topped by 130 dwelling units, of which 108 will be affordable at 60% or less of the area median income.

The proposed TID 53 project plan totals $14,690,000. Per TIF law, a mixed use TID can stay open 20 years and all expenditures must be made in the first 15 years.

  • Public works (including new John Nolen/Lake Monona Waterfront improvements) $9.27M
  • Affordable housing $2.25M
  • Business assistance (including ownership assistance for sectors with historic barriers to accessing capital) $1.6M

11. 78136 Authorizing the City to participate in negotiations and, if necessary, arbitration with Dane County regarding the County’s development of a proposed landfill, Landfill Site No. 3 at the Yahara Hills Golf Course, creating the Landfill Site No. 3 Negotiating Team Committee, and authorizing the Mayor to appoint members to the Landfill Site No. 3 Local Committee and the Landfill Site No. 3 Negotiating Team Committee.

On May 10, 2022, the Council adopted RES-22-00319 (File No. 70597), which authorized the City to sell portions of the Yahara Hills Golf Course to the County for the County’s development of the lands as a future landfill, compost site and sustainable business park. The eastern 231.8 acres of the Golf Course were sold to the County for this purpose on February 27, 2023.

18. 78285 Memo on Town of Madison Final Disposition of Assets and Liabilities

The Town of Madison was dissolved on October 31, 2022. This distribution of assets between the City of Fitchburg and the City of Madison is the final step of a twenty-year process.
 


Monday June 12 – Neighborhood Meeting- 6:30p virtual

The Atwood, 2116 Atwood Avenue, has applied for a Change of Premise to allow them to have outdoor seating for 20. The outdoor seating would consist of four tables with five seats at each table, four 10’x10’ shade tents at times, and a perimeter fence. Three of the tables would be behind The Atwood and the fourth table would be behind Talbot Gallery.

The Alcohol License Review Committee will consider the application at its June 21 meeting. Marsha Rummel District 6 Alder and Dina Nina Martinez-Rutherford Alder, District 15 Alder are co-sponsoring a virtual neighborhood meeting to hear more about this proposal. The meeting is scheduled for Monday, June 12, 2023, at 6:30pm. Neighbors received a postcard notification.

Staff memo: The applicant is proposing exterior modifications to the rooftop of the existing Water Utility Building to update the existing public rooftop amenity space. The proposed improvements include the construction of a raised, wood-frame platform to provide a seated viewing perspective to Lake Monona, updating railings to be code compliant, new seating and aluminum frame shade structures with perforated metal shades, and reconstruction of existing community garden beds.

This committee has representatives including two city alders, a rep from the mayor’s office, two school board members, a rep from the school district, and two county board supervisors. You can send comments on agenda items to educationcommittee@cityofmadison.com

The committee’s memo 10.19.22 attached to this agenda item caught my attention. I’ve highlighted relevant items from the memo that may still need our attention in the upcoming 2024 budget:

“In the area of transportation, our committee has had some initial discussions regarding drivers’ education. We plan to dedicate significant committee time in the remainder of 2022 and 2023 to discussing driver’s ed and pursuing solutions to increase access for MMSD students, including returning driver’s ed to MMSD. We support funding in 2023 to provide greater access to driver’s ed, which is a huge racial disparities issue and greatly impacts employment opportunities for our youth.

In the area of preventing and ending homelessness, we support funding to maintain and increase services to support families and youth experiencing homelessness. We also support the County budget initiative to create a transitional living program for youth aging out of foster care and the efforts of the City-County Homeless Issues Committee to address the housing needs of parenting minors.

We feel strongly about the need to respond to the Dobbs decision and the further limitations it imposes on reproductive health care options, particularly abortion, for Dane County residents. We support the expansions of reproductive and sexual health care resources in Public Health Madison Dane County proposed in the Mayor and County Executive’s 2023 operating budgets.

We are deeply concerned about the impact of F-35 fighter jets on MMSD schools as they are scheduled to arrive in 2023. There is currently a noise study process underway, but we are concerned that the scope of the study does not adequately measure the harm of noise which will be inflicted upon many schools and students and their families. Additional funding could help support the request of Madison Teachers, Inc. to study all schools on the north and east sides, measure peak noise levels as opposed to just average daily noise levels, consider the impact on educational performance and children’s health, expand the study area, lower the levels for the study area to 55 or 60 dB, and increase transparency and community engagement throughout the noise study and mitigation process.

Internet access and digital equity has obviously become even more important during the pandemic because it is the way many of us now attend school, receive health care, connect with our work, and attend government and community meetings. We support increased collaboration between our entities in this area.”

Dog Park Status memo 06.09.23 : “At the Board of Park Commissioners meeting on June 14, 2023, staff will provide an informational presentation regarding the Proposed Dog Park Status update. In July, the BPC will review the proposed change, to allow leashed and licensed dogs with valid dog park permits in most parks except as prohibited by MGO. The community is invited to provide feedback by email and/or attend the Board of Park Commissioners meeting in-person on Wednesday, June 14, 2023 or virtually on Wednesday, July 12, 2023.”

Legistar item 74470 has quite a few attachments including several (#20-22) with emails from residents surrounding Hawthorne Park who received a postcard invitation to submit comments in response to a request to change the status of dogs in Hawthorne Park. The majority of emails were in support of keeping the park ‘dog friendly’. If you haven’t commented already, you can send emails to PACommission@cityofmadison.com.
