- Common Council will Adopt 2026 Capital & Operating Budgets Nov 11-13: Each November the Common Council reserves three days to consider the capital and operating budgets for the following year. It is likely that it will only take one day of discussion this year. That is because maximum operating expenditures are constrained by Wisconsin’s “Expenditure Restraint Incentive Program” (ERIP). Any Common Council amendments to the executive operating budget increasing an expenditure for one program beyond those recommended by the Finance Committee would require a decrease of some other program. Here is where we are as of 5 PM on Friday, November 7:
- Capital Budget: There are no proposed Common Council amendments to the Finance Committee’s recommended $286,193.208, including $171,688,393 of General Obligation Borrowing.
- Operating Budget: The Finance Committee recommended net expenditures of $452,723,152 requiring a property tax levy of $326,884,458 (an increase of $218,037 over the Executive Operating Budget). There is one Common Council amendment at this point for consideration on November 11. It would reduce the levy by the $218,037 added by the Finance Committee by increasing the use of general fund (“rainy day fund”) dollars by the same amount. This would still be consistent with the long-range operating plan approved last year and updated in this year’s Executive Operating Budget. If the amendment is approved the average Madison property tax would increase by $30.41. Your property taxes also include Dane County, schools, and Madison College taxes.

Public Health Offices Closed: Public Health Offices will be closed on Tuesday, November 11, 2025, for the Veteran's Day holiday. The City of Madison Offices will remain open and operate regular office hours.
