Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the January 27, 2026, Common Council Meeting

District 19 Impacts
Two resolutions have a direct impact on District 19
91514 – This proposed resolution would approve a Certified Survey Map of property owned by BHP, LLC located at 5555 Odana Road and 5534 Medical Circle in District 19. It combines two parcels into a single parcel. This proposed resolution will go to the following BCCs on the following dates:
- Plan Commission (3/2/26)
- Common Council (3/10/26)
Note that this is one of several actions. Bear Development is proposing to build a five-story building and a six-story building with a total of 227 apartment units and 7,745 square feet of commercial space. State and local financing are involved, and the developer is prepared to enter into a long-term agreement to hold rents at no more than 60% of area median income. Other aspects involving city review and approvals include Urban Design Commission review (tentatively February), Plan Commission consideration of a conditional use permit (tentatively March), Plan Commission consideration of a demolition permit, and actions required to establish a tax incremental finance district which would provide some support to the project.
91576 – This proposed resolution would authorize the City to apply for and accept a grant from the State of Wisconsin Department of Natural Resources Municipal Flood Control Grant Project for the West Towne Pond project in District 19. This proposed resolution will go to the following BCCs on the following dates: A grant would contribute to this project which is included in the 2026 capital budget.

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.
91513 – This proposed resolution would approve a Certified Survey Map of property owned by CAH CO Johnson, LLC and Hooper Corporation located at 2030 Pennsylvania Avenue and 1902 E Johnson Street in District 12. This proposed resolution will go to the following BCCs on the following dates:

91575 – This proposed resolution would approve plans and specifications for the Capital City Path Extension and the Dane County led work on Underdahl Road for the Glacial Drumlin Extension. This proposed resolution will go to the following BCCs on the following dates:

91577 – This proposed resolution would authorize a two-year competitively selected service contract with Carollo Enginer, Inc. for engineering services for the Campus, Downtown, and East Washington Ave Sanitary Sewer Study, impacting Districts 2, 4, 5, 6, 8, 12, 13, 15, and 17. This proposed resolution will go to the following BCCs on the following dates:

91595 – This proposed resolution would authorize a loan of up to $300,000 to Chrysalis, Inc. to help in acquiring a building at 2425 Atwood Ave in District 15. This proposed resolution will go to the following BCCs on the following dates:

91596 – This proposed resolution would approve a Certified Survey Map of property owned by Hovde Realty, Inc. located at 6004 Commercial Avenue in District 3. This proposed resolution will go to the following BCCs on the following dates:

91601 – This proposed resolution would authorize recreating the vacant position of Police Report Typist 2 from a 0.5 FTE to a 1.0 FTE. This proposed resolution will go to the following BCCs on the following dates:

91602 – This proposed resolution would authorize the Parks Division to apply for, and accept if awarded, grant funding from the State of Wisconsin Department of Natural Resources Recreational Trails Program for up to $100,000 to fund a portion of the cost of improvements for the Madison LakeWay Project in District 4 and District 13. This proposed resolution will go to the following BCCs on the following dates:

91606 – This proposed resolution would authorize recreating the vacant position of Parks Worker from a 0.75 FTE to a 1.0 FTE. This proposed resolution will go to the following BCCs on the following dates:

91610 – This proposed resolution would authorize a loan of up to $100,000 to Tellurian, Inc. to aid in building improvements at 702 W. Main St in District 13. This proposed resolution will go to the following BCCs on the following dates:

91611 – This proposed resolution would authorize the execution of a first amendment to the lease for Meadowridge Library in District 10 with Meadowood Baceline, LLC, which would extend the lease for five years beginning January 1, 2027. This proposed resolution will go to the following BCCs on the following dates:

91612 – This proposed resolution would authorize the execution of a first amendment to the lease for Meadowood Neighborhood Center in District 10 with Meadowood Baceline, LLC. which would extend the lease for five years beginning January 1, 2027. This proposed resolution will go to the following BCCs on the following dates:

91615 – This proposed resolution would approve the funding allocations recommended by the Community Development Division as a result of the 2025 Affordable Homeownership Request for Proposals: Financing for Affordable Homeownership Development, Programs, and Services. This proposed resolution will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.
- Go to the meeting registration page.
- In the “Meeting” drop down select the BCC that you want to register for.
- Important Note: You can only register if the BCC has posted its agenda. This is usually a few days ahead of the meeting.
- Choose the agenda number that matches the item you are interested in.
- Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.
