• From the Streets Division: Recycling Contamination Update: Progress but Room for Improvement. The City of Madison's recyclables collected by the Streets Division contain 12.8% trash.

East Washington Hit-and-Run Pedestrian Fatality

 

Early in the morning of Saturday, June 26, a 30-year old man was hit and killed by a dark-colored sedan near the intersection of Paterson St. and East Washington Ave. The vehicle did not stop and fled the scene. As of publication of this update, no other information had been released by MPD.

Anyone with information about the incident should the Madison Police Department at 608-255-2345, or Madison Area Crime Stoppers at 608-266-6014 (or P3Tips.com).

While other details of this tragic incident are currently unknown, it is clear that East Washington Avenue continues to be a dangerous roadway for pedestrians, cyclists, and vehicular traffic. The City's recent efforts to slow traffic have seen some success, but East Washington's status as Federal Highway 151 limits some of what can be done. The state and federal standards for highways limit some of what changes can be made to the infrastructure, but the cumulative impact of many decades of road design that has promoted higher vehicular volumes and speed, rather than safety, results in these terrible incidents. I will continue to advocate for slowing and decreasing vehicular traffic as well as changing our road, path, and sidewalk infrastructure to promote safety. 

 

 

 

Reminder: Fireworks at Breese Stevens on July 3

As many read in this Wisconsin State Journal article, a fireworks show will be included in an event at Breese Stevens Field the evening of July 3. From what I understand and as not detailed in the article, the fireworks are not expected to be nearly as powerful and lengthy as those used at Shake the Lake or similar events. According to Big Top, who manages Breese Stevens, the fireworks are the type that are used in arenas and stadiums, so they do not go as high and are not as loud. That said, there is no doubt that fireworks of any type can be disturbing to some pets and some humans, so I hope that folks can prepare. The fireworks should last 15 to 20 minutes and start around 9:30pm.

 

 

More Traffic Enforcement Activities on E. Washington Ave.

 

From MPD: On Friday, June 18th, from 10:00 p.m. until 2:00 a.m., Officers from the Madison Police Department conducted an enhanced enforcement project in the area of E Washington Ave and Ingersoll St, focusing on OWI and other hazardous driving behaviors.

During this project a total of 15 stops were conducted, 11 of which were for speeding.  All speeding violations were for at least 15 MPH over the speed limit with 53 MPH being the highest recorded speed. More enforcement took place on June 11 - details of that are here.

Please slow down, buckle up, and drive sober. These additional enforcement efforts are made possible through traffic overtime grants provided by the Wisconsin Department of Transportation.

Wisconsin Youth Symphony Orchestra Redevelopment Proposal

On June 24, a virtual public informational meeting was cohosted by the development team for the Wisconsin Youth Symphony Orchestra proposal and me. A recording of the meeting is available here. (passcode is T@5BT+4V). According to WYSO, they do not yet have building renderings or building massing available, but expect to start working on those soon.

As detailed in media reports, including this Wisconsin State Journal article, WYSO is proposing new rehearsal and educational spaces, as well as their offices, on a portion of the 1100 block of E. Washington (between N. Ingersoll and N. Few Streets. At the June 24 meeting, we learned that the redevelopment includes the parcels that currently contain the Avenue Club and its parking lots. The Budget Car Rental parcels are not included, nor are the businesses and homes along N. Ingersoll, the Scooter Therapy parcel, or the homes on E. Washington near N. Few Street. 

Generally, Urban Design District #8 for this block allows for up to three floors in height and zoning seems to allow the type of usage proposed. I anticipate the Tenney-Lapham Neighborhood Association will shortly decide how to take neighborhood input, evaluate the proposal, and work with the development team. I'll keep you posted of future meetings.

 

 

Recording of June 22 Public Info Meeting on Community Alternative Response for Emergency Services

The June 22 Community Alternative Response Emergency Services (CARES) public information session was recorded, including many excellent questions and answers. Click here to view the recording.

The CARES program will address mental health 911 calls for service through an innovative new mobile unit modeled after the CAHOOTS program of Eugene, Oregon and the STAR program of Denver, Colorado. The CARES team will consist of a community paramedic and a crisis worker who will undertake continuous education for cultural competency and deescalation best practices, on top of their ongoing professional development in their respective areas.
