Street Construction

Latest Update on E. Gorham Street Resurfacing

 

From City Engineering: 7/9/2021 Update:

The concrete work has been completed on the northerly side of Gorham between Brearly St. and Baldwin, and they're currently working on the new parking lane area on the southerly side of Gorham between Ingersoll and Few. During the week of 7/12, the new curb will be poured early in the week, and the remaining pavement and driveway aprons are planned to be poured before the end of the week. Gorham St. remains open to a single lane of traffic within the project area. Suspect in Custody from Incident Near James Madison Park

 

From MPD:

On July 7, MPD was dispatched to the area of E. Gorham St. and N. Blount St. for a report of a subject that was shot. Officers arrive and located a male with a gunshot wound to his arm. The subject was transported to a local hospital with a non-life-threatening injury. Working off an anonymous tip from the community, Amanda K. Lenti, 32 years old, was taken into custody with the assistance of Jefferson County Sheriff's Office reference this case. More information here.

 

More Traffic Enforcement Activities on E. Washington

 

Also From MPD: Speed Enforcement - E Washington Ave

July 6, 2021 4:57 PM: This afternoon an Officer from the Traffic Enforcement and Safety Team (TEST) monitored speed in the 800 block of E Washington Ave - the same location of the fatal MV/Pedestrian crash last week. During the short enforcement period the officer made three stops for vehicles traveling at least 20 MPH over the posted speed limit. The same Officer attempted to stop a fourth vehicle for running a red light at the same location. That vehicle fled from the traffic stop.

Last week there were two fatal crashes on E Washington Ave - please slow down.

Discussion of Street Parking Policies at TLNA Council Moved to August

Due to a packed agenda and competing meetings, Thursday's planned presentation and discussion of city street parking policies was moved to the August 12 TLNA Council meeting. I'll be sure to update you as that date approaches. No parking policy changes have been devised or proposed, but I am hoping that the Tenney-Lapham neighborhood will engage on this subject since it sees a fair amount of competition for street parking spaces and could perhaps benefit from some policy changes.

Body Worn Cameras and Reindahl Park

 

The council voted on Tuesday to accept the Final Report and Model Policy from the Body-Worn Camera Feasibility Review Committee. I appreciate the work of the committee that created the report and voted to accept the report, but do not support further action on body-worn cameras. I am concerned with the costs to implement and maintain the cameras and have not seen sufficient evidence that they will make much of a difference. The City continues to face severe budget shortfalls which make our budget choices difficult. My colleague, Alder Jael Currie (District 16), posted her thoughts earlier this week on Body Worn Cameras (and the situation at Reindahl Park). I strongly support and agree with the sentiments in her post and suggest you check it out.

Agenda Item 3

A Resolution authorizing a sole source contract authorizing the Mayor and City Clerk to execute a service contract with Sustain Dane to administer the Energy Efficiency in Naturally Occurring Affordable Housing project that is being reimbursed through a WI-PSC Office of Energy Grant.

...Fiscal Note
The proposed resolution authorizes a sole source contract with Sustain Dane to administer the Energy Efficiency in Naturally Occurring Affordable Housing project. In April 2021, the Public Service Commission (PSC) announced that the City of Madison was awarded a $246,595 WI-PSC Office of Energy Grant which will fund this project. Under the terms of the grant, expenses will be reimbursed at the end of the grant period in 2022. Costs will initially be covered by the Sustainability Improvements capital project. Staff are still working out contract terms with the grantor at which time a budget amendment resolution will be put forward to add funding to the Sustainability Improvements project.

 

Agenda Item 6

Authorizing the City to execute an operating agreement with The Madison Ultimate Frisbee League use of certain athletic fields in City parks as set forth in the Agreement for MUFA's ultimate leagues, and continue contributions to established segregated non-reverting fund and a fee structure that supports the shared goals of supporting the volume use of the City's park space and providing quality maintenance of the City's athletic fields for the years of 2021-2025.

 

Agenda Item 7

Authorizing the City of Madison, on behalf of the Dane County Continuum of Care (CoC), to accept an aggregate EHH grant award of up to $650,000 from the State of Wisconsin Department of Administration; authorizing the Mayor and City Clerk to execute agreements with specific Dane County CoC agencies selected by the CoC Board of Directors to receive the EHH funds; and amending the Community Development Division's 2021 Adopted Operating Budget to reflect receipt of the funds.

 

Agenda Item 9

Approving the allocation of funds authorized by the Common Council in the 2021 Adopted Operating Budget for use in expanding housing-focused street outreach services and authorizing the Mayor and City Clerk to execute agreements with Catalyst for Change and MACH OneHealth to provide those services.

Approving submission of the City of Madison's required 2021 Action Plan to the U.S. Department of Housing and Urban Development (HUD).

Fiscal Note
The proposed resolution adds Juneteenth Independence Day to the list of City paid holidays and renames the day after Thanksgiving as Ho-Chunk Day. The fiscal impact of an additional paid holiday will be most influenced by pay to essential workers such as fire and police who work the holiday. The labor contracts for these employees supersede the ordinances. The additional holiday would be considered in future bargaining agreements with represented fire and police employees. Most general municipal employees would receive paid leave based on their normal rate, which will not directly impact the budget. However, to the extent that the time off impacts the workload of these employees, overtime could increase. Any additional overtime costs would need to be accommodated within existing budget.

Amending Section 28.071(2)(a) of the Madison General Ordinances to amend the Downtown Height Map.

DRAFTER'S ANALYSIS:  This proposed amendment to the Downtown Height Map implements the viewshed preservation goal expressed in the 2014 Report of the Lamp House Block Ad Hoc Plan Committee, but does so using updated elevation data not available at the time the report was published. That new data found the viewshed to be narrower than originally believed, resulting in the proposed amendment differing from original recommendation in the Lamp House report.

Staff has included a subarea map in the attachments to the Legistar file to zoom in on the downtown areas affected by this amendment.
