What are Common Council New Business Summaries?

Common Council New Business Summaries help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision. This document provides a short description of each item that was introduced at the most recent Common Council meeting in the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor at the most recent Common Council meeting.

Items Introduced at the October 7, 2025, Common Council Meeting

Click on the file number hyperlink of the item you are interested in for more information about the item, including sponsors, action details, and the full item description. The sponsors are who are bringing the item to the Common Council. Action details provide information about the BCCs the item has gone to and the decisions that have been made. Operating Budget:

90249 – This proposed item is the 2026 Operating Budget. This will go to the following BCCs on the following dates:

  • Finance Committee (Public Hearings 10/13/25, 10/27/25, additional briefing with no public comment 10/14/25)
  • Common Council (Public Hearings - 10/28/25, 11/11/25)

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

90169 – This proposed ordinance would restrict the sales of hemp-derived cannabinoid products to those under the age of 21. This proposed ordinance will go to the following BCCs on the following dates:

  • Board of Public Health Madison and Dane County (11/5/25)
  • Economic Development Committee (10/15/25)
  • Common Council (11/25/25)

90174 – This proposed ordinance would rezone property located at 1233-1241 Moorland Road in District 14 to match the zoning of other open space in the surrounding area owned by the Madison Metropolitan Sewerage District. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission Public Hearing (11/3/25)
  • Common Council (11/25/25)

90190 – This proposed ordinance would update the composition of the Alcohol License Review Committee and clarify terms of Alders on the committee. This proposed ordinance will go to the following BCCs on the following dates:

90205 – This proposed ordinance would attach approximately 33.4 acres of land located in the northeastern quadrant of South Pleasant View Road and Mid Town Road in the Town of Middleton in District 1 and assign temporary zoning of Temp. A (Agricultural) District. This proposed ordinance will go to the following BCCs on the following dates:

90212 – This proposed ordinance would allow anyone to submit a Complaint to the Ethics Board, no longer limiting it to residents of Madison. This proposed ordinance will go to the following BCCs on the following dates:

90214 – This proposed ordinance would correct inconsistencies and improper references in the Madison General Ordinances, constituting a 2025 City Attorney Revisor’s Ordinance. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council (10/28/25)

Resolutions:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

89920 – This proposed resolution would establish the Ad Hoc Madison LakeWay Public Art Selection Committee. This proposed resolution will go to the following BCCs on the following dates:

90015 – This proposed resolution would approve a Certified Survey Map of property owned by Volker Development, Inc. located at 3222-3238 E Washington Avenue and 3229 Ridgeway Avenue in District 12. This proposed resolution will go to the following BCCs on the following dates:

  • Plan Commission (10/20/25)
  • Common Council (10/28/25)

90017 – This proposed resolution would approve a Certified Survey Map of property owned by RE Supper Club, LLC located at 4506-4514 Verona Road in District 10. This proposed resolution will go to the following BCCs on the following dates:

90018 – This proposed resolution would approve a Certified Survey Map of property owned by the Patrick T. Flesch and Kristen D. Flesch Revocable Trust located at 6105 S Highlands Avenue in District 19. This proposed resolution will go to the following BCCs on the following dates:

90019 – This proposed resolution would approve a Certified Survey Map of property owned by the Madison Metropolitan Sewerage District located at 1201-1241 Moorland Road in District 14. This proposed resolution will go to the following BCCs on the following dates:

90026 – This proposed resolution would authorize the non-competitive selection contract with Diehl & Neumaier Company to recycle the metals and appliances collected by the Streets Division. This proposed resolution will go to the following BCCs on the following dates:

90027 – This proposed resolution would authorize the Streets Division to enter into contract with Pellitteri Waste Systems for sorting, processing, and marketing recyclables collected by the Streets Division. This proposed resolution will go to the following BCCs on the following dates:

90103 – This proposed resolution would remove mapped reservations for future public streets located on Block 2 of the University Addition to Madison in the Northwest Quarter of Section 23, Township 7 North, Range 9 East in the City of Madison, on land generally addressed as 975 University Avenue in District 8. This proposed resolution will go to the following BCCs on the following dates:

90127 – This proposed resolution would approve a Certified Survey Map of property owned by 3618 MF, LLC located at 3618 Milwaukee Street in District 15. This proposed resolution will go to the following BCCs on the following dates:

