Update: Mineral Point/Yellowstone Traffic Signal

posted

Last week the Board of Public Works (BPW) approved the aessment district and schedule for the proposed traffic signal at the intersection of Mineral Point Road and Yellowstone Drive. Thank you to the neighbors who came to the hearing to testify about the proposal.

BPW's recommendation now goes to the Common Council for final approval on October 4 (details below).

The city typically funds traffic signals by assessing about half of the cost to neighboring property owners, with the other half paid from the citywide general fund. There's a complex formula that takes into account the proximity of each nearby property and its estimated trip generation. You can read the assessment policy (revised in 2012) at this link.

For this signal, Traffic Engineering applied the policy and created a schedule of assessments ranging from over $16,200 for the Yorktown apartment complex to less than $30 for nearby duplexes. Most of the nearby condos are paying about $60 to $80 each depending on size and location.

If you are subject to assessment you would have received a letter a few weeks ago notifying you of the BPW hearing and showing your estimated assessment. If you didn't receive anything, you are not subject to assessment. You can read the full schedule of assessments at this link.

The council hearing is the last step in the approval process. If approved, the signal will be constructed in 2017. If you wish to attend and register your opinion and/or testify, here is the meeting information:

Common Council Meeting
10/4/2016 at 6:30PM
City-County Building Room 201
210 Martin Luther King Jr. Blvd.

The meeting agenda will be published on Sep. 30 and I will add a link here.

Please feel free to contact me with any feedback or questions on the proposal.
