What are Common Council New Business Summaries?

Common Council New Business Summaries help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision. This document provides a short description of each item that was introduced at the most recent Common Council meeting in the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor at the most recent Common Council meeting.

Items Introduced at the September 16, 2025, Common Council Meeting

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

89899 – This proposed ordinance would rezone property located at 6303 Portage Road and 4821 Hoepker Road in District 17 for the proposed “LEO Living” subdivision. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council (10/28/25)

89916 – This proposed ordinance would amend several sections of Chapter 28 residential zoning districts to make more lot divisions possible by slightly reducing detailed lot size and lot width requirements for many zoning districts. This proposed ordinance will go to the following BCCs on the following dates:

  • Housing Policy Committee (9/25/25)
  • Common Council (10/7/25)

89917 – This proposed ordinance would create a buffer, or more gradual transition from a zoning district with lower heights to one with higher heights by aligning the height of required step downs with the maximum allowed building height in the adjacent residential district. This proposed ordinance will go to the following BCCs on the following dates:

89918 – This proposed ordinance would allow detached Accessory Dwelling Unit buildings to have two units. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

89766 – This proposed resolution would approve the final plat of Raemisch Farm Development on land generally addressed as 4000-4150 Packers Avenue in District 18. This proposed resolution will go to the following BCCs on the following dates:

89767 – This proposed resolution would approve the preliminary plat of the LEO Living on property addressed as 6303 Portage Road and 4821 Hoepker Road in District 17. This proposed resolution will go to the following BCCs on the following dates:

89776 – This proposed resolution would approve a Certified Survey Map of property owned by 4 Lakes Properties, LLC and Dayton-Orchard, LLC located at 120-126 N Orchard Street, 1313 Randall Court, 1314 Randall Court, and 1309-1311 W Dayton Street in District 8. This proposed resolution will go to the following BCCs on the following dates:

89777 – This proposed resolution would approve a Certified Survey Map of property owned by Rohr Chabad House at the University of Wisconsin, Inc. located at 223-225 W Gilman Street in District 2. This proposed resolution will go to the following BCCs on the following dates:

89778 – This proposed resolution would approve a Certified Survey Map of property owned by Capitol Lakes, Inc. located at 333-345 W Main Street, 110 S Henry Street, and 334 W Doty Street in District 4. This proposed resolution will go to the following BCCs on the following dates:

89833 – This proposed resolution would authorize a Small Cap TIF loan to Stella’s Bakery of Madison in the amount of $250,000 for real estate improvements to the commercial property at 3113 Syene Rd in District 14. This proposed resolution will go to the following BCCs on the following dates:

89836 – This proposed resolution would authorize a Purchase and Sale Agreement to transfer the land and improvements at 802, 810 and 818 West Badger Road to the Community Development Authority for the Park Badger Redevelopment Project in District 14. This proposed resolution will go to the following BCCs on the following dates:

89855 – This proposed resolution would adopt the State Street Mall Capitol Concourse 2024/25 schedule of special charges for maintenance service. This proposed resolution will go to the following BCCs on the following dates:

89860 – This proposed resolution would approve the terms and conditions of employment for John Patterson as City of Madison Police Chief. This proposed resolution will go to the following BCCs on the following dates:

89879 – This proposed resolution would adopt a building inspection services agreement with the Town of Blooming Grove. This proposed resolution will go to the following BCCs on the following dates:

89880 – This proposed resolution would request exemption from the Dane County Library tax levied under Section 43.57(3) and 43.64(2) of Wisconsin State Statutes. This proposed resolution will go to the following BCCs on the following dates:

89881 – This proposed resolution would authorize the Madison Police Department to accept a Project Safe Neighborhoods grant award from the Wisconsin Department of Justice. This proposed resolution will go to the following BCCs on the following dates:

89882 – This proposed resolution would authorize a non-competitive 5-year agreement with Waste Management of Wisconsin, Inc. for industrial waste services when applicable projects with contaminated soil are encountered. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (9/17/25)

89898 – This proposed resolution would delete the Program Assistant #1 in compensation group 20, range 11, recreate position #1454 as a  Program Assistant #2 in compensation group 20, range 12, and reallocate the incumbent in position #1454 to the new position in the Parks Division operating budget. This proposed resolution will go to the following BCCs on the following dates:

89915 – This proposed resolution would delete the classification of Control Systems Technician in compensation group 16, range 19, recreate the classification in compensation group 16, range 19, and reallocate the incumbent in position #1790 to the new position in the Water Utility operating budget. This proposed resolution will go to the following BCCs on the following dates:

89926 – This proposed resolution would authorize a loan of up to $80,000 to Monona Grove Nursery School in District 15 through the Community Development Division's Child Care Facilities Loan Program. This proposed resolution will go to the following BCCs on the following dates:

89933 – This proposed resolution would authorize a Memorandum of Understanding between the City and the University of Wisconsin Board of Regents regarding the referral of eligible students to rent reduced-cost units. This proposed resolution will go to the following BCCs on the following dates:

89945 – This proposed resolution would authorize the execution of agreements between the City of Madison and Dane County regarding revenue exchanged between the two for shared services, collaborative projects, and joint responsibilities in 2025. This proposed resolution will go to the following BCCs on the following dates:

89947 – This proposed resolution would adopt and confirm the Labor Agreement between the City of Madison and the Teamsters Union Local 120, affiliated with the International Brotherhood of Teamsters, for the period of January 1, 2025, through December 31, 2027. This proposed resolution will go to the following BCCs on the following dates:

89948 – This proposed resolution would authorize the execution of a 5-year contract with Integral Building Systems, Inc. for planned and unplanned maintenance, installation, and ongoing support the continuing operations of the City's IT systems. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (10/7/25)

Items Introduced from the Floor:

Items that are introduced from the floor at the Common Council meeting differ from other items introduced as new business. When these items return to Common Council, they will be re-referred, rather than being taken up for a vote. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. Directions for how to register for public comment can be found below.

89942 – This proposed resolution would adopt the updated Americans with Disabilities Act Transition Plan. This proposed resolution will go to the following BCCs on the following dates:

  • Disability Rights Commission (11/20/25)
  • Transportation Commission (10/8/25)
  • Board of Public Works (10/29/25)
  • Common Council (12/9/25)

90056 – This proposed ordinance would extend the initial order granting a conditional use from two years to three years in Madison General Ordinance Section 28.183(9)(a). This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission Public Hearing (10/6/25)
  • Common Council (10/7/25)

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

  1. Go to the meeting registration page.
  2. In the “Meeting” drop down select the BCC that you want to register for.
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.
  3. Choose the agenda number that matches the item you are interested in.
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. On that page, there will be an “Interpretation & Accommodations” header with directions for that meeting.