90165 – This proposed resolution would authorize a license agreement with T-Mobile Central LLC for placement of telecommunications equipment on the City-owned water tower located at 910 S. High Point Road in District 1. This proposed resolution will go to the following BCCs on the following dates:

90171 – This proposed resolution would create a new classification series of Transit HR Generalist 1-2, delete the classification of Transit HR Manager, and recreate vacant position #2902 as a Transit HR Generalist 2. This proposed resolution will go to the following BCCs on the following dates:

90172 – This proposed resolution would create new or modify existing classifications for position placement in the Finance Department operating budget. This proposed resolution will go to the following BCCs on the following dates:

90173 – This proposed resolution would amend the City of Madison Official Map to remove a mapped reservation for a future public street located in the West Half of the Northwest Quarter of Section 31, Township 7 North, Range 10 East, in the City of Madison, on land addressed as 1201 Moorland Road in District 14. This proposed resolution will go to the following BCCs on the following dates:

90176 – This proposed resolution would authorize the Mayor and the City Clerk to enter into an agreement with The Goodyear Tire & Rubber Company for provision of leasing tires to Metro Transit. This proposed resolution will go to the following BCCs on the following dates:

90193 – This proposed resolution would support and approve the City of Madison applications to WisDOT for Federal funding under the 2026-2030 Transportation Alternatives Program. This proposed resolution will go to the following BCCs on the following dates:

90197 – This proposed resolution would authorize the Parks Division to apply for and to accept if awarded, grant funding of up to $450,000 from the State of Wisconsin Department of Administration to fund a portion of the costs of improvements for the Warner Park Pickleball Complex project. This proposed resolution will go to the following BCCs on the following dates:

90198 – This proposed resolution would authorize a noncompetitive, sole source purchase of 3M Scott cylinders, harnesses, and facepieces for self-contained breathing apparatuses used by the Madison Fire Department. This proposed resolution will go to the following BCCs on the following dates:

90199 – This proposed resolution would authorize Madison Public Library to apply for and accept if awarded, grant funding of up to $2,000,000 from the State of Wisconsin Department of Administration to fund a portion of the costs of construction for the Imagination Center at Reindahl Park project. This proposed resolution will go to the following BCCs on the following dates:

90204 – This proposed resolution would authorize the Parks Division to apply for and to accept if awarded, grant funding of up to $450,000 from the State of Wisconsin Department of Administration to fund a portion of the costs of improvements for the Worthington Park Futsal project. This proposed resolution will go to the following BCCs on the following dates:

90216 – This proposed resolution would approve a maintenance agreement for privately maintained improvements within the public right of way adjacent to Lot 1, CSM 16580 in District 8. This proposed resolution will go to the following BCCs on the following dates:

90233 – This proposed resolution would authorize the acceptance of a $66,840.91 grant from FEMA for the purchase of approximately 17 complete sets of firefighter turnout gear. This proposed resolution will go to the following BCCs on the following dates:

90234 – This proposed resolution would authorize a contract between Dane County and the City of Madison for Dane County Emergency Management to reimburse the Madison Fire Department for using the Elite Platform from ImageTrend for their incident reporting system. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (10/28/25)

Items Introduced from the Floor:

Items introduced from the floor differ from other items introduced as new business. After other BCCs discuss the item they send them back to the Common Council. The Common Council will re-refer the item instead of voting on it. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. See the Providing Public Comment section for information on how to comment on items on BCC agendas.

90270 – This proposed resolution would authorize the Parks Division to apply for and accept if awarded, grant funding of up to $1,000,000 from the State of Wisconsin Department of Administration to fund a portion of the costs of improvements for the Olbrich Botanical Gardens Bolz Conservatory Improvements project. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (10/28/25)

90288 – This proposed resolution would authorize the terms of a land use restriction agreement regarding the redevelopment of the Saxony Apartments located at 305 N Frances Street by Core Spaces in District 2. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (10/28/25)

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

  1. Go to the meeting registration page.
  2. In the “Meeting” drop down select the BCC that you want to register for.
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.
  3. Choose the agenda number that matches the item you are interested in.
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. On that page, there will be an “Interpretation & Accommodations” header with directions for that meeting.
