Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate" section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the August 4, 2026, Common Council Meeting

Ordinances and Resolutions with District 19 Impacts:

94196 – This proposed resolution would authorize a contract for planning, engineering, and public engagement services related to portions of East Washington Avenue and Schroeder Road. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (8/5/26) - approved
  • Transportation Commission (8/12/26)
  • Finance Committee (8/31/26)
  • Common Council (9/8/26)

94197 – This proposed resolution would authorize the Mayor and the City Clerk to execute a contract between the City of Madison and SEH for planning and engineering services for the Systemwide Safety Improvements project. The study includes the intersection of Gammon Rd and Tree Lane. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (8/5/26)- approved
  • Transportation Commission (8/12/26)
  • Finance Committee (8/31/26)
  • Common Council (9/8/26)

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

93984 – This proposed ordinance would remove maximum height limits and landscape requirements in the Airport District. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission Public Hearing (8/31/26)
  • Common Council (9/8/26)

94183 – This proposed ordinance would rezone property located at 8302 McDowell Drive at the northeastern corner of Mid Town Road and S Pleasant View Road in District 1 for the proposed Hawks Nest Subdivision. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council (9/8/26)

94184 – This proposed ordinance would rezone property located at 1001 Wisconsin Place in District 2, approve a General Development Plan and a Specific Implementation Plan to construct a restaurant/bar with outdoor eating area on the 15th floor, add canopies to the outdoor eating areas on the 1st and 7th floors, and reconfigure space under the 5th floor plaza to create a concession stand/bar. This proposed ordinance will go to the following BCCs on the following dates:

94201 – This proposed ordinance would correct certain parts of the Madison General Ordinances, the City's code of ordinances. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

94088 – This proposed resolution would authorize ongoing noncompetitive purchases over $75,000 from Metropolitan Unified Fiber Network Consortium, Unincorporated Association for flexibility in the planning and development of the City's fiber network through collaborative fiber builds. This proposed resolution will go to the following BCCs on the following dates:

94133 – This proposed resolution would approve an amendment to a landmark nomination of the property located at 3706 Nakoma Road in District 10, known as the Old Spring Tavern. This proposed resolution will go to the following BCCs on the following dates:

94134 – This proposed resolution would approve an amendment to a landmark nomination of the property located at 619 W Mifflin Street in District 4, known as the Wiedenbeck-Dobelin Warehouse. This proposed resolution will go to the following BCCs on the following dates:

94144 – This proposed resolution would accept the annual surveillance technology reports prepared by City agencies. This proposed resolution will go to the following BCCs on the following dates:

94145 – This proposed resolution would allow for the appointment of a District 1 alder to serve until the Spring 2027 election. This proposed resolution will go to the following BCCs on the following dates:

94149 – This proposed resolution would recreate the classifications of Fire Community Education Specialist 1, 2 and 3 in the salary schedule and recreate 1.0 FTE position #2150 of Fire Education/Enforcement Officer 2 as a Fire Community Education Specialist 3. This proposed resolution will go to the following BCCs on the following dates:

94150 – This proposed resolution would create a 1.0 FTE Real Estate Development Specialist 4 position within the DPCED Office of the Director Operating Budget. This proposed resolution will go to the following BCCs on the following dates:

94160 – This proposed resolution would approve a Certified Survey Map of property owned by Monticello Holdings, LLC located at 5025-5029 Sheboygan Avenue in District 11. This proposed resolution will go to the following BCCs on the following dates:

94172 – This proposed resolution would authorize the Stormwater Utility to enter into an agreement with Strand, Inc. for engineering services for the Badger Mill Creek Watershed Models Updates. This proposed resolution will go to the following BCCs on the following dates:

94181 – This proposed resolution would convey a 50-foot strip of land to Dane County that was excluded from the 1974 conveyance of property now known as Dane County Regional Airport in District 18. This proposed resolution will go to the following BCCs on the following dates:

94187 – This proposed resolution would authorize electric service agreements for the purchase of backup generation service with Madison Gas & Electric Company, including the installation of a standby generator, on Madison Water Utility facility sites. 94195 – This proposed resolution would authorize the Mayor and the City Clerk to execute a contract between the City of Madison and TYLin for corridor safety studies and demonstration project planning and evaluation for three priority corridors. This proposed resolution will go to the following BCCs on the following dates:

94202 – This proposed resolution would authorize a contract with the State of Wisconsin, Department of Military Affairs, Division of Emergency Management for the Madison Fire Department to be a Participating Agency in a statewide urban search and rescue team through from July 2026 through June 2028. This proposed resolution will go to the following BCCs on the following dates:

94204 – This proposed resolution would authorize the award of up to $1.3 million in Affordable Housing Funds to finance energy efficiency improvements at two CDA properties: Monona Shores Apartments and The Reservoir. This proposed resolution will go to the following BCCs on the following dates:

94207 – This proposed resolution would authorize the use of up to $125,000 in federal CDBG grant funds to support the construction of a shelter at Sandburg Park in District 17. This proposed resolution will go to the following BCCs on the following dates:

92450 – This proposed resolution would amend the 2026 Economic Development Division Operating Budget, approve program materials, and authorize the Economic Development Division to administer a Williamson Street Business Support Program. This proposed resolution will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking. 

  1. Go to the meeting registration page
  2. In the “Meeting" drop down select the BCC that you want to register for. 
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
  3. Choose the agenda number that matches the item you are interested in. 
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information. 

You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations" header with directions for that meeting.
