City Meetings

Common Council

The Common Council meeting will take place on Tuesday, July 1, at 6:30 p.m. in hybrid format. Agenda items include:

  • Item 1: An honoring resolution celebrating July 2025 as Disability Pride Month.
  • Items 13 and 75 are related to Veridian’s Reiland Grove proposal in District 3. These were originally scheduled for a vote at Plan Commission on Jun 23th but the applicant requested referral to a later date to work through a few details with City staff. The new hearing dates recommended on the Council agenda are July 7 for Plan Commission and July 15 for Common Council.
  • Item 18: A resolution amending ordinances related to geographic limitations on new alcohol licenses to regulate density of liquor stores (I’m a cosponsor). This proposal comes from years of work by Alder Vidaver (D5) to formulate a policy that attempts to prevent the further concentration of liquor stores in parts of the City that already have many alcohol licenses or that are near sensitive sites. From the Drafter’s Analysis: “Research has shown that an over-concentration of alcohol outlets increases the level of alcohol-related disorder and crime. High alcohol outlet density is associated with many social harms among neighborhoods in and around the alcohol outlets, such as disorderly conduct, noise, neighborhood disruption, public nuisance, and property damage.” State law already prohibits new liquor store licenses within 300 feet of some sensitive sites; this policy proposes to add “entities with the primary purpose of serving unhoused individuals, treatment facilities as defined by Wisconsin State Statute Chapter 51, and other Class A or Class B licenses” to that list of sites. This map shows where the proposed limits would apply (to new licenses only). I think opponents of this proposal have raised valid concerns about adding hoops that businesses need to jump through but nobody has a right to sell alcohol – selling alcohol is a privilege that the law allows cities to regulate for good reasons rooted in public health and public safety. The Alcohol License Review Committee voted in their 6/18 meeting to recommend that the Council place the proposal on file rather than to adopt the policy.
  • Items 40, 49, and 58 are procedural approvals related to alcohol license for Metro Market on Cottage Grove Road and Pizza Pit on Atlas Ct.
  • Items 69, 70, and 71: A group of resolutions authorizing agreements with Dane County for providing Metro Transit with State pass-through funds given to the County for accessible transportation as part of Metro’s ADA Paratransit Program, driver escort services, and Group Access Services for qualifying individuals 65 years old or older, or persons with physical disabilities (I’m a cosponsor of each).
  • Item 77: A resolution amending ordinances to modify the process by which members of the Police Civilian Oversight Board (PCOB) are appointed. From the Drafter’s Analysis: “Under the current ordinance, each appointment to the PCOB must be nominated by a local community organization on a designated list created by the Common Council. While still encouraging the involvement of local community organizations, this Ordinance Amendment removes this requirement, instructs the Office of Independent Monitor to collect applications for membership to the PCOB into a pool of applicants from whom the Mayor and Common Council Leadership will appoint new PCOB members, and otherwise streamlines the process.”

Reminder: Virtual Public Meeting Wednesday About Housing Proposals

Public Information Meeting: Housing Forward Proposals, Wednesday, July 2Three new proposals being introduced by the mayor and several members of the Common Council aim to make it easier to build the types of smaller homes that we used to build across Madison and already see in many of the City’s more established neighborhoods.

Heads Up: WisDOT Public Meeting for South Stoughton Road, July 15th

The Wisconsin Department of Transportation (WisDOT) invites you to their third public involvement meeting for the South Stoughton Road Study, covering 4.4 miles from Voges Road/Terminal Drive in McFarland to WIS 30 in Madison. The study will be presenting and requesting feedback on intersection conceptual alternatives to improve safety, mobility, and community connectivity issues for all travelers on the Stoughton Road South corridor. There is some potential to convert Stoughton Road into more of an urban street rather than a highway. The decisions WisDOT makes about the future of this corridor will affect how traffic moves, how difficult it is for neighbors to cross, and what kinds of future land use decisions will make sense in this area.

This meeting will be an open house format and will focus on reviewing conceptual alternatives at each intersection along the corridor, designed using residents’ input, and providing feedback that will help shape the vision for the corridor. In addition, City Planning will have a representative available to provide updates on the Southeast Area Plan.
