What are Common Council New Business Summaries?

Common Council New Business Summaries help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision. This document provides a short description of each item that was introduced at the most recent Common Council meeting in the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor at the most recent Common Council meeting.

Ordinances:

88717 – This proposed ordinance would assign Suburban Residential-Consistent 1 District zoning to property located at 60 White Oaks Lane in District 20. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

88718 – This proposed ordinance would rezone property located at 3565 Tulane Avenue in District 15 and approve a General Development Plan and a Specific Implementation Plan to construct a two-story, 7,000 square foot community center and a three-story, 26-unit apartment building. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

88719 – This proposed ordinance amendment would rezone property located at 1802-1804 Roth Street in District 12 to construct a three-story, 16-unit apartment building that will include an office for human service programs. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

  • Plan Commission (Public Hearing - 7/28/25)
  • Common Council (8/5/25)

88735 – This proposed ordinance would amend MGO Secs. 28.135 and 16.23(6)(d) to facilitate the easier development of backyard lots, otherwise known as “flag lots” because they are characterized by being the shape of a flag. This ordinance amendment would decrease the minimum lot width for the rear lot and remove Plan Commission review of this type of lot, as well as amend the subdivision requirements to make the minimum required lot depth consistent for all zoning districts. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

88736 – This proposed ordinance would amend several sections of the zoning code to allow two family twin and two-unit buildings/uses in all districts where single-family dwelling/use is allowed. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

88737 – This proposed ordinance would change the threshold for when buildings in the Urban Mixed Use or Downtown Core districts would need conditional use approval by modifying the threshold to allow more multi-family dwellings and larger-scale buildings as permitted uses in the two districts. This proposed ordinance will go to the following Boards, Committees, and Commissions on the following dates:

88744 – This proposed ordinance would amend Section 38.05(3)(f) of the Madison General Ordinances to replace the word “church” with “place of worship” for the purpose of alcohol licensing distance restrictions. Resolutions:

88351 – This proposed resolution would amend the 2025 Economic Development Division Capital Budget by transferring $550,000 from Land Banking (Project #12640) to TID #51 (Project #99011) for the purpose of funding small business development programs in District 14. 88557 – This proposed resolution would approve a Certified Survey Map of property located at 1626 and 1634 Baker Avenue in District 19. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88618 – This proposed resolution would authorize an agreement for Dane County to provide State 85.21 funding of approximately $267,907 to Metro Transit for the transportation of seniors and persons with physical disabilities. 88619 – This proposed resolution would authorize an agreement with Dane County to provide Volunteer Driver Escort Services for the City of Madison for the calendar year 2025. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

88627 – This proposed resolution would authorize the agreement between Metro Transit and Dane County to use State 85.20 transit funding received by Metro Transit for the provision of Group Access Service located in the City of Madison. 88734 – This proposed resolution would approve the Ready for Reuse Loan agreements for the purpose of assisting in the remediation of contaminated soil at Huxley Yards in District 12. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

Items Introduced from the Floor:

Items that are introduced from the floor at the Common Council meeting differ from other items introduced as new business. When these items return to Common Council, they will be re-referred, rather than being taken up for a vote. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. Directions for how to register for public comment can be found below.

88751 – This proposed resolution would support Madison Metro's grant applications to the Federal Transit Administration for hybrid-electric 40’ buses, equipment, and charging infrastructure for the electrification of select routes. This proposed resolution will go to the following Boards, Committees, and Commissions on the following dates:

It is important to note that registration is only available once the BCC has published its agenda, which is typically done a few days before the meeting. Once the agenda is published, you can select the meeting and choose the agenda number that aligns with the file number of the item you are interested in. From here, you can choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or person other than yourself, and provide your contact information.
