126 Langdon Proposal

 

Campus Area Neighborhood Assoc. Forming Steering Committee for 126 Langdon Proposal

 

After this week's neighborhood meeting, CANA is now forming a steering committee to further evaluate the new proposal for Hub II at 126 Langdon St. I understand that Mansion Hill neighbors will be welcome to participate since they led the process on the earlier proposal version prior to the formation of CANA. Please notify neighbors who might want to participate but may not see this notification. If you'd like to participate, contact CANA at canamadison@gmail.com. The previous steering committee members will also be kept up to date by its chair.

Core Spaces has altered the proposal in several ways, including a redesign of the Langdon Street section, two additional delivery parking stalls, and a reduction in bedrooms from 376 to 351. Details can be seen here. The proposal could go to Plan Commission for approval as soon as Feb. 8, depending on how the CANA process unfolds.

E. Gorham Resurfacing Project at Common Council on Jan. 19

 

The 2021 E. Gorham project is on Common Council's Jan. 19 meeting agenda for approval. The meeting agenda is here, including participation options, but you are always welcome to contact me with your input. The project is included in agenda item #6. The project was approved by the Board of Public Works on Jan. 6.

12 N Few Street Proposal

12 N Few Proposal Update

The TLNA steering committee for the proposal for a mixed-use building at 12 N. Few Street, currently the Scooter Therapy location, is expected to receive a draft steering committee report shortly. After the report is edited and approved by the committee, it will be sent to TLNA Council. It is possible that the architect for the proposal will make a presentation at the Feb. 11 TLNA monthly meeting, but that has not been verified. Typically, TLNA Council will use the steering committee report to help guide them as they decide whether or not to take a position on the proposal and what that position may be.

The proposal has not yet been submitted to the city, but I'll let you know as the schedule becomes clearer. Updates from The Beacon

 

The Beacon, our day resource center for people who are experiencing homelessness at 615 E. Washington Ave., recently published enlighting summary Statistics and Outcomes of their activities for all of 2020. Example include that volunteers did 7,460 loads of laundry in 2020 and there was a monthly average of 107 guests per day.

 

The annual Beacon and Eggs event will be virtual this year and will be held on Feb. 23 at 8:00am. As a member of The Beacon's Community Advisory Team, I encourage you learn more about the crucial services that they provide.

Note: This item includes the 2021 resurfacing project for E. Gorham that includes adding a bike land and street parking reconfiguration in the 1000 and 1100 blocks, as well as traffic calming and pedestrian safety features. Some street trees will be removed, but it is anticipated that only one canopy-sized tree will be lost with the others being species under utility lines that don't grow to canopy size. Fiscal Note:

The proposed resolution authorizes a non-competitive service contract with Destree Design Architects, Inc. for design services for the Tenney Park Beach Shelter at a total estimated cost of $80,000. Funding is available in the 2021 Adopted Capital Budget for Engineering Park Facility Improvements (Munis 10564). No additional appropriation is required.
Note: This item refers to design services for a Prototype Park Shelter/Restroom building for the Tenney Park Beach Shelter that will also house the mechanicals for a new beach enclosure system that will improve water quality for swimmers. That enclosure is expected to be installed late in 2021 or early in 2022.

Fiscal Note
The proposed resolution authorizes the waiver of street vending fees for the 2021-2022 season. This is an extension of adopted RES-20-00333 (File 60117) and RES-20-00585 (File 61272), both of which waived and refunded street vending fees for the 2020-2021 season. The fee waiver will likely have the same revenue loss as estimated for 2020 at $232,000. The estimated loss assumes no fee collection for basic street vending, food vending, late night vending, campus vending, mall vending, and sidewalk cafes.

Fiscal Note
This agreement would allow Dane County to use the State 85.20 funding for a portion of the Volunteer Driver Escort Services service cost borne by Dane County. Dane County's total anticipated cost of Volunteer Escort services within the Metro Transit service area is approximately $257,964. Dane County will provide approximately $186,964 of the County General Purpose Revenue and other funds while Metro will provide approximately $71,000 in State Operating Assistance. Funding is included in Metro Transit's 2021 Operating Budget.

 

RECONSIDERATION

 

Reconsideration of Legislative File No. 62957 requested by Ald. Lindsay Lemmer, District 3. If reconsideration passes, Ald. Lemmer requests that Legislative File No. 62957 be referred to the 2/2/21 Common Council meeting.

Nature of work: This is and administration and training program involving the coordination, and presentation of pedestrian and bicyclist safety education programs in Dane County schools and various venues in the City of Madison at large. The work includes assisting with program implementation and public presentations; collecting and assisting in evaluating data; and coordinating the activities of Pedestrian-Bicycle Monitors, parents, and volunteers as they relate to the program activities. The work is performed under the direct supervision of the Pedestrian-Bicycle Safety Coordinator who reviews the work for compliance with established departmental policies and objectives and provides programmatic direction and content.

Approving plans and specifications for public improvements necessary for the project known as 408 E. Washington Ave. - The Continental and authorizing construction to be undertaken by the Developer, Private Contract No. 9013 (2nd AD)

Under this Contract, the Private Developer shall be responsible for all improvements in the City right of way. This work includes, but is not limited to, replacement of sidewalk on E Washington Avenue to allow for a five-foot sidewalk, eight-foot terrace, and an addition one-foot for maintenance, installation of pedestrian lighting along N Franklin Street. Pedestrian lighting was installed along N Hancock Street as part of a 2018 Public Works project. The Developer shall also makes private lateral connections to City utilities, install trees as required, and make sidewalk and pavement repairs as required due to construction operations.

Gorham resurfacing project. It will serve East Gorham Street from Washburn Place to 200 ft. east of Washburn Place where sidewalk drainage and curb issues will be addressed as part of the larger 2021 E. Gorham resurfacing project. So far, this is the only assessment area in the entire project.
