
City of Madison receives bids for Block 113 redevelopment

The City of Madison’s Request for Proposals period for the redevelopment of Block 113 in downtown Madison, formerly known as the Brayton Lot, closed Wednesday, July 9, 2025, with two development teams submitting bids.
The proposals are publicly available on the Planning Division’s website for the Block 113 redevelopment:
The Request for Proposals (RFP) period opened in April. Bids had to be received by 2:00pm on Wednesday, July 9, 2025, in order to be considered. All bids had to follow the requirements for the redevelopment outlined in the RFP, including Federal Transit Administration requirements for the site. The selected project must also follow the City of Madison’s Tenant Selection Plan standards for housing and guarantee any affordable units offered to those making 60% of the Area Median Income or below remain affordable for at least 40 years.
What Happens Next
City staff will now review the responses and will determine if the proposals meet the minimum requirements, and then score them based on the scoring system outlined in the RFP. From there, staff will draft a report that will be introduced to the Common Council and referred to the Finance Committee for review and a recommendation. The Common Council will then make the final decision on whether a bid will be selected.
If a bid is selected, the City will then begin negotiations with the selected applicant. Once an agreement is reached, the project will go through the normal City approval process, including reviews by City boards, commissions, and committees, during which the public will be able to comment.
About Block 113

Block 113, known to many in Madison as the Brayton Lot, is located at 1 South Butler Street, three blocks east of the Wisconsin State Capitol and steps away from the Bus Rapid Transit (BRT) route on East Washington Avenue. Formerly a surface parking lot, the redevelopment of the space has been an ongoing conversation for 30 years, dating back to the 1995 First Settlement Neighborhood Master Plan.
