Common Council New Business Summaries

Common Council New Business Summaries are short descriptions of items introduced at the most recent Common Council meeting. They come from the “Introduction of New Business for Referral Without Debate” section of the agenda, as well as any items introduced from the floor. This document should help readers identify items they are interested in as they make their way through City Boards, Commissions, and Committees (BCCs) and back to the Common Council for a decision.

Items Introduced at the March 10, 2026, Common Council Meeting

District 19 Impact:

92113 – This proposed resolution would authorize the extension of Tax Increment District 41 in District 19 for 12 months. TID 41 covers the property on the east and west sides of the intersection of Whitney Way with University Avenue and includes the UW Health Digestive Health Center, its new expansion now underway, and the adjacent apartment project on University Row. As permitted by state law, the one-year extension will make about $1.2 million in funds available for affordable housing. This proposed resolution will go to the following BCCs on the following dates:

Ordinances:

Ordinances are the laws for the City of Madison. Items in this section are newly proposed ordinances or changes that are being put forward.

92025 – This proposed ordinance would make several minor changes to the Building Energy Savings Code regarding the timing provisions associated with submitting for extensions and exemptions from the reporting requirements. This proposed ordinance will go to the following BCCs on the following dates:

  • Sustainable Madison Committee (3/23/26)
  • Common Council (3/24/26)

92185 – This proposed ordinance would establish terms of alders on City Boards, Commissions and Committees as one year, expiring on the third Tuesday of the April following appointment. This proposed ordinance will go to the following BCCs on the following dates:

  • Common Council Executive Committee (3/10/26)
  • Common Council (3/24/26)

92209 – This proposed ordinance would rezone property located at 2066-2094 Helena Street in District 6 to facilitate redevelopment of the site with a multi-family dwelling. This proposed ordinance will go to the following BCCs on the following dates:

  • Plan Commission Public Hearing (4/13/26)
  • Common Council (4/21/26)

92211 – This proposed ordinance would amend Madison General Ordinances related to the Deferred Compensation Committee to reflect the title change from Treasurer to Finance Director, increase the employees chosen by the HR Director from three to four, and allow the Finance Director to nominate one of the four additional members. This proposed ordinance will go to the following BCCs on the following dates:

Resolutions

Resolutions are individual matters, such as the approval of contracts or the setting of internal City policy, among other types of items. Items in this section are newly proposed resolutions.

92104 – This proposed resolution would authorize the HR Director and Finance Director to update job classifications and corresponding salary tables to delete classifications that are no longer active. This proposed resolution will go to the following BCCs on the following dates:

92113 – This proposed resolution would authorize the extension of Tax Increment District 41 in District 19 for 12 months. This proposed resolution will go to the following BCCs on the following dates:

92183 – This proposed resolution would authorize a cost sharing agreement with Dane County for Bridge Inspection Services for the 2026/2027 inspection cycle. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (3/24/26)

92184 – This proposed resolution would amend an existing contract with Strand Associates, Inc for blanket structural engineering and consulting services used on an as-needed basis on various projects when the City is in need of structural expertise that is not available in-house. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (3/11/26)
  • Finance Committee (3/16/26)
  • Common Council (3/24/26)

92187 – This proposed resolution would  authorize Metro Transit to use a non-competitive service contract with Oil Equipment Company Inc for replacement of existing diesel tank top pads with new concrete and manways at Metro Transit. This proposed resolution will go to the following BCCs on the following dates:

92192 – This proposed resolution would authorize the City to enter into a Cooperative Plan with Town of Westport, City of Middleton, Village of DeForest, and Village of Waunakee. This proposed resolution will go to the following BCCs on the following dates:

  • Common Council (3/24/26)

92204 – This proposed resolution would authorize an amendment to an existing contract with MSA Professional Services, Inc. for engineering services for the Starkweather Creek Watershed Study. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (3/11/26)
  • Common Council (3/24/26)

92212 – This proposed resolution would approve the initial concept design and authorize the City to execute an agreement for design, fabrication, delivery and installation to create a site-specific public art feature for the Imagination Center at Reindahl Park at 1818 Portage Road in District 17. This proposed resolution will go to the following BCCs on the following dates:

  • Madison Arts Commission (3/17/26)

92217 – This proposed resolution would delete position #3324 of Quality Improvement and Operations Manager, recreate it as a Monona Terrace Business Manager, and reallocate the employee to the new position. This proposed resolution will go to the following BCCs on the following dates:

  • Personnel Board (3/11/26)
  • Common Council (3/24/26)

92229 – This proposed resolution would approve the stormwater Wisconsin Pollutant Discharge Elimination System annual report to the Wisconsin Department of Natural Resources. This proposed resolution will go to the following BCCs on the following dates:

  • Board of Public Works (3/10/26)
  • Common Council (3/24/26)

You can register to speak at a BCC meeting on issues and agenda items important to you. You can also register in support or opposition to the item without speaking. 

  1. Go to the meeting registration page
  2. In the “Meeting” drop down select the BCC that you want to register for. 
    1. Important Note: You can only register if the BCC has posted its agenda.  This is usually a few days ahead of the meeting. 
  3. Choose the agenda number that matches the item you are interested in. 
  4. Choose to register support or oppose the agenda item, if you would like to speak, if you are representing an organization or another person, and provide your contact information. 

You can request interpretation, translation, and accommodations for any committee meeting. To do this, go to the meeting schedule page and select the BCC you are interested in. In that page there will be an “Interpretation & Accommodations” header with directions for that meeting.
