Bus Rapid Transit Updates - including March 14 Public Info Meeting for Westside construction
March 11 Shamrock Shuffle to Close Some Downtown Streets
The annual Shamrock Shuffle takes place the morning of Saturday, March 11. Early morning impacts in District 2 should be limited to the start and outgoing route since the 10K and 5K routes start at 8:15am and 8:25am, respectively. Both routes start and finish on State Street between Lake and Frances, so the 600 and 500 blocks of State Street will be closed until almost noon. In District 2 the outgoing route follows State, Gilman, Wisconsin, and Langdon Streets before heading further west and then finishing back at State and Frances. More details here.
Metro Routes 4, 6 and 80 will also be detoured through 11:00am.
St. Patrick's Day Parade to Close Some Downtown Streets on March 12
The annual St. Patrick's Day Parade will take place on Sunday, March 12. From 11:00am to 4:00pm you can expect Capitol Square and some surrounding streets to be closed, but the parade doesn't begin until 1:30pm. Although no District 2 streets should be closed, traffic impacts for cars and bicycles will include closure of the first blocks of East Washington Ave., East Mifflin Street, and North Hamilton Street. Expand Your Recycling Knowledge!
Become a master recycler with Sustain Dane's award-winning program in partnership with the City of Madison. Learn the ins and outs of our local recycling system and get your recycling questions answered. The program will give you the tools you need to teach your family, neighbors, friends, and coworkers how to improve recycling and community sustainability.
Topics include: what makes recycling work and why we do it, local recycling basics, barriers to recycling, other waste streams, low waste living, & how to champion recycling in your community.
We'll meet online in two sessions:

Certified Master Recyclers will attend both sessions and complete an outreach project, bringing the recycling knowledge they gain to their communities. Certified Master recyclers will be recognized at Sustain Dane's annual Summit.

This amendment removes the residential point system in the Downtown Residential 1 (DR1) and Downtown Residential 2 (DR2) zoning districts. The residential point system was designed to implement recommendations from the Downtown Plan to encourage the development of housing units with more bedrooms. The system has not been effective in creating larger housing units for families with children, but instead has been an obstacle to creating more housing in the DR1 and DR2 districts. Staff supports this amendment.

2/27/23 PLAN COMMISSION RECOMMEND TO COUNCIL TO ADOPT - PUBLIC HEARING
DRAFTER'S ANALYSIS: This proposed ordinance amends sections of MGO Sec. 28.071 "General Provisions for Downtown and Urban Districts" and MGO Sec. 28.134 "Height and Bulk Requirements." First, the change removes the maximum floor-to-floor story height and instead adds height limits in feet. Projects must be at or below the maximum height and maximum number of stories. Second, it adds an affordable housing incentive when a project has a voluntary contractual Land Use Restriction Agreement ("LURA") with the City of Madison. Those projects may exceed the maximum number of stories as long as the project does not exceed the maximum height in feet. Third, the change removes ground floor elevation restrictions in the zoning code. The Urban Design Commission will be able to use the Downtown Design Guidelines instead for downtown sites with elevation slopes. Finally, it clarifies, but does not change, how height in the downtown is measured and adds a graphic illustration.

Fiscal Note
The proposed resolution amends the Transportation Department's 2023 Adopted Capital Budget to establish a new grant program to support accessible taxi cabs. The resolution adds $250,000 in General Fund supported GO borrowing to support the program. Funding would be available to licensed taxi companies in Madison to buy accessible taxi cabs. Annual debt service payments on the $250,000 in borrowing are estimated to be $32,500.

Fiscal Note
The proposed resolution would amend the Community Development Division's (CDD) 2023 adopted operating budget by accepting a $5,076,197 federal grant from the U.S. Department of Housing and Urban Development's (HUD). Funding is available from supplemental HOME Investment Partnerships Program ("HOME-ARP") grant funds through the American Rescue Plan Act (ARPA). These HOME-ARP funds can be used to support local efforts to reduce homelessness and increase housing stability, including the acquisition and/or development of new housing.
HUD requires each HUD Entitlement community grantee to submit an annual Action Plan as a condition of receiving funds. The Common Council approved the City's 2021 Action Plan in February of 2021. In order to receive the supplemental funds, the City must submit a Substantial Amendment to the 2021 Action Plan. The resolution would approve the proposed Substantial Amendment, accept the $5,076,197 federal grant, and amend the 2023 CDD Adopted Budget to reflect the grant revenues and commensurate expenditures. Additionally, the resolution authorizes CDD to conduct one or more requests for proposals to allocate HOME-ARP funds in a manner consistent with the allocation plan.

DRAFTER'S ANALYSIS: This ordinance amendment changes the implementation of the Library Mall Night Vending area so that it would begin in April of 2024 instead of April of 2023. Existing Late Night Vending locations and rules would remain in place for the 2023-24 vending season. This amendment also changes the name of the new area to "700/800 State Street Night Vending Area" to more accurately reflect its location.
