East/North District Community Policing Team
The mission of our Community Policing Team (CPT) is to serve as a resource that effectively collaborate(s) with community stakeholders, external partners and units within our department in an effort to problem solve and address issues unique to these two police districts. Responsiveness to community needs and ensuring the department's accessibility to all members of the community are pivotal in fulfilling this mission. The CPT is responsive to the priorities of the districts and department based on current trends and activity.
The East/North District CPT is made up of one sergeant and five officers and they are housed out of the East District Station.

Sergeant Tom Finnegan
Hello my name is Sergeant Tom Finnegan. I have been with the Madison Police Department for 26 years. I supervise the North/East Community Policing Team. I am an FTO Sergeant and former SWAT and SET member. I was born and raised in Madison WI and find it extremely rewarding to protect and serve the residents of this community. Ryan Finnegan
Hello, my name is Officer Ryan Finnegan. I am a current member of the North/East Community Policing Team. I have worked as a community policing team officer for the last several years. I have found that this position has been one of the most valuable and rewarding times of my career. I am also proud to be a member of the SWAT team. Jesse Harman
My name is Jesse Harman. I have been with the Madison Police Department since 2001. During this period I served in the capacity of a School Resource Officer at East High School and worked a several year stint as a Field Training Officer. I currently am a member of the NE Community Policing Team. My liaison responsibility this year is to the area hotels in the East Towne area. Ryan Orvis
Hello, my name is Officer Ryan Orvis. I have been employed with the City of Madison Police Department for 22 years. For a significant portion of that time, I have worked on the north and east sides of Madison. I have been a liaison officer for the Brentwood/Trailsway area, as well as the area covered by the Sherman Neighborhood Association. In my spare time I enjoy exercising and reading. Ko Vang
Hi, my name is Officer Ko Vang. I have been a Police Officer for 21 years and proud to be a member of the NE Community Policing Team. I enjoy rock climbing, outdoors, and long walks on the beach. I can be reached 608-266-5945.

Jason McGee
Hey, my name is Jason McGee but my friends call me 'cruiser.' I've been a regular patrol donkey in my entire 20+ years with the MPD family. Regular patrol work is, was and always will be the backbone and heartbeat of this organization. It is also the most grueling portion of the job. So, don't forget to thank those good folks that you see day to day out there battling and serving this community. You will often find me accompanying Officer Vang on his strolls on the beach or helping Officer Harman in his efforts to cut down trees to heat his home. Unfortunately, we managed to drop an 8 foot portion of a birch tree onto his head. He's fine, but truly a tribute to the man's toughness. I'm classmates with Ko and Jesse.
