Oct. 20 Neighborhood Meeting on Wisconsin Youth Symphony Orchestra Proposal
On Wednesday, Oct. 20, at 6:30pm, there will be a second virtual neighborhood meeting to discuss the proposal to redevelop the current Avenue Club parcels in the 1100 block of E. Washington Avenue. If approved, this redevelopment will include demolishing the Avenue Club building and constructing a new building wiht rehearsal and studio spaces, offices, practice rooms, and spaces for community gathering.

Upcoming Bus Rapid Transit Informational Meetings
City staff will be discussing the East-West BRT line and station locations at an Oct. 21 public information meeting. This meeting will focus on a specific section of the line – downtown. The Eastside Line was discussed on Oct. 7 and the Westside Line was discussed on Oct. 14.

UW Homecoming Parade & Fireworks on Oct. 29
The UW-Madison Homecoming Parade is returning to campus on Friday, October 29. The route will be the same as in past years with the parade lining up on Langdon Street beginning at 4pm. The parade begins at 6pm and will be done by 7:30pm. The route includes Wisconsin & Gilman to Gilman & State and State to Lake Street.
Later that same evening, a homecoming fireworks show will take place from about 8:45pm to 9:00pm. The fireworks will launch from north of the Wisconsin Union for viewing from the Union Terrace. Get more information on UW Homecoming.
2022 City Budget
Mayor Rhodes-Conway released her 2022 Executive Operating Budget on Oct. 5. At their Oct. 25 meeting, the Finance Committee will consider amendments to the Operating Budget offered by committee members. both the Executive Operating and Capital Budgets, as amended by the Finance Committee, will be considered and possibly amended by Common Council on Nov. 9, 10, and possibly 11.

The development loans are expected to result in 252 units of housing, 208 of which will be maintained as affordable for at least 40 years. The $5.75 million of development loans will be funded by the $7 million Affordable Housing-Development Projects capital program in the 2022 Executive Capital Budget. The proposed resolution authorizes the application and execution of a grant agreement with the Wisconsin Department of Transportation. If awarded, these funds would be used to conduct an onboard survey to obtain data that will inform decisions on routing and scheduling. The total cost of the survey project is $400,000. The proposed grant would cover 80% of the project costs. Metro Transit included the entire cost of the survey project in their 2022 Operating Budget request supported by local funds. Awarding of the grant will create savings within the agency's 2022 budget request.

DRAFTER'S ANALYSIS: This ordinance amendment will allow a process for the placement and use of privately operated storage lockers in City parking facilities. Under existing ordinances (MGO Sec. 28.151), these storage lockers, operated by a religious institution or non-profit organization, are subject to various regulations and must be covered by an agreement between the operator and the property owner. In addition to giving the Parking Division Manager greater flexibility to enter into agreements to allow these sort of uses in the City's parking facilities, by amending Subsection (2)(d)3. and creating Subsection (2)(k) this ordinance amendment would update the City's current parking facility regulations to ensure that a user of such a facility is not deemed a trespasser. This ordinance also makes other minor changes to the ordinance, including making it clear that a person using a City-provided restroom facility or using the parking facility under a temporary land use permit is not deemed a trespasser, updating some erroneous cross references and correcting several titling errors.

Approving plans and specifications for public improvements necessary for the project known as 12 N Few Street and authorizing construction to be undertaken by the Developer, Private Contract No. 9084 (2nd AD)
The resolution for this private development project is for the reconstruction of new sidewalk adjacent to the project on N Few Street and Curtis Court. Sanitary, storm and water laterals to serve this project. The tree located in the right of way on Curtis Court near the intersection with N Few Street will remain per the request of City Forestry and residents. The tree will leave the sidewalk on Curtis Court approximately 20' short of matching the sidewalk on N Few Street, which is the current condition. Sidewalk on Curtis Court currently does not extend past this property to the west. In the event that the tree is removed, the sidewalk will be extended to the east to match existing walk on N Few Street per the City of Madison assessment policy.
Staff have reviewed alternate options for the sidewalk placement. Extending the sidewalk in the typical location would result in the loss of 2 trees which was important to the neighborhood during the project development. Re-routing the sidewalk on a new easement on the development property would result in the loss of 1 tree and is not proposed by staff due to neighborhood input. Re-routing the sidewalk in the street by reducing the width of the street was investigated and not proposed by staff because this requires a one-way street, requires a large amount of input by the neighborhood which hasn't been performed, and may cause extra trips on adjacent streets such as E. Mifflin St. The existing street has low traffic volumes and staff are proposing to leave plans as is.

If the Police Civilian Oversight Board does go into closed session, notice is hereby given pursuant to sec. 19.85(2), Wis. Stats., that it may reconvene in open session without waiting 12 hours as specified in the statute.
