2023 City Budget Process Underway

City Agencies, the Mayor, and Common Council are already deep into crafting both the Capital and Operating Budgets for 2023. You can find a wealth of information at the Finance Department's budget website.

The timeline for both budgets and a general definition of the Capital Budget and Operating Budget are shown below.

 

As you can see, the Mayor's Executive Capital Budget was released on Sept. 6 and the Finance Committee has already heard presentations from and asked questions of each city agence concerning their portion of the Executive Capital Budget. The next step for the Capital Budget will be the Finance Committee's consideration of amendments to the Capital Budget on Sept. 28.

The Mayor's Executive Operating Budget will be released on Oct. 10 with the Finance Committee taking that budget up later in October. Eventually, the full Common Council will consider both the Capital and Operating Budgets, as amended by the Finance Committee, on Nov. 15, 16, and possibly 17. Alders last opportunity to consider budget amendments will be at those November meetings.

More details will follow as the process continues to unfold.

 

 

Madison Parks Public Event Series for the Lake Monona Waterfront Design Challenge!

The event series is an opportunity to learn more about the design challenge, the selected teams, their progress in plan development, and the final master plan proposals. The three events include a design challenge kick-off, midpoint check-in, and team presentations of their proposed vision for the Lake Monona Waterfront. Below is further information on the Parks-led public events.

Due to an issue beyond the City's control, the public hearing notices for the September 19, 2022 meeting for the remaining items on the agenda were not published as required by Section 28.181 of the Zoning Code. The Zoning Code requires that a Class 2 Notice per Wis. Stats. Section 985 be published in the official city paper, the Wisconsin State Journal, prior to consideration of any zoning map amendment, zoning text amendment, conditional use request, or demolition permit. Specifically, staff has been informed that the first of the two notices was not published as required.

 

As a result, Items 6-17 cannot be heard as scheduled on September 19; those items shall be referred to the October 3, 2022 Plan Commission meeting. For applications also requiring Common Council approval, the Council will consider those items at its October 11, 2022 meeting.

Fiscal Note
The proposed resolution authorizes an updated contracted between Dane County and the City of Madison for the reimbursement of costs and placement of staff for the Crisis Response Team. A five-year contract approved and signed by Dane County and the City of Madison in 2021 stipulated funding for two contracted mental health crisis workers and 25 percent of a mental health supervisor, reimbursable by the City to the County for allowable costs not to exceed $191,500 per year. The City of Madison 2022 Adopted Operating Budget included funding for two additional mental health crisis workers, totaling four mental health crisis workers and 25 percent of a mental health supervisor, bringing the total reimbursable costs to $355,500.

Removing Student Housing Restrictions from the City of Madison Tax Increment Financing (TIF) Policy

Fiscal Note

This resolution removes the prohibition on use of tax increment financing (TIF) for student housing projects unless the project has a significant affordable component. This would expand the possible use of TIF to all student housing, regardless of whether or not it has a significant affordable component. Use of TIF must meet other requirements, including whether the project would occur "but for" the provision of TIF support, the level of increment generated and available for development under the City's TIF policy, and inclusion in a project plan that is approved by the Common Council and Joint Review Board.
The resolution requires no appropriation.

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the USDOJ Byrne Criminal Justice Innovation Grant, Isthmus Safety Initiative funding allocation as detailed above, as recommended by CDD staff and the review panel; and,

BE IT FINALLY RESOLVED, that the Common Council authorizes the Mayor and the City Clerk to execute agreements with the Rape Crisis Center for the described activities.
