Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

92007 – This proposed ordinance would rezone property located at 726 Sugar Maple Lane in District 1 to match surrounding residential zoning and to allow two residential lots and one outlot to be created. This proposed ordinancewill go to the following BCCs on the following dates:

92032 – This proposed ordinance would amend various subsections of Section 33.56 of the Madison General Ordinances related to Transportation Commission to update composition, duties and procedures. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

91902 – This proposed resolution would approve a Certified Survey Map of property owned by VH Birchwood South, LLC located at 726 Sugar Maple Lane and 10201 Hazy Sky Parkway in District 1. This proposed resolution will go to the following BCCs on the following dates:

91910 – This proposed resolution would approve a Certified Survey Map of property owned by Apex 124, LLC located at 112-124 E Gorham Street in the Mansion Hill Historic District in District 2. This proposed resolution will go to the following BCCs on the following dates:

91915 – This proposed resolution would authorize the Mayor and City Clerk to sign an Experience Rating Agreement with Hartford Life and Accident Insurance Company. This proposed resolution will go to the following BCCs on the following dates:

91959 – This proposed resolution would authorize the Madison Police Department to upgrade six positions from Police Officer to Police Sergeant. This proposed resolution will go to the following BCCs on the following dates:

91991 – This proposed resolution would authorize a sole source contract with the Dane County Human Society through the remainder of 2026. This proposed resolution will go to the following BCCs on the following dates:

92001 – This proposed resolution would authorize the Fleet Service Division to enter into a competitively selected contract with Lakeside International, LLC for heavy duty vehicle maintenance and repair services. This proposed resolution will go to the following BCCs on the following dates:

92002 – This proposed resolution would authorize the City of Madison and Town of Middleton to enter into an agreement for the resurfacing of Meadow Road from Valley View Road to Mid Town Road in District 1 for the cost sharing on the project. 92006 – This proposed resolution would authorize the Mayor and City Clerk to enter into a 6-year contract for Purchase of Services with Engberg Anderson, Inc. for professional architectural and engineering design services and construction administration services for the design and construction of the South District Police Station and Property & Evidence Facility in District 13. This proposed resolution will go to the following BCCs on the following dates:

92008 – This proposed resolution would authorize the City’s execution of a Maintenance Agreement with 121-123 East Main Street Limited Partnership for patio improvements located in the E. Main Street right-of-way adjacent to the property located at 121-123 E. Main Streetin District 4. This proposed resolution will go to the following BCCs on the following dates:

92014 – This proposed resolution would approve the extension of a provisional appointment for the Transit Chief Maintenance Officer position. This proposed resolution will go to the following BCCs on the following dates:

92015 – This proposed resolution would authorize an amendment to the Economic Development Division’s 2026 Adopted Capital Budget to add $4 million in TID 44-supported GO borrowing to the Land Banking program. This proposed resolution will go to the following BCCs on the following dates:

92019 – This proposed resolution would authorize the City to enter into an agreement with the Steve Stricker American Family Insurance Foundation for the use of the parking lots in Cherokee Marsh Conservation Park-North Unit in District 18, from June 1 through June 7, 2026. This proposed resolution will go to the following BCCs on the following dates:

92029 – This proposed resolution would authorize the settlement and payment of a tax refund for tax year 2023 and 2024 for Frey Street Office, LLC v. City of Madison. This proposed resolution will go to the following BCCs on the following dates:

92031 – This proposed resolution would authorize the City of Madison Community Development Division to accept a proposed grant of up to $750,000 from the Oscar Rennebohm Foundation to help fund a four-year neighborhood-based Older Adult Pilot Program. 92033 – This proposed resolution would authorize the execution of agreements and associated easements with Dane County relating to the installation, operation, maintenance and repair of electric vehicle charging stations at the Junction Road Park and Ride in District 1. 92034 – This proposed resolution would authorize the Mayor and City Clerk to enter into an agreement with Dane County for the resurfacing of Rimrock Road in District 14 for cost sharing on the project. This proposed resolution will go to the following BCCs on the following dates:

92053 – This proposed resolution would appropriate$70,000 from the general fund contingent reserve and transfers funding to the Water, Sewer, and Stormwater utilities to fund MadCAP, a comprehensive customer assistance program for the City’s municipal services bill, for the remainder of 2026. This proposed resolution will go to the following BCCs on the following dates:

91958 – This item would appeal the Madison Landmarks Commission denying a Certificate of Appropriateness for 1123 Jenifer Street in District 6. This proposed appeal will go to the following BCCs on the following dates:

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking.

1. Go to the meeting registration page.

2. In the “Meeting” drop down select the BCC that you want to register for.

a. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting.

3. Choose the agenda number that matches the item you are interested in.

4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information.

You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
