D6 Items of Interest Week of September 4, 2023

The Common Council meets Tuesday after a month-long break. The agenda is light but there are lots of items for introduction including the 2024 Executive Capital budget and two D6 alcohol licenses. One item on the agenda is the long-awaited intercity bus terminal which is part of the package that includes the reconstruction of the State Street garage going out to bid soon. On Wednesday, the Board of Parks Commissioners will consider a temporary mural about Tony Robinson at McPike Park. Also Wednesday, the MPO holds a public hearing on the Draft 2024-2028 Transportation Improvement Program that itemizes transportation projects for the next five years. Finally on Thursday, the Plan Commission holds a special meeting on the Comp Plan Interim Update.

2022 data is now available on the City of Madison’s Neighborhood Indicators Project (NIP) website. The neighborhood indicators provide a picture of housing, safety, health, education, and the overall wellbeing for the city. The interactive map lets you overlay data by geographic block or census tract.

NIP includes measures such as total population, number of dwelling units and subsidized rental units, high mobility students, etc. It is supported by various data sources including city, county, state, and federal information.

8/28/23 PLAN COMMISSION RECOMMEND TO COUNCIL TO RE-REFER - PUBLIC HEARING to the PLAN COMMISSION On a motion by Heck, seconded by Ald. Field, the Plan Commission voted to recommend the zoning map amendment be referred to a future meeting (no date specified) at the request of staff. The motion to recommend re-referral passed by voice vote / other.

Voit Farm rezoning was referred to a future Plan Commission meeting.

DRAFTER’S ANALYSIS: This repeals MGO 23.07(6)(a) and (b), subsections which focused on trespassing regarding sleeping or possessing items related to sleeping on the property of others. These subsections of the trespass ordinance have not been enforced for at least ten (10) years.

79. 79532 Repealing Section 24.12 of the Madison General Ordinances and amending Section 1.08(3) of the Madison General Ordinances to remove associated references. Sponsors: Yannette Figueroa Cole And Juliana R. Bennett

DRAFTER’S ANALYSIS: This ordinance repeals 24.12 entitled “Panhandling Prohibited” of the Madison General Ordinances. In Reed v. Town of Gilbert, the United States Supreme Court recognized that most panhandling activity is protected by the First Amendment, therefore, this Section is generally unenforceable.

83. 79407 Adopting the Northeast Area Plan Public Participation Plan to guide the planning process in an equitable and inclusive manner and allow adoption of the Northeast Area Plan as an amendment to the City’s Comprehensive Plan.

117. 79467 2024 Executive Capital Budget the Executive budget will be officially introduced on Tuesday. The week of September 11, the Council starts our 2024 capital budget deliberation process with Finance meetings on Monday and Tuesday. Agency heads present the highlights of their budgets and alders ask questions. The Finance Committee can submit amendments later in the month. The operating budget will be introduced on the first Tuesday in October and a similar process will unfold at the Finance Committee. The final budget amendments and Council vote on the capital and operating budgets is in November.

Later this week, I will dive into the capital budget and report on district and city items I find of interest.
 


Wednesday September 6 – Board of Public Works – 4:30p BPW Agenda 09.06.23

12. 79643 Authorizing the negotiation and execution of a Purchase and Sale Agreement between Core Spaces, LLC (“Purchaser”) and the City of Madison for the Purchaser’s acquisition of the property located at 405 W. Gorham Street. (District 4) Sponsors: Michael E. Verveer

Providing the city owned parcel for $1 is intended to help facilitate a student housing project that may provide affordable units.

17. 79631 Approving plans and specifications and authorizing the Board of Public Works to advertise and receive bids for State Street Campus Garage Mixed-Use Project. (District 2)

The City of Madison is pursuing a new public and private development opportunity that includes the demolition and replacement of the existing State Street Campus Garage (SSCG) at 415 North Lake Street. The building project will be completed in two construction phases. Phase 1 –the Public Works project- includes demolition of the existing State St Campus Garage and new construction will include an intercity bus terminal, public parking structure, and “gray box” spaces for final build out by private Developer. Phase 2 –constructed by the Developer and not included with this resolution- will include housing components built on top and within the Phase 1 construction. The estimated cost of the construction project is $55,600,000.00.

The project also will have a public art component.

17 79687 Informational Update Regarding Upcoming Land Acquisition as Proposed Within Adopted Oscar Mayer Special Area Plan. INFORMATIONAL

The Board of Park Commissioners reviewed the Oscar Mayer Special Area Plan “OMSAP” and recommended return to Plan Commission with several recommendations. The OMSAP was adopted by Common Council on July 21, 2020, and ultimately called for an “integrative passive and active park that is approximately 16 acres in size and inclusive of wetland.” The City of Madison is currently negotiating a Development Agreement with current property owners, the agreement is expected to go to Council in late September or early October. A portion of the 16 acres that are desired as park land will be dedicated by the Developer as part of the development process, and a portion of the property will be acquired by the Parks Division. The exact details of the acquisition have yet to be determined, but the overall development and transaction will result in a park that is approximately 16 acres as specified within the OMSAP.

19 78240 Consideration of a proposal to place a mural for 1 year at McPike Park. (District 6) RECOMMEND APPROVALEast side residents and the Social Justice Center have requested that the Parks Division allow the display of a Tony Robinson mural at McPike Park for one year, starting later this fall. The mural will be attached to the existing metal fencing running parallel to East Wilson Street. Details of the request will be in the Attachment (nothing attached at time of blog posting).

21 79556 Approving Yahara Hills Golf Course Conceptual Master Plan (District 16) RECOMMEND APPROVAL

In February 2023 the City of Madison closed on the sale of roughly 200 acres of Yahara Hills Golf Course to Dane County, for purposes of expanding the county’s landfill and creating a sustainability campus. The proceeds from the sale were applied directly to the Golf Revenue Reserves and will be used to improve the Madison Parks Golf Courses for a future 54-hole operation. Since the sale of the land, Staff have worked to develop an 18-hole reconfiguration of the Yahara Hills Golf Course. Staff have conducted public engagement through focus group sessions, two listening sessions and a public information meeting, along with having plans displayed at the Yahara Hills Clubhouse, with opportunity to provide feedback through written or emailed comments through the project website. The proposed Conceptual Master Plan adopted by the Board of Park Commissioners, shall guide development of Yahara Hills Golf Course.
