Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate" section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the May 19, 2026, Common Council Meeting

Click on the file number hyperlink of the item you are interested in for more information about the item, including sponsors, action details, and the full item description. The sponsors are who are bringing the item to the Common Council. Action details provide information about the BCCs the item has gone to and the decisions that have been made. District 19 Impacts:

93149 – This proposed resolution would add $2.0 million in TID-supported GO Borrowing in TID 57 to construct approximately 227 units of affordable housing and approximately 132 parking stalls located at 5559 Odana Road & 5542 Medical Circle in District 19. This proposed resolution will go to the following BCCs on the following dates:

93150 – This proposed resolution would add $2.9 million in TID-supported GO Borrowing in TID 56 to construct approximately 302 units of affordable housing and approximately 148 parking stalls located at 6518 & 6526 Grand Teton in District 19. This proposed resolution will go to the following BCCs on the following dates:

  • Finance Committee (6/1/26)
  • Common Council (6/9/26)

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

92282 – This proposed ordinance would clarify the requirements for burials in the veteran's section at Forest Hill Cemetery in District 13. This proposed ordinance will go to the following BCCs on the following dates:

93125 – This proposed ordinance would rezone property located at 1151 Jenifer Street in District 6 to facilitate the division of property into two lots in the Third Lake Ridge Historic District. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

92030 – This proposed resolution would authorize an agreement with Madison Gas & Electric to participate in the Electric Vehicle Fleet Pilot 1, where the reduced rates under the five-year program would save Metro Transit up to $597,000 in costs associated with bus charging. This proposed resolution will go to the following BCCs on the following dates:

92735 – This proposed resolution would add $2.8 million in TID-supported GO Borrowing in TID 54 (Pennsylvania Ave) to assist in the renovation and development of office, manufacturing, and research and development space for Realta Fusion, Inc. at 910 Mayer Avenue in District 12. This proposed resolution will go to the following BCCs on the following dates:

93032 – This proposed resolution would adopt the 2027 Common Council meeting dates. This proposed resolution will go to the following BCCs on the following dates:

93082 – This proposed resolution would approve a landmark nomination of the property located at 415 W Gilman Street in District 2 as Master Hall. This proposed resolution will go to the following BCCs on the following dates:

93084 – This proposed resolution would approve a Certified Survey Map of property located at 4726 E Broadway in District 16. This proposed resolution will go to the following BCCs on the following dates:

93087 – This proposed resolution would approve a Certified Survey Map of property owned by American Family Insurance Corporation Real Estate located at 4733 Eastpark Boulevard in District 17. This proposed resolution will go to the following BCCs on the following dates:

93119 – This proposed resolution would authorize the execution of a contract between the City of Madison and Slipstream Group, Inc. for building decarbonization assessments and decarbonization planning. This proposed resolution will go to the following BCCs on the following dates:

93126 – This proposed resolution would authorize the City's execution of a lease for a 36-month term between the City of Madison and 3517 West Beltline LLC for the property at 3517 W Beltline Hwy in District 10 for Clerks Office storage. This proposed resolution will go to the following BCCs on the following dates:

93159 – This proposed resolution would authorize an intergovernmental agreement between the City of Madison and the Board of Regents of the University of Wisconsin System to support a renewable diesel pilot program. This proposed resolution will go to the following BCCs on the following dates:

93161 – This proposed resolution would amend the Economic Development Division's 2026 Adopted Capital Budget by $4.165 million in the Land Banking program to fund the acquisition of four properties within TID 55 (Voit Farm) in District 15. This proposed resolution will go to the following BCCs on the following dates:

93162 – This proposed resolution would authorize the execution of a purchase of services contract with TerraVenture Advisors, LLC for relocation services for current tenants of City-owned property at 1812-1820 S Park St in District 14. This proposed resolution will go to the following BCCs on the following dates:

93163 – This proposed resolution would authorize an amendment to the development agreement with Starkweather, LLC to assist in the development and sale of 13 shovel-ready lots at the former Voit Farm property in District 15. This proposed resolution will go to the following BCCs on the following dates:

93167 – This proposed resolution would approve an extension of a provisional appointment for Aeiramique Glass from June 8, 2026, until the position of Independent Police Monitor is filled on a permanent basis or March 31, 2027. This proposed resolution will go to the following BCCs on the following dates:

93170 – This proposed resolution would authorize the Community Development Division to release the 2026 Employment and Career Development Services Request for Proposals (RFP), and direct staff to evaluate responses to the RFP and formulate recommendations regarding the allocation of available funding for review and approval by the Common Council. This proposed resolution will go to the following BCCs on the following dates:

  • Community Resources Committee (5/20/26)
  • Common Council (6/9/26)

93171 – This proposed resolution would authorize a non-competitive agreement with the United States Geological Survey to perform various activities over the next 5 years. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (5/20/26)
  • Common Council (6/9/26)

93182 – This proposed resolution would adopt the City of Madison's required 2026 Annual Action Plan and approve submission of the Plan to the United States Department of Housing and Urban Development. This proposed resolution will go to the following BCCs on the following dates:

  • Finance Committee (6/15/26)
  • Community Development Block Grant Committee (6/4/26)
  • Common Council (6/23/26)

Providing Public Comment on Items:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking. 

  1. Go to the meeting registration page
  2. In the “Meeting" drop down select the BCC that you want to register for. 
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
  3. Choose the agenda number that matches the item you are interested in. 
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information. 

You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations" header with directions for that meeting.
