Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the January 13, 2026, Common Council Meeting

District 19 Impacts:

91530 – This proposed resolution would oppose additional Beltline lanes and interchange and weavings (on/off ramps) that would require removal of homes and businesses and instead support improved multimodal and local connections. This proposed resolution will go to the following BCCs on the following dates:

Ordinances:

Ordinances are the rules for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

90990 – This proposed ordinance would update the Lead Water Line Replacement Ordinance so that it is consistent with the recent updates to the Federal Lead and Copper Rule. This proposed resolution will go to the following BCCs on the following dates:

91283 – This proposed ordinance would rezone property located at 1936 Tennyson Lane in District 18 to allow the addition of a daycare center tenant within existing multi-family dwelling and assisted living facility. This proposed resolution will go to the following BCCs on the following dates:

• Common Council (2/10/26)

91326 – This proposed ordinance would amend portions of Section 10.053 of the Madison General Ordinances to update the Small Cell Ordinance to bring it in line with State law. This proposed resolution will go to the following BCCs on the following dates:

91435 – This proposed ordinance would attach a section of Watts Road constructed with the Birchwood Point development but still located in the Town of Middleton to District 1. This proposed resolution will go to the following BCCs on the following dates:

91437 – This proposed ordinance would combine the Vending Oversight Committee and Economic Development Committee into the new Business and Economic Resources Committee. This proposed resolution will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

91151 – This proposed resolution would  approve a Certified Survey Map of property owned located at 7604 Femrite Drive in District 16. This proposed resolution will go to the following BCCs on the following dates:

91294 – This proposed resolution would approve a Certified Survey Map of property located at 2103 Sherman Avenue in District 12. This proposed resolution will go to the following BCCs on the following dates:

91295 – This proposed resolution would approve a Certified Survey Map of property located at 1109 Seminole Highway in District 10. This proposed resolution will go to the following BCCs on the following dates:

91301 – This proposed resolution would approve a Certified Survey Map of property located at 999 S Park Street in District 13. This proposed resolution will go to the following BCCs on the following dates:

91322 – This proposed resolution would authorize the execution of a contract with Med-Bill Corporation to provide ambulance billing services to the City. This proposed resolution will go to the following BCCs on the following dates:

91350 – This proposed resolution would delete position #4092 of Maintenance Mechanic 2 and recreates it as Library Maintenance Coordinator. This proposed resolution will go to the following BCCs on the following dates:

91378 – This proposed resolution would authorize the Mayor and City Clerk to enter into a cost sharing agreement with Dane County establishing the County’s contribution of $2.0 million towards the construction of the Madison LakeWay in District 13 and District 14. 91390 – This proposed resolution would authorize a non-competitive selection contract with Community Action Coalition for Double Dollars program management services for the City of Madison and Dane County. This proposed resolution will go to the following BCCs on the following dates:

91400 – This proposed resolution would delete the classification of Fire Administrative Services Manager from CG18, R12 in the salary schedule and recreate the classification in CG18, R14. This proposed resolution will go to the following BCCs on the following dates:

91404 – This proposed resolution would recreate and reallocate a number of Librarian positions to Library Supervisor positions. This proposed resolution will go to the following BCCs on the following dates:

91405 – This proposed resolution would authorize a non-competitive purchase of renewable diesel from Harland Fuel Products, LLC. This proposed resolution will go to the following BCCs on the following dates:

91407 – This proposed resolution would approve revised roadway geometry for the construction of S High Point Rd from Mid Point Meadows Plat to Raymond Rd in District 1 and District 7. This proposed resolution will go to the following BCCs on the following dates:

91431 – This proposed resolution would authorize six companies as sole source providers of parts for buses within Metro Transit's fleet. This proposed resolution will go to the following BCCs on the following dates:

91434 – This proposed resolution would authorize a contract with the State of Wisconsin, Department of Military Affairs, Division of Emergency Management for the Madison Fire Department to be a Participating Agency in a statewide urban search and rescue team through June 2026. This proposed resolution will go to the following BCCs on the following dates:

91436 – This proposed resolution would authorize an agreement with the State of Wisconsin Department of Transportation for construction of the Capital City Path Extension from Vondron Rd to just east of I-39/90 in District 16. 91438 – This proposed resolution would authorize the Mayor and City Clerk to enter into a contract for Purchase of Services with Dimension IV - Madison, LLC for professional architectural and engineering design services and construction administration services for the design and construction of the Utility Materials Handling Site in District 16. This proposed resolution will go to the following BCCs on the following dates:

91439 – This proposed resolution would authorize changes to the administration of the Building Improvement Grant (BIG) program. This proposed resolution will go to the following BCCs on the following dates:

91451 – This proposed resolution would amend the “Regulations Governing Vending on the State Street Mall/Capitol Concourse” and “Regulations Governing Vending in High Density Vending Areas” to replace references to the Vending Oversight Committee and MGO 9.12 with the Business and Economic Resources Committee and MGO 33.17. This proposed resolution will go to the following BCCs on the following dates:

Items Introduced from the Floor:

Items introduced from the floor differ from other items introduced as new business. After other BCCs discuss the item they send them back to the Common Council. The Common Council will re-refer the item instead of voting on it. This means that public comment will not be taken during the initial return to Common Council but will instead be taken at its next return. However, public comment will be taken on any items introduced from the floor at other Boards, Committees, and Commission meetings. See the Providing Public Comment section for information on how to comment on items on BCC agendas.

91530 – This proposed resolution would oppose the expansion of the Beltline within the City of Madison and instead support improved multimodal and local connectivity across and along the corridor in District 1, District 9, District 10, District 11, District 14, District 16, District 19, and District 20. This proposed resolution will go to the following BCCs on the following dates:

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking. 

1. Go to the meeting registration page. 
2. In the “Meeting” drop down select the BCC that you want to register for. 
   1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
3. Choose the agenda number that matches the item you are interested in. 
4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information. 

If you need accommodations or interpretations to provide public comment, visit the meeting page or meeting agenda. You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
