Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the November 25, 2025, Common Council Meeting

Business with District 19 Impact:

  • Apartment Project for Seniors: Legistar 90965 is for approval of $13,963,000 of affordable housing funds for several projects. It includes $5,613,000 for MSP’s senior living apartments at 437 S Yellowstone.

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

90717 – This proposed ordinance would update the City’s cat license fee so that it is equal to the City’s dog license tax. This proposed ordinance will go to the following BCCs on the following dates:

90754 – This proposed ordinance would discontinue the City, County, Schools Collaborative Committee. This proposed ordinance will go to the following BCCs on the following dates:

90908 – This proposed ordinance would allow for a reduced rear setback when adjacent to a public multi-use path. This proposed ordinance will go to the following BCCs on the following dates:

90915 – This proposed ordinance would rezone property located at 33 West Johnson Street in District 4 to facilitate a two-lot land division and hotel development. This proposed ordinance will go to the following BCCs on the following dates:

90916 – This proposed ordinance would rezone property located at 411 West Gilman Street in District 2 to facilitate redevelopment of the site with a 15-story mixed-use building. This proposed ordinance will go to the following BCCs on the following dates:

90936 – This proposed ordinance would rezone property located at 5025 Sheboygan Avenue in District 11 and approve a General Development Plan and a Specific Implementation Plan to construct a one-story, 10,700 square-foot clubhouse for Monticello Apartments. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

90616 – This proposed resolution would approve the preliminary plat and final plat of First Addition to Starkweather Plat on land addressed as 111 N Walter Street in District 15. This proposed resolution will go to the following BCCs on the following dates:

90617 – This proposed resolution would approve a Certified Survey Map of property owned by Drury Madison, LLC located at 33 W Johnson Street in District 4. This proposed resolution will go to the following BCCs on the following dates:

90702 – This proposed resolution would authorize the City’s participation in the preparation of a Cooperative Plan between the Cities of Madison and Middleton, Villages of DeForest and Waunakee, and the Town of Westport Pursuant to Wis. Stat. § 66.0307. This proposed resolution will go to the following BCCs on the following dates:

90703 – This proposed resolution would authorize a contract in the amount of $613,688 for licensing, subscription, and support services agreement for Autodesk software used for design, construction management, and stormwater modeling with varying terms up to a maximum of 3 years. 90716 – This proposed resolution would authorize the City, on behalf of the Dane County Continuum of Care, to accept up to $625,455 in EHH grant award funding from the State of Wisconsin Department of Administration for the performance period October 1, 2025 - September 30, 2026. This proposed resolution will go to the following BCCs on the following dates:

90756 – This proposed resolution would authorize the Engineering Division to apply for a State of Wisconsin Emergency Management Pre-Disaster Flood Resilience Grant of up to $250,000 to cost-share the reconstruction of the Castle Creek concrete cunette to support stormwater quality and flood mitigation improvements in Warner Park in District 12. This proposed resolution will go to the following BCCs on the following dates:

90806 – This proposed resolution would approve a Certified Survey Map of property owned by Trinova Ventures LLC located at 2926 Atwood Avenue and 232-238 S Fair Oaks Avenue in District 15. This proposed resolution will go to the following BCCs on the following dates:

90829 – This proposed resolution would authorize the Economic Development Division to accept up to $250,000 from the Wisconsin Economic Development Corporation’s Small Business Development Grant Program. This proposed resolution will go to the following BCCs on the following dates:

90844 – This proposed resolution would authorize awarding the contract for the John Nolen Drive/Olin Ave from Wingra Creek to USH 12 Beltline in District 14 to KL Engineering, Inc. at a total estimated cost of $2,050,000. This proposed resolution will go to the following BCCs on the following dates:

90848 – This proposed resolution would authorize the Mayor and City Clerk to enter into a three and a half-year, competitively selected service contract with Dorschner | Associates, Inc. for professional architectural and engineering design consulting services in District 16. This proposed resolution will go to the following BCCs on the following dates:

90914 – This proposed resolution would authorize the Golf Enterprise to enter into a 5-year contract with CardConnect for a point-of-sale system to process all revenue-based transactions at City golf courses. This proposed resolution will go to the following BCCs on the following dates:

