PLANNING DIVISION STAFF UPDATE: Southwest & Southeast Area Plan Staff Draft Recommendations

 Street Connectivity | officially mapped planned street.

  • Discussion: Extending Meadow Sweet through to High Point Road (High Point - Raymond Neighborhood Development Plan. December 1997, Amendments Adopted December 2001, November 2005, March 2006). Draft recommendation to carry forward the High Point-Raymond Road Area Plan to extend Meadow Sweet as a cut through to High Point Road. The draft recommendation is to move forward with the previously adopted Area Plan to make Meadow Sweet an officially mapped street connector to High Point Road.
  • RECOMMENDATION #1: View Planning Commission presentation to the Transportation Commission of Wednesday, December 3, 2025.
  • RECOMMENDATION #2: View CDBG meeting TODAY, THURSDAY DECEMBER 4 @ 5:30 p.m. The Planning Staff will again present draft/updates on both the Southwest and the Southeast Area Plan Actions to the Community Block Grant Committee (CDBG).   
  • Area Plan Feedback: No votes will be taken on the draft actions/information and update presentations at TC or CDBG.
  • Members of the public are welcome to watch/ and or register for comments. Online feedback/comments on the draft actions will close end of day.

  • Feedback comments can be forwarded directly to Planning staff.
  • RECOMMENDATION #3: Staff indicated that the Meadow Sweet street connection was recommended in the previously adopted High Point Area Plan and the recommendation is to carry forward this recommendation. Review, resident impact to carry forward planned action officially mapping Meadow Street as a street connector.

Southwest Area Plan Storymap

A "storymap" is available  for the Southwest Area Plan. It walks through what Area Plans are, why the City undertakes plans, and highlights Area Plan topics. A second storymap reviews draft action and map highlights.

The Southwest Area Plan Process

Area Plans help guide how the physical parts of our community change over time. This includes things like land use, housing, transit, streets, and bike paths. Area Plans are steered by overarching City policies and feedback from the community. 

The Southwest Area is generally bounded by the West Beltline Highway to the north, the City of Fitchburg to the east, and S. High Point Road to the west. See map below. Additional background maps can be found under the Project Resources section.  

The City invites everyone to share feedback about the future of their neighborhoods. Keep up to date on events and ways to participate by subscribing to the email list.  

Alder Summary:

The cut-through at Meadow Sweet was an issue of primary concern for some residents in the High Point Estates neighborhood, especially those currently with homes on Meadow Sweet. I invite to register to make comments/provide feedback to staff, on the future of their neighborhood, discuss possible alternatives related to making Meadow Sweet an officially mapped street connector through to High Point Road. Planning staff indicated that there was no feedback referencing carrying forward Meadow Sweet as an officially mapped street connector to High Point Road.
