• Police Blotter - City-Wide Traffic Enforcement

• Public Notice to All Customers of Madison Water Utility - an application has been filed with the Public Service Commission of Wisconsin (PSCW) to increase water rates.

• From Public Health:

  • Monkeypox vaccination clinic: With expanded eligibility guidance from Wisconsin Department of Health Services, Public Health Madison Dane County has opened a monkeypox vaccination clinic. • Applications Now Being Accepted for Police Civilian Oversight Board At-Large Seats - Deadline to apply is Tuesday, September 6, 2022

• Focus on Energy Recognizes City of Madison for Energy Efficiency Excellence

• Progress 'Since 2018' Flood, New Blog Series - The City's Engineering Division will share about specific projects and progress since the August 2018 flood on a new blog series on the Engineering Division website named 'Since 2018.'

• From the Mayor: Wanda Fullmore Interns Continue Making a Difference in Madison

• In partnership with the Madison Metropolitan School District's Office of School Safety, Public Health Madison & Dane County's Violence Prevention Unit is hosting a virtual session on school safety on Wednesday, August 31, 5pm - 6pm. The virtual session is free but registration is required. The session will be recorded and made available on PHMDC's Violence Prevention Unit's webpage. This is the third installment in the "Violence Prevention & Intervention Speaker Series". It is open to everyone in the community.

• From Madison Parks:

  • As summer draws to a close, there are still many events happening around the city in Madison's beautiful parks. Check out all the activities on the Parks Division's calendar.

  • Each year Madison Parks publishes a beautiful wall calendar using your winning photos taken in a City of Madison park. Visit Parks Photography Contest to learn more and submit your images through Monday, Sept. 5.

 

• From Madison Metro: Labor Day Changes

  • Reduced Service on Monday, 9/5 - Labor Day. Metro will run HOLIDAY schedules on Labor Day, Monday, Sept. 5 on many routes. More info here.

  • Route 80 operates a shortened weekend recess schedule, final scheduled trip departs Memorial Union at 9:15p. Routes 81-84 will not operate. 

  • ParaTransit Standing Ride Canceled - All standing paratransit rides will be canceled on Monday, September 5. Paratransit passengers must schedule casual rides to travel on this date. Rides are eligible according to Holiday schedules.

• U.W. Madison Welcome Week Events! Check out the U.W. Madison events calendar for welcome week activities.

• Save the Date: The Final "Regular" Madison Night Market, Thursday, Sept. 8

• Taste of Madison returns to the Capitol Square, 2pm-8pm Saturday, Sept. 3 and 11am-7pm Sunday, Sept. 4. The event will not impact the Dane County Farmer's Market, but will include several road closures as well as equipment storage over the course of the weekend.

 

Neighborhood Steeting Committee Forming for State St-Campus Parking Garage Proposal

On August 24 at 6:30pm, Alder Verveer, Alder Bennett, and I held a virtual neighborhood meeting to take a first look at a proposed redevelopment of the State Street-Campus Parking Garage at 415 N. Lake Street. A recording of that meeting can be found here.

The Campus Area Neighborhood Association is forming a neighborhood steering committee to further evaluate the proposal. All are welcome to participate in that process and CANA suggests signing up via this form. Getting on the committee's email list via that form is a great way to stay informed about the project even if you can't attend all of the meetings.

Mortenson Development has been chosen by the City as the developer of the apartments proposed for above a new city-owned parking garage that will include a new intercity bus terminal. The existing parking garage along Lake Street will be demolished and replaced while the garage section to the east of Hawthorne Court will remain. Some mixed-use space is planned for the first floor. Atop the six above-ground stories of the city's parking garage, Mortenson proposes nine floors of student apartments. They are continuing to negotiate with the city about all aspects of the proposal, including levels of rent affordability for some number of apartments. A below-grade level will provide about 95 parking spaces for the apartments.

 

Sept. 8 Neighborhood Meeting for Redevelopment Proposal for 668 State St.

On Thursday, Sept. 8 at 6:30pm, join me for a virtual neighborhood meeting to take a first look at a proposed redevelopment of 668 State Street. The property owner, 668 State LLC, is seeking approvals to construct a four-story addition atop the existing two-story commercial building at 668 State Street. The proposed addition will contain 24 student-oriented apartments on floors 3-6 with floors 5 and 6 set back approximately 30' from the front façade. The existing commercial space on the two lower floors and in a finished basement will largely remain. No automobile parking is proposed; parking for 24 bicycles will be provided inside the building with 2 additional outdoor bicycle stalls.

This proposal was submitted in 2017 and was fully approved, but the project did not move forward at that time. The property owner is submitting the same project as was approved in 2017. They anticipate submitting their city applications in September. The project will require approvals from the Urban Design Commission and Plan Commission.

After the Sept. 8 meeting, the Campus Area Neighborhood Association may form a neighborhood steering committee to further evaluate the proposal.

Agenda Item 4

Approving and Implementing Changes to the City of Madison Façade Grant Program to increase grant amounts, improve equity, simplify the process and strengthen the program.

Fiscal Note
The proposed resolution approves changes to the City of Madison Façade Grant program including increasing grant amounts and expanding eligibility. This resolution does not change the current budget for the program of $125,000. Any additional funding for the program will be included in future Economic Development Division budget requests and subject to Council approval.

 

Agenda Item 5

A Resolution authorizing the Mayor and the City Clerk to enter into a multi-year, competitively selected service contract with Masabi LLC for a Comprehensive Fare Collection Solution for Metro Transit and amending the 2022 Capital Budget to add $3,983,291 in Federal funding to Metro's Transit Technology System project.

Fiscal Note
The 2021 Adopted Capital Budget appropriated $10 million within the Transit Technology System capital project to fund a major technology system conversion within Metro Transit. The funding source for this capital project was originally approved as general obligation borrowing but was changed through File 64972 to use Federal economic recovery funds awarded to Metro.

The proposed resolution authorizes a contract for the fare collection portion of the capital project. The contract cost is not to exceed $3,983,291 over a term of five years. Due to cost increases, the proposed resolution amends the 2022 Adopted Capital Budget to appropriate additional Federal economic recovery funds in an amount equal to the contract cost of $3,983,291. The contract will also result in credit card processing and other transaction fees. These fees are estimated at $70,000 per year over the five-year term and will be included in future Metro Transit operating budget requests.

Amending the Police Department's operating budget, and authorizing the Mayor and Chief of Police to accept a Project Safe Neighborhoods grant award from the State of Wisconsin Department of Justice in the amount of $13,343 and a Dane County Narcotics Task Force subaward of up to $31,433 for overtime to address violence
