From MPD Central District Blotter: All Things Automobile
MPD Central District Captain Kelly Donahue published this blotter earlier in the week. Included are updates on recent car thefts, catalytic converter thefts in the Tenney-Lapham and Sherman Ave. areas, and her thoughts on traffic enforcement in the E. Washington, E. Johnson, and Willy Street corridors.
720 E. Dayton Parking Lot at Plan Commission on Monday
Veritas Village has applied for a Conditional Use Permit for a proposed surface parking lot at 720 E. Dayton. If approved, the existing lot would be removed and replaced with a code-compliant asphalt lot for 22 vehicles with landscaping, appropriate drainage, a bio-retention area for stormwater and 5 stalls with permeable pavers. Wooden fencing would be required on the sides and rear while a gate would be installed on E. Dayton to control access to the lot. City staff is also recommended lighting be included for security and safety.
TLNA Council voted at their April 8 monthly meeting not to support the proposed lot due to not wanting to facilitate more car ownership/driving and because they prefer that housing occupy the site. City staff has recommenced that the proposal be approved, although it is noted in the Zoning Memo that the existing lot's compliance is in dispute. April 14 TLNA Virtual Meet & Greet for Youth Arts Center
From Tenney-Lapham Neighborhood Association - Have you been curious about what's happening across from Lapham School? The Center leaders will take neighbors on a guided virtual tour of the building and answer your questions about the neighborhood's newest community space. You'll also see the designs for the exterior murals on the building along Ingersoll, creating a vibrant gateway to the neighborhood.

East Johnson Community Fridge in Peril
As you may have heard in media reports, the Community Fridge in the 1000 block of E. Johnson Street was recently inspected by city staff and notified that their operation was not in compliance with city zoning ordinances. From what I understand, city staff did not conduct a proactive inspection, but was instead reacting to complaints about the site. It is unfortunate that some felt the need to report the site given that the Madison Community Fridges volunteers have been providing an important food resource for some of those most impacted by the COVID-19 pandemic and its economic fallout. This location had been operating since August 2020 with no concerns or complaints, from what I know, and has been a prime example of how mutual aid efforts can build community and do good.
Working with zoning staff, I facilitated a 30-day extension so that the organizers have until May 8 to find a path forward. It may be that organizers could modify the operation to be more compliant with city ordinances, but more likely is that they will search for a new and nearby location that is not in a residential zoning district and also has easy access for its customers. Another option could be changing zoning code to allow such a use in this residential zoning district, but my impression is that there would likely be substantial hurdles to doing so (based on additional concerns related to public health and building inspection). Changing zoning code and other ordinances and/or regulations would also take many months. I am already working with all parties involved to explore the various options and hopefully find a resolution quickly.
New Property Assessments Arriving Soon
According to the City Assessor, new property assessments will be mailed on Friday, April 16, 2021. As you may remember, assessments for last year were delayed due to the pandemic's impact on city staff's work hours and because housing inspectors were not comfortable entering people's residences when a property's details needed to be updated. The new assessments, which value property as of Jan. 1, 2021, will provide the basis for property taxes that will be due beginning in January 2022. The amount of taxes will not be determined until the various taxing entities, including the city, complete their 2022 budgeting processes later this year.
