Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate" section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the June 9, 2026, Common Council Meeting

District 19 New Business:

93412 – This proposed resolution would authorize a project plan amendment to TID 46 - Research Park in Districts 9, 11, and 19, which would include an additional $5.4 million in TIF support for four additional projects: Yellowstone Dr sanitary sewer improvements, West Towne area park improvements, Research Park stormwater improvements, and Science Dr improvements. These public improvements are in response to the major housing developments in the neighborhood between West Towne Mall and the former Westgate Mall and between Mineral Point Rd and the Beltline. This proposed resolution will go to the following BCCs on the following dates:

93420 – This proposed resolution would authorize the creation of TID 56 - Grand Teton in District 19. On June 9, the Common Council approved a $2.9 million tax incremental financing loan for a 302-unit affordable housing project on Grand Teton Plaza contingent on approval of this resolution. This proposed resolution will go to the following BCCs on the following dates:

93428 – This proposed resolution would authorize the creation of TID 57 - Medical Circle in District 19. On June 9, the Common Council approved a $2.0 million tax incremental financing loan for a 227-unit affordable housing project on Odana Rd and Medical Circle contingent on approval of this resolution. This proposed resolution will go to the following BCCs on the following dates:

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

93232 – This proposed ordinance would change the number of members of the Board of Building Code, Fire Code, Conveyance Code and Licensing Appeals from nine to seven. This proposed ordinance will go to the following BCCs on the following dates:

93243 – This proposed ordinance would create license and operational requirements for massage establishments, which would provide an enforcement mechanism for those massage establishments that are operating without licensed massage therapists. This proposed ordinance will go to the following BCCs on the following dates:

93403 – This proposed ordinance would remove the requirement of vehicular access to a collector street for ten use types. This proposed ordinance will go to the following BCCs on the following dates:

93404 – This proposed ordinance would increase the maximum height allowed for nonresidential buildings in certain districts through conditional use approval.This proposed ordinance will go to the following BCCs on the following dates:

93439 – This proposed ordinance would clarify an exemption from certain contract language when the City spends $50,000 or more annually with a contractor for self-governed nations, tribes, and communities of Indigenous peoples. This proposed ordinance will go to the following BCCs on the following dates:

93445 – This proposed ordinance would modify the term length for alternate members of the Board of Review, adjust member salary, and provide reimbursement for travel expenses.This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

92335 – This proposed resolution would authorize the acceptance of a Wisconsin Department of Justice Law Enforcement Drug Trafficking Response grant. This proposed resolution will go to the following BCCs on the following dates:

93130 – This proposed resolution would accept the report of the UPenn Center for Guaranteed Income Research about the impact of the Madison Forward Fund as it operated from September 2022 - August 2023. This proposed resolution will go to the following BCCs on the following dates:

93184 – This proposed resolution would authorize an agreement between Metro Transit and Dane County related to Volunteer Driver Escort Services within the Metro Transit service area. This proposed resolution will go to the following BCCs on the following dates:

93186 – This proposed resolution would authorize an agreement for Dane County to provide State 85.21 funding to Metro Transit for the transportation of seniors and persons with disabilities. This proposed resolution will go to the following BCCs on the following dates:

93187 – This proposed resolution would authorize an agreement between Metro Transit and Dane County to use State 85.20 transit funding received by Metro Transit for the provision of Group Access Service located in the City of Madison. 93247 – This proposed resolution would approve the Madison Arts Commission's selection of Samantha Jane Mullen as the next Thurber Park Artist-in-Residence, and approve Ankur Malhorta as the alternate. This proposed resolution will go to the following BCCs on the following dates:

93259 – This proposed resolution would name MK Zariel as the 2026-27 Madison Youth Poet Laureate. This proposed resolution will go to the following BCCs on the following dates:

93270 – This proposed resolution would authorize the Transit General Manager to file an application for a Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program Grant with U.S. Department of Transportation. This proposed resolution will go to the following BCCs on the following dates:

93389 – This proposed resolution would accept the Engineering Division's 2025 Compliance Maintenance Annual Report for Operation and Maintenance of the Madison Sewer Utility. This proposed resolution will go to the following BCCs on the following dates:

