Investment Portfolios

Treasury invests funds pursuant to Wisconsin law and City Administrative Procedure Memoranda (APM) 1-7. Public funds are invested in a manner that will provide preservation of capital, liquidity to meet the daily cash flow and investment return.

Brokers-Dealers

The City of Madison is not currently seeking additional Brokers-Dealers.

Portfolio Reports

Treasury is responsible for investing funds contained within the General, Water Utility Reserve, Cemetery Perpetual Care and Madison Public Library portfolios in accordance with the investment policy.

Investment reports contain:

Monthly Return Summary provides ending par value, market value, book value, net income, and yield by security type along with benchmark comparison.
Monthly Investment Summary provides par value, book value, market value, net unrealized gain/loss, net premium/discount and remaining original purchased accrued interest by account.
Monthly Investment Detail provides individual security detail including account, security type, identifier (CUSIP), rating, purchase date, maturity date, par value, book value, market value, net unrealized gain/loss, net premium/discount, remaining original purchased accrued interest, net income, and yield.
Compliance Status provides the investment policy portfolio parameters and status.

General Investment Portfolio

The General portfolio is for the purpose of investing idle pooled cash of all City funds and available funds of the Madison Metropolitan School District. The City has an agreement with the Madison Metropolitan School District to combine a portion of available funds of both entities for investment purposes. Interest earnings are distributed monthly based on each entity’s relative share of invested funds.

Water Utility Reserve Portfolio

Water Utility Reserve portfolio is for the purpose of paying principal and interest on the bonds or parity bonds whenever the balance in the principal and interest account is insufficient for that purpose.

Cemetery Perpetual Care Fund Portfolio

The Cemetery Perpetual Care Fund at Forest Hill Cemetery is supported by a set percentage of proceeds from the sale of burial lots, niches, and crypts. The purpose of this fund is to provide for the ongoing care and maintenance of burial lots, vaults, tombs, and other structures located within the cemetery. Maintenance and care will be provided to the extent that the fund’s principal and earned income is sufficient to cover those expenses.

Madison Public Library portfolio is for the purpose of supplementing the overall operation of the library.
