Why Old Middleton ROAD Needed To Be Reconstructed?

Existing conditions of City owned infrastructure along Old Middleton Rd were poor and required replacement in order for the road to perform efficiently. Some of reasons why this road needed a reconstruction are:

    The average pavement throughout Old Middleton Rd had an average rating 4 out of 10. A rating of 4 means a poor quality condition for pavements in the City.
  • The sanitary sewer main and laterals were installed in the 1940's and 1950's, the material was clay, and video evidence showed multiple sections of sewer that were broken and not draining sewerage properly. 
  • Lack of storm sewer pipes and drains throughout the project limits were causing drainage issues after big rain events.
  • Pedestrian facilities such as sidewalks and ramps at various locations throughout the road that did not meet the Americans with Disabilities Act Guidelines nor the City of Madison Standards.
  • Sections of concrete curb and gutter that were broken or had vertical deflections causing poor drainage conditions.
  • Lack of safety features for bicyclist throughout the Old Middleton Rd corridor.

 

Construction of Proposed Improvement and Impacts

The limits of the overall project are Old Middleton Rd from N Eau Claire Ave to Capital Ave. The project is divided in two segments, east and west. The east segment is from N Eau Claire Ave to Old Sauk Rd and the west segment is from Old Sauk Rd to Capital Ave. Construction on the east segment started in April will be completed by the end of October while construction on the west segment started in June and will be completed by the end of September.

The City recognized the importance of maintaining vehicular access on the east segment as it has businesses and residences connected to it. One way traffic on the westbound direction has been maintained throughout the project duration from N Eau Claire Ave to N Rosa Rd and two way traffic from N Rosa Rd to Old Sauk Rd. One of the impacts of having active traffic on a road reconstruction project like this one is that this will add a significant amount of time for construction. Vehicular access for the west segment is restricted to local and emergency traffic only until construction is completed by the end of September.

Access to driveways will be interrupted for residential properties when installing concrete features such as curb, sidewalk, and drive approaches to allow concrete to cure and gain strength. Access is always maintained to businesses by requirement of the City when the contractor is installing concrete features adjacent to their property.

After Construction Completion

There will be significant improvements to Old Middleton Rd after construction is finalized. Some of the improvements are:

  • A smooth road surface designed to last 20 years before needing rehabilitation.
  • New underground sanitary sewers that meets the current design standards and can last as long as 80 years.
  • New underground storm sewer that will drain the street efficiently making the street better prepared when bigger rain events fall.
  • New curb and gutter sections that will have sufficient grade to carry runoff water into the new storm sewer drains.
  • New sidewalk sections that will improve the pedestrian network along the street.
  • New pedestrian ramps that will meet current A.D.A. Guidelines and City construction standards.
  • Addition of bicycle facilities in the road that will enhance safety for bicyclists.