93390 – This proposed resolution would determine a public purpose and necessity and adopts a relocation order for the acquisition of land interests required for the construction, maintenance, and use of a public easement for sanitary sewer, water utility, and storm sewer south of Macarthur Road in District 3. This proposed resolution will go to the following BCCs on the following dates:

93392 – This proposed resolution would authorize the execution of a State/Municipal Agreement with the State of Wisconsin Department of Transportation and City of Madison for cost sharing and maintenance of US51 Stoughton Road North. 93342 – This proposed resolution would authorize the Mayor and City Clerk to enter into a contract for Purchase of Services with KL Engineering, Inc. for professional engineering services for the design of the West Towne Path Phase 2B - Zor Shrine Pl to Gammon Rd in District 9. This proposed resolution will go to the following BCCs on the following dates:

93406 – This proposed resolution would authorize a project plan amendment to TID 44 - Royster Clark in District 3 and District 5, which would include an additional $6.0 million in TIF support for two additional projects: land acquisition at the Royster Corners site and Cottage Grove Rd stormwater pond improvements. This proposed resolution will go to the following BCCs on the following dates:

93415 – This proposed resolution would authorize a project plan amendment to TID 50 - State Street in District 2 and District 4, which would include an additional $285,000 in TIF support for one additional project: sanitary sewer upsizing on Dayton St. This proposed resolution will go to the following BCCs on the following dates:

93416 – This proposed resolution would authorize a project plan amendment to TID 51 - South Madison in District 14, which would reallocate $25 million to assist housing development in the S Park St corridor from other projects within the project plan. 93417 – This proposed resolution would authorize the creation of a Data Analyst 3 position in CDA Housing's 2026 Operating Budget. This proposed resolution will go to the following BCCs on the following dates:

93418 – This proposed resolution would authorize a project plan amendment to TID 54 - Pennsylvania Avenue in District 12, which would include an additional $2.8 million in TIF support for one additional project: a Jobs TIF loan to Realta Fusion at 910 Mayer Ave. This proposed resolution will go to the following BCCs on the following dates:

93419 – This proposed resolution would authorize the creation of a Limited Term Legislative Analyst position in the Mayor's Office 2026 Operating Budget through an agreement with the Bloomberg Harvard City Leadership Initiative. Under the agreement, Harvard would reimburse the City up to $300,000 over the 24-month period to pay for the fellow's salary, benefits, relocation fees, and subscriptions. This proposed resolution will go to the following BCCs on the following dates:

93427 – This proposed resolution would authorize the City to enter into an agreement with Michael and Jocelyn Keiser and the Madison Parks Foundation for a donation of improvements to the Odana Hills Golf Course in District 11, and to enter into an agreement with the Madison Parks Foundation to construct the privately funded improvements. This proposed resolution will go to the following BCCs on the following dates:

93437 – This proposed resolution would authorize a collaboration agreement for data hosting and sharing between the University of Wisconsin-Madison School of Medicine and Public Health and the City of Madison Fire Department. This proposed resolution will go to the following BCCs on the following dates:

93444 – This proposed resolution would authorize an acquisition and easement for the property located at 3262 and 3328 Nelson Rd in the Town of Burke and the City of Sun Prairie, to be funded entirely funded through Park Land Acquisition funds. This proposed resolution will go to the following BCCs on the following dates:

93452 – This proposed resolution would authorize an amendment to the contract between Madison and Mead & Hunt for additional design engineering services for the Mineral Point Rd. Pavement Replacement Project in District 1 and District 9. This proposed resolution will go to the following BCCs on the following dates:

93453 – This proposed resolution would approve a maintenance agreement for privately maintained improvements within the public right of way of University Ave and W Johnson Street adjacent to UW Grainger Hall in District 8. This proposed resolution will go to the following BCCs on the following dates:

  1. Go to the meeting registration page
  2. In the “Meeting" drop down select the BCC that you want to register for. 
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
  3. Choose the agenda number that matches the item you are interested in. 
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.
