Run Santa Run to Impact Parking, Streets & Metro on Sunday Afternoon, Dec. 5
This year's Run Santa Run 5k run will take place the afternoon of Sunday, Dec. 5. Streets marked with dashed green lines in the map above will be closed or partially closed Sunday afternoon. After starting at the Square, participants will run down E. Mifflin to N. Baldwin, take N. Baldwin one block to E. Dayton, E. Dayton to N. Blair, and then back up the E. Mifflin hill to the Square. The Run will start at 3:00pm and runners should be off the course by 4:30, but setup and teardown could keep streets partially blocked outside of that window.
There will be temporary no parking signs on much of the route, so those who park on the street should keep an eye out for those brightly colored signs on wooden stakes. Also, all day Sunday Metro buses will be operating on the outer loop of Capitol Square due to the run.
UDC Takes First Look at St. John's Redevelopment Proposal
On Dec. 1, the Urban Design Commission saw an informational presentation on the St. John's Lutheran Church redevelopment proposal and provided initial feedback to the development team. Comments and feedback from UDC on the building's design were positive, although commissioners were interested in seeing more about traffic flow in and out of the building, accommodations for delivery rideshare vehicles, and how those solutions could impact the building's design. Although not in the purview of UDC, commissioners were complimentary of the planned income limits for tenants of the vast majority of the apartments with about 85% of the apartments being priced for tenants who earn less than 60% of County Median Income.
You can see the proposal materials, staff comments, and other materials from Wednesday's UDC meeting here. You can also watch the UDC meeting recording here. The Commission's consideration of the St. John's agenda item starts at 2:21:30.
Eventually, formal UDC and Plan Commission approval will be required for the proposal. UDC will need to approve the proposal's conformity with Urban Design District No. 4 standards and approve their anticipated request for two additional floors on top of the eight floors allowed in this zoning district. Plan Commission will need to also approve the extra floors as well as the required Conditional Uses and the demolition of the current St. John's church and its additions.
The project intends to be financed using Wisconsin Housing & Economic Development Authority (WHEDA) tax credits, City of Madison Affordable Housing Funds, and Madison Development Corporation's Dane Workforce Housing Funds. Those financing options are expected to be pursued during 2022. If financing and city approvals are obtained, demolition and construction are not anticipated until 2023.

Proposed Zoning Changes to Support Accessory Dwelling Units at Common Council Dec. 7
As mentioned in past Alder Updates, I have been working with Alders Foster and Evers, as well as city staff, on updating our ordinances to support the building of Accessory Dwelling Units (ADUs). ADUs are second dwelling units on properties with single-family homes and can be a great opportunity to provide additional housing options in neighborhoods across our growing city. The proposed changes are expected to be before Common Council for approval at our Dec. 7 meeting.
ADUs have been allowable in Madison since 2013, and many growing cities across the U.S. are beginning to allow them or to relax zoning regulations to promote more of them. Based on recommendations in the Comprehensive Plan, recent housing reports, and the Mayor's 2021 Housing Forward Initiative, alders, the Mayor, and staff have proposed changes to the City's Zoning code to help make the construction of ADUs easier as another housing choice in Madison (please see Legislative Item 68079).

The City of Madison's 2022 Adopted Operating Budget anticipates $5,982,113 in revenue from the Urban Forestry Special Charge, an increase of $275,309 (4.8%) over the 2021 budgeted revenue of $5,706,804. The 2022 rate recovers the City's costs associated with its urban forestry services. These expenditures are budgeted in the 2022 Streets Division operating budget. Activities supported by these services include stump removal, tree removal and replacement, and general maintenance of the City's urban forest.

Fiscal Note
The proposed resolution implements a Body-Worn Camera Pilot Program in the Police Department (MPD). The 2021 capital budget includes $83,000 in GO Borrowing for approximately 48 body worn cameras, related equipment and training. The project funds a one-year pilot program in the North District for Patrol Officers, Sergeants, and the Community Policing Team. The pilot will require approximately $55,000 in operating funds to cover overtime for processing the video. MPD has indicated that the Department intends to absorb these costs within their existing 2022 adopted operating budget. Their ability to do so depends on the number of extraordinary events (homicides, shots fired, protests, etc.) that require overtime and other unknown events that may occur in 2022. An appropriation to MPD may be necessary later in the year to cover these costs.

Fiscal Note
The proposed resolution expresses support for the Engineering Division and Transportation Department grant application to the Wisconsin Department of Transportation (WisDOT) 2022-2026 Transportation Alternatives Program (TAP). The application seeks federal funding for six bicycle and pedestrian projects. A separate resolution accepting the grant award will be submitted at a later date should the City be awarded the grant funding from WisDOT.
