Atwood/Olbrich Path, Monona/CGR Proposal - D15 Update 3/13/22

One of four potential options for the portion of the Lake Loop that connects Lakeland Avenue to the new path network that is included in next year's Atwood Avenue reconstruction project. You can see all the options as well as a link to a survey on the project page here.

Atwood Avenue/Olbrich Path Reconstruction Update 

The Atwood Avenue and Olbrich Path reconstruction project was recently awarded federal funding and design work is being finalized to bid the project this fall for a 2023 reconstruction. The original public engagement and design work occurred in 2017-18 so that the project would be ready to move forward once funding was secured.

There will be a final public information meeting held virtually on March 22 to hear feedback on 4 possible path alternatives that run through and along Olbrich Park as well as an updated design for the eastern section of the Atwood project from Dennett Drive to Cottage Grove Road.

The updated design along the eastern section of the project will continue to shared use path from Olbrich Park to Cottage Grove Road along the western side of the street. Original plans called for this along the eastern side of the street.

In addition to the scheduled public meeting on March 22, city staff have also developed a survey to collect feedback on the proposed path alternatives. All of the potential path designs as well as a link to the survey can be found on the project page here. Following the Public Information Meeting, final recommendations will be presented to the Transportation Commission (3/23/2022) and Board of Park Commissioners (4/13/2022) for approval.

Zion Redevelopment and Plan Amendment

The SASY neighborhood association hosted a discussion at their meeting on Thursday on the proposed plan amendment that would update future land use recommendations for the former Zion church site. A proposal to rezone the parcel and construct apartments is currently in the city review process. 

Some of the language in the proposed plan amendment seemed to suggest changes that would affect other institutional sites beyond the Zion site. The intent of the plan update was to focus only on the former Zion parcel and I have asked city staff to update the amendment language and remove the language that generated the concern. I will be sharing the updated plan amendment language out this week and have asked to postpone consideration of the plan amendment to the April 25 Plan Commission meeting to give additional time for the neighborhood to review and weigh in on the updated amendment language.

3900 Monona Drive Redevelopment Proposal

Official notification was sent last week for a proposed redevelopment for the parcels on Monona Drive between Davidson and Cottage Grove Road. This includes demolition of (4) commercial buildings, and the construction of a proposed 5 story mixed use building with 69 units, 67 underground parking stalls, and 6,346 SF of commercial space. Initial plans for the commercial space include a credit union branch and a coffee shop.

There will be a public meeting to hear more about the details of the proposal and to offer feedback on April 7. I will share more details for that meeting once they're available.

Forward Craft & Coffee Alcohol License at ALRC 

On Wednesday, the Alcohol License Review Committee will consider an application for a new liquor license for Forward Craft & Coffee in the site of the former Barriques on Atwood. This proposal was also shared at last week's SASYNA meeting and no concerns were expressed by anyone in attendance. On Sunday, there will be an opportunity to hear from all the Dane County Board candidates running on the east side of the county. The Dane County Board has big issues to consider including the proposed jail expansion and the redevelopment of the Alliant Energy Center. You can find more details for the event here
