Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate" section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the July 7, 2026, Common Council Meeting

Click on the file number hyperlink of the item you are interested in for more information about the item, including sponsors, action details, and the full item description. The sponsors are who are bringing the item to the Common Council. Action details provide information about the BCCs the item has gone to and the decisions that have been made. Ordinances and Resolutions with District 19 Impact:

None of the new business items introduced on July 7 have a direct impact on District 19.

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

93260 – This proposed ordinance would remove the setback line on 2150 Commercial Avenue and on a portion of 910 Oscar Avenue in District 12 where Oscar Drive was previously vacated. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission Public Hearing (7/27/26)
  • Common Council (8/4/26)

93787 – This proposed ordinance would correct inconsistencies and improper references in the Madison General Ordinances. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

93492 – This proposed resolution would authorize Madison Water Utility's General Manager to certify municipal services bills, assessments, and charges to the 2026 tax rolls of other governmental units for delinquent accounts in those jurisdictions. This proposed resolution will go to the following BCCs on the following dates:

93643 – This proposed resolution would authorize an agreement with the University of Wisconsin Population Health Institute to fund a Population Health Service Fellow within Public Health Madison & Dane County. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Health Madison and Dane County (7/8/26)
  • Common Council (8/4/26)

93695 – This proposed resolution would establish rules and procedures for Common Council deliberations on the City of Madison's 2027 Capital and Operating Budgets. This proposed resolution will go to the following BCCs on the following dates:

93733 – This proposed resolution would call on UW-Health and Children's Hospital of Wisconsin to resume providing gender-affirming health care to transgender youth. This proposed resolution will go to the following BCCs on the following dates:

93749 – This proposed resolution would amend Public Health's 2026 operating budget to appropriate a $250,000 grant from the Medical College of Wisconsin on behalf of the Advancing a Healthier Wisconsin Endowment. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Health Madison and Dane County (7/8/26)
  • Common Council (8/4/26)

93752 – This proposed resolution would acknowledge that the City of Madison Water Utility will request reimbursement on eligible capital project expenses through the State of Wisconsin DNR's Safe Drinking Water Loan Program's reduced interest rate loan program. This proposed resolution will go to the following BCCs on the following dates:

93763 – This proposed resolution would authorize the Mayor to sign a Torch Relay Agreement with the Los Angeles Organizing Committee for the Olympic Games 2028. This proposed resolution will go to the following BCCs on the following dates:

93772 – This proposed resolution would authorize the execution of a Third Amendment to a Lease with MESC, LLC for property located at 2713 East Washington Avenue in District 12 for the continued operation of storage space. This proposed resolution will go to the following BCCs on the following dates:

93775 – This proposed resolution would authorize the award of Public Works Contract 9807 Fordem Avenue - First Street Relief Sanitary Sewer in District 12. This proposed resolution will go to the following BCCs on the following dates:

93776 – This proposed resolution would confirm the appointment of Matthew W. Tucker for a five-year term as Building Inspection Division Director. This proposed resolution will go to the following BCCs on the following dates:

93777 – This proposed resolution would authorize a jurisdictional transfer agreement between the Wisconsin Department of Transportation and the City of Madison for portions of S. Park Street, W. Washington Avenue, Proudfit Street, North Shore Drive, John Nolen Drive, and S. Blair Street. This proposed resolution will go to the following BCCs on the following dates:

93701 – This proposed resolution would authorize a noncompetitive contract with Aro Eberle Architects, Inc. to provide professional architecture and engineering services for design and construction of Odana Hills clubhouse and Odana Hills East Park improvements in District 11. This proposed resolution will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking. 

  1. Go to the meeting registration page
  2. In the “Meeting" drop down select the BCC that you want to register for. 
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
  3. Choose the agenda number that matches the item you are interested in. 
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information. 

You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations" header with directions for that meeting.
