Make a Plan to Vote

 

Proposal for 428-444 State Street Heading to UDC and Plan Commission

400 Block State Street Revised

JD McCormick Properties' proposal to redevelop 428 to 444 State Street is expected back before the Urban Design Commission on March 29 and then at Plan Commission on April 10. On March 29 the applicant will be seeking Initial/Final approval from UDC for the development of a 5-story mixed-use building containing up to 26 apartments and ground floor commercial space. The proposal was originally expected at a December UDC meeting, but due to concerns of the Parks Division related to the proposed building's interactions with the adjacent Lisa Link Peace Park, it was delayed as the developer, the Parks Division, and city staff worked to address these items.

Back at their June 29, 2022 meeting, UDC referred the proposal to a future meeting rather than making recommendations to Plan Commission due to various concerns about the proposed building, including its potential impacts on the park, the height and massing of the building's front facade, and establishing the precedent of replacing State Street buildings. The report from that meeting can be found here. The latest project plans and related materials can be found here, including city staff's most recent UDC memo on the proposal and project plans that address some of the concerns. As of this writing, I have not seen new UDC materials that address the Parks Divisions' concerns but anticipate those will be available on that page later this week.

If the UDC does make an advisory recommendation, Plan Commission will then consider the Demolition Permit, as well as the requested Conditional Uses and Certified Survey Map. In January 2022, the Landmarks Commission considered the requested demolitions of the three buildings and found in part in their advisory opinion to Plan Commission that 432-436 and 428-430 State Street (the two easternmost buildings) have historic value based on architectural, cultural, or historic significance.

3/13/23 PLAN COMMISSION    RECOMMEND TO COUNCIL TO ADOPT WITH CONDITIONS - PUBLIC HEARING

On a motion by Ald. Heck, seconded by Fernandez, the Plan Commission recommended approval of the zoning text amendment to the Common Council with an alternate to limit the number of chickens to 8.

The motion to recommend approval subject to the revised number of chickens passed by voice vote/ other. The motion to recommend approval replaced an earlier motion by Cantrell, seconded by Ald. Paulson, to recommend approval of the zoning text amendment with an alternate to limit the number of chickens to 6.

AGENDA NOTE: Madison Food Policy Council did not meet on 3/1/23. The recommended action is to adopt with Plan Commission conditions.

The proposed resolution dissolves the Ad Hoc Task Force on the Structure of City Government (TFOGS) Final Report Implementation Work Group and transfers the responsibilities to the Common Council Executive Committee (CCEC). The CCEC will continue to review the TFOGS recommendations and may create additional proposals in response to those recommendations. Implementation of the recommendations may have fiscal impacts in the future. No appropriation is required at this time.

Fiscal Note
The proposed resolution authorizes a competitive service contract with ­AECOM Technical Services, Inc. for design services on the North-South Bus Rapid Transit project. The Transportation Department's 2023 capital budget includes $7m for the project in 2023. Expenditures under this contract would count towards the City's local share should N-S Bus Rapid Transit be funded in the Federal Transit Administration's Small Starts program. The sum of all purchase orders under the contract will not exceed total budget authority at the time of issuance.

A separate resolution accepting the grant award and amending the 2023 capital budget will be submitted at a later date should the City be awarded the grant funding from the FTA.

This funding would support bus facility improvements at 1 S Ingersoll Street and the satellite facility on Hanson Road and support electric 60' articulated buses, equipment, and charging infrastructure for the electrification of select routes. A separate resolution accepting the grant award will be submitted at a later date should the City be awarded the grant funding from the FTA.

Accepting additional Emergency Rental Assistance funds from the U.S. Treasury Department, to be awarded to the City of Madison under the American Rescue Plan Act of 2021 (H.R. 1319), to help prevent evictions and promote housing stability for eligible households affected by the COVID-19 pandemic, amending the Community Development Division's 2023 Operating Budget to reflect the receipt and proposed uses of those funds, and authorizing the Mayor and City Clerk to amend agreements with the Community Action Coalition for South-Central Wisconsin and Benevate, Inc.
