Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the January 13, 2026, Common Council Meeting

District 19 Impacts:
91530 – This proposed resolution would oppose additional Beltline lanes and interchange and weavings (on/off ramps) that would require removal of homes and businesses and instead support improved multimodal and local connections. This proposed resolution will go to the following BCCs on the following dates:

Ordinances:
Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.
90990 – This proposed ordinance would update the Lead Water Line Replacement Ordinance so that it is consistent with the recent updates to the Federal Lead and Copper Rule. This proposed resolution will go to the following BCCs on the following dates:

91283 – This proposed ordinance would rezone property located at 1936 Tennyson Lane in District 18 to allow the addition of a daycare center tenant within existing multi-family dwelling and assisted living facility. This proposed resolution will go to the following BCCs on the following dates:

91326 – This proposed ordinance would amend portions of Section 10.053 of the Madison General Ordinances to update the Small Cell Ordinance to bring it in line with State law. This proposed resolution will go to the following BCCs on the following dates:

91435 – This proposed ordinance would attach a section of Watts Road constructed with the Birchwood Point development but still located in the Town of Middleton to District 1. This proposed resolution will go to the following BCCs on the following dates:

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.
91151 – This proposed resolution would approve a Certified Survey Map of property owned located at 7604 Femrite Drive in District 16. This proposed resolution will go to the following BCCs on the following dates:

Items Introduced from the Floor:
Items introduced from the floor differ from other items introduced as new business. After other BCCs discuss the item they send them back to the Common Council. The Common Council will re-refer the item instead of voting on it. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. See the Providing Public Comment section for information on how to comment on items on BCC agendas.
91530 – This proposed resolution would oppose the expansion of the Beltline within the City of Madison and instead support improved multimodal and local connectivity across and along the corridor in District 1, District 9, District 10, District 11, District 14, District 16, District 19, and District 20. This proposed resolution will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.
- Go to the meeting registration page.
- In the “Meeting” drop down select the BCC that you want to register for.
- Important Note: You can only register if the BCC has posted its agenda. This is usually a few days ahead of the meeting.
- Choose the agenda number that matches the item you are interested in.
- Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.