90921 – This proposed resolution would authorize Economic Development Division staff to apply for a $500,000 EPA Brownfield Community Wide Assessment Grant. This proposed resolution will go to the following BCCs on the following dates:

90929 – This proposed resolution would authorize execution of the second notice of lease renewal and the first amendment to the lease for portions of City-owned land at 94 S. Dickinson St, 189 S. 90935 – This proposed resolution would authorize the Mayor and City Clerk to enter into a Purchase of Services contract with Sasaki Associates, Inc. to prepare construction documents and provide construction oversight services for the implementation of the Madison LakeWay improvements on the John Nolen Drive causeway in District 4, District 13, and District 14. This proposed resolution will go to the following BCCs on the following dates:

90941 – This proposed resolution would authorize the execution of a contract with Governmentjobs.com, Inc. for a Human Resources Management System in early 2026. This proposed resolution will go to the following BCCs on the following dates:

90946 – This proposed resolution would authorize a non-competitive contract with Carroll Seating Company for the purchase of gym equipment and installation services for the existing gymnasium at the Warner Park Community Recreation Center in District 12. 90947 – This proposed resolution would authorize the execution of a contract with Tyler Technologies, Inc. to move the City's ERP system to the cloud and to continue support and maintenance of the system for one year. This proposed resolution will go to the following BCCs on the following dates:

90948 – This proposed resolution would authorize the execution of a three-year contract with Environmental Systems Research Institute, Inc. for the City's mapping software. This proposed resolution will go to the following BCCs on the following dates:

90960 – This proposed resolution would authorize an agreement with Madison Nordic Ski Club, Inc. to use the City’s and its own snow equipment to groom the City’s cross-country skiing trails, to store its equipment at Elver Park, and to hold practices, lessons and competitions at Elver Park in District 20 through 2032. This proposed resolution will go to the following BCCs on the following dates:

90961 – This proposed resolution would authorize and provide for the issuance of Water

Utility Revenue Refunding Bonds. This proposed resolution will go to the following BCCs on the following dates:

90962 – This proposed resolution would amend the School Crossing Protection Criteria adopted by the Common Council in 2016 and authorize the Transportation Commission to make future updates. This proposed resolution will go to the following BCCs on the following dates:

90963 – This proposed resolution would authorize the extension of 2025 contracts with sub-recipients of the City's federal "formula" grant allocations from the U.S. Department of Housing and Urban Development. This proposed resolution will go to the following BCCs on the following dates:

90964 – This proposed resolution would authorize an increase to the loan amount to the Community Development Authority for the Monona Shores rehabilitation project in District 14. This proposed resolution will go to the following BCCs on the following dates:

90965 – This proposed resolution would authorize the award of Affordable Housing Fund loans to support four development proposals submitted as part of the Community Development Division's tax credit-eligible Request for Proposal process in summer 2025. 90966 – This proposed resolution would authorize the Community Development Division to enter into an agreement with the Traffic Engineering Division, and to use up to $125,000 in federal Community Development Block Grant funds, to implement a neighborhood improvement project identified in the Northeast Area Plan. This proposed resolution will go to the following BCCs on the following dates:

90968 – This proposed resolution would authorize the terms of a land use restriction agreement regarding the development of the West Gilman Street Apartments located at 425 N Frances Street and 450 W Gilman Street by VMW Property Owner, LLC. This proposed resolution will go to the following BCCs on the following dates:

Items Introduced from the Floor:

Items introduced from the floor differ from other items introduced as new business. After other BCCs discuss the item they send them back to the Common Council. The Common Council will re-refer the item instead of voting on it. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. See the Providing Public Comment section for information on how to comment on items on BCC agendas.

90986 – This proposed resolution would allow the City Attorney and Risk Manager to review extraordinary expenses resulting from mutual aid assistance for neighboring jurisdictions and work to potentially recoup expenses. This proposed resolution will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

  1. Go to the meeting registration page.
  2. In the “Meeting” drop down select the BCC that you want to register for.
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.
  3. Choose the agenda number that matches the item you are interested in.
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
