March 1 Community Q & A on Proposed Housing Changes to Zoning

On Monday, March 1, from 5:30pm-7:30pm, there will be a Zoom-based Community Q & A Session regarding the proposed Zoning Ordinance amendments related to allowing greater residential densities and adjusting conditional use thresholds. There will also be a video presentation to provide an overview, and Planning Division Director Heather Stouder and Zoning Administrator Matt Tucker will be available for questions.

March 4 Meeting on Proposed Redevelopment of Shopping Center at 1st and E. Wash

 

Galway Companies is proposing a multi-family/commercial mixed-use project located at the corner of N. First St. and East Washington Ave. where the Washington Plaza shopping center is currently located. The project as proposed would have approximately 344 residences with 15,000 sq. ft. of commercial/retail space with seven stories stepping back from five stories along First St. and East Washington. In addition, walk-up townhomes are being designed along First St.

This site is in Alder Syed Abbas' district and he has kindly invited nearby neighbors from District 2 and District 6 to attend the virtual neighborhood neighborhood meeting on March 4 at 6:00 p.m. to learn more about this proposal. You must register in advance for the meeting at this link. After registering, you will receive a confirmation email containing information about joining the meeting.

The River Food Pantry Needs RSVP Volunteers to Deliver Groceries

After launching a free food delivery program, called River Delivers, last fall, The River Food Pantry has experienced unprecedented numbers of grocery delivery requests from local households who are unable to pick food up in person. In response, The River has partnered with RSVP of Dane County to help recruit more volunteer drivers to deliver food to our neighbors who need it most.

River Delivers works with volunteers to schedule weekly deliveries of groceries and meals to Dane County residents who do not qualify for other delivery services and who lack transportation to the pantry for curbside distribution. Since October, the average number of weekly deliveries has increased from 100 to 260 and counting.

RSVP volunteers for River Delivers will specifically serve seniors and people with disabilities. The RSVP volunteer position also offers mileage reimbursement at .56 cents/mile and additional liability insurance. Plan Commission Consideration of 126 Langdon Proposal on March 8

 

On March 8 Plan Commission will consider Core Spaces' new proposal for the Hub II development at 126 Langdon St. Since an earlier version of the redevelopment was rejected by Plan Commission, Core Spaces has altered the proposal in several ways, including a redesign of the Langdon Street section, two additional delivery parking stalls, and a reduction in bedrooms from 376 to 351. The below ground floors in the front have also recently been redesigned, including a reconfiguration of the parking area that changes the potential number of parking and moped stalls. Proposal details and other materials can be found here. Plan Commission will be considering several aspects of the proposal:

1. Final plans for a site previously approved for demolition of a residential building with no proposed use;
2. A conditional use in the Downtown Residential 2 (DR2) District for a multi-family dwelling with more than eight (8) dwelling units;
3. A conditional use to allow outdoor recreation; and
4. A conditional use to construct two additional stories in Area F of the "Additional Heights Area Map" in MGO Section 28.071(2)(b).

The Campus Area Neighborhood Association's steering committee has completed its evaluation of the proposal and a steering committee report is forthcoming. March 3: Metro Transit Network Redesign Phase One Public Information Meeting

Please attend a virtual community meeting on Wednesday, March 3 from 6:00 to 7:30pm to learn about Metro Transit's Network Redesign. Metro staff and national transit planning consultants, Jarrett Walker + Associates, will provide an overview of the project, discuss their analysis of the current system, and gather your input. Complete Info and Zoom Link.

Update on 12 N. Few Proposal

 

The Urban Design Commission heard an informational presentation on this proposal at their Feb. 24 meeting (meeting materials here). The proposal is for the current site of Scooter Therapy and consists of 8 commercial spaces with 8 one-bedroom apartments above. Formal consideration by UDC is expected late in April with Plan Commission consideration of the requested demolition permit sometime in May.

 

The TLNA steering committee for the proposal earlier submitted a steering committee report to TLNA Council and TLNA Council subsequently voted to write a letter of support for the proposal with suggested conditions of approval. The proposal application and a staff report, as well as other materials, are posted here. Some neighbors have expressed concerns about the small number of parking stalls proposed, as well as the need to retain the green space at the corner. If you have input on the proposal you are also always welcome to email me at district2@cityofmadison.com.

DRAFTER'S ANALYSIS: This ordinance amends the zoning code to allow vacuums outside Car Washes in the Traditional Shopping Street (TSS) Mixed-Use Center (MXC), Commercial Corridor Transition (CC-T), Commercial Corridor (CC), Traditional Employment (TE) and Suburban Employment (SE). This ordinance also amends the supplemental regulations for Car Wash to require that any vacuums located outside a building must be located within the rear yard and building envelope, and at least fifty (50) feet from a residential zoning district. This will apply primarily to self-serve car washes.

Fiscal Note
The proposed ordinance amendment expands the Police Civilian Oversight Board's Executive Subcommittee from three to five members, designates the Vice Chair as a member of the Subcommittee, and clarifies that the Board's Chair and Vice Chair serve as the Chair and Vice Chair of the Subcommittee, respectively. The 2021 Office of the Independent Monitor budget includes funding for Board stipends including $25 per month for members of the Executive Committee. Expanding the Committee will increase this amount by $600 per year. The increase can be absorbed within the existing budget.
