    New Goodman Pool Rule: As of Thursday, July 17, all children aged 11-15 must be accompanied by a parent, guardian, or responsible adult aged 18 years or older, with proof of age. 

Youth Attendance Policy

To enhance visitor safety and pool experience, youth ages 11–15 must be accompanied by a parent, guardian, or responsible adult who is at least 18 years old. This policy was approved by the Board of Park Commissioners in July 2025 (Legistar file #88961) and adds to the existing requirement: Children under 10 must be actively supervised and watched by a caregiver aged 16 or older.

Youth aged 11 to 15 may attend the Goodman Pool without an adult, with a signed and verified waiver. The parent/guardian may begin the process by entering their information online and then visiting the Goodman Pool with their youth to complete the verification process. Alternatively, the parent/guardian with their youth may stop by the Goodman Pool admissions window for staff to enter their information and complete the verification process. 

You may begin the Waiver approval process by submitting your information in advance of visiting the Goodman Pool. 

Submit Waiver Information

How to Submit a Youth Wavier Online

If possible, the parent or guardian may complete and submit the waiver information in advance of visiting the Goodman Pool. You may also visit the pool to have the staff enter this information. Either method requires the parent/guardian and the youth to visit the Goodman Pool to complete the verification process.

Please note that a separate waiver must be completed for each youth; multiple waivers cannot be completed at one time.

Step (1): Log in or create an account

  • Enter username and password and click Sign In -or-
  • Select Create an Account if you do not already have one

Step (2): Verify and update the household

  • Once logged in, verify your household information and update as needed.
    • Add any additional family members not listed by selecting Add New Member.
    • Once all information is updated and verified, select Save.
    • NOTE: You may receive a Login Warning - Active Session Alert or be redirected to log back in. This is a security alert and you should remain logged in and be able to navigate to the next steps. 

Step (3): Navigate to the toolbar and select Search 

  • From there, in the Services section, select 2025 Pool Waiver.

Step (4): From the Services Search page, select the box by GP 2025 WAIVER and then select Add to Cart

For Purchase Options, leave the Quantity set to 1 and select Continue

Step (5): For Family Member Selection, place a check mark next to the youth applying and click Continue

  • For Questions, fill out each blank, place a check mark next to each of the waiver terms, and sign the waiver by filling in your name.
    • Select Continue when completed
    • If you have more than one youth, select Continue Shopping and follow the steps to complete each additional youth waiver
  • As you add waivers to your cart, you will see each youth's name listed in the name column (sample redacted image)

Step (6): Checkout

  • Once all youth waivers are completed and in your cart, click Proceed to Checkout
    • Summary of Charges: all waivers are free, $0.00
    • Billing information: complete if your information does not auto-fill
    • Select Continue
  • Checkout Confirmation
    • Your screen will show your receipt number
    • You will receive an email confirmation that your information has been received and is ready for the next steps

The following are required:

  • Parent/Guardian - must provide a valid government-issued ID, in person, for verification
  • Youth - staff will photograph the youth for verification purposes only

As part of the Youth Attendance Waiver, you are confirming you understand and agree to the following statements:

I, the undersigned parent/guardian of the above-named youth, understand and agree to the following:

  • I give permission for the above-named youth to use the Goodman Pool facility under the terms of this waiver.
  • I understand violation of the Goodman Pool Behavior Policy may result in suspension or loss of access to the pool.
  • I authorize Madison Parks staff to verify the information provided on this form.
  • I understand that misrepresentation of any information may result in suspension from Goodman Pool.
  • I agree to hold harmless the City of Madison, its officials, agents, and employees from any claim or liability, including attorney’s fees, arising from use of Goodman Pool facilities.
  • I grant permission for my child’s photo to be used in promotional materials created by the City of Madison Parks Division.

Youth Photo Requirement

After the waiver is submitted online or completed at the Goodman Pool admissions desk, youth will be required to have their photo taken to complete their profile.

Please note that for identification purposes, youth must not be wearing a mask, hat, or sunglasses in the photo.

If you or your child prefers not to have a photo taken, the youth will only be allowed to attend the Goodman Pool when accompanied by a parent or guardian.

First Visit Requirement 

For the first visit, the youth and parent or guardian must be present at check-in. Pool staff will verify the guardian’s identity by reviewing a valid government-issued photo ID to ensure the name and date of birth provided online match the ID on file.
 

Frequently Asked Questions

Why is this new policy being put in place?
This policy is designed to support a safe and enjoyable pool environment for all guests. We appreciate your partnership in helping make Goodman Pool a fun and welcoming space for everyone.

Who qualifies as a “responsible adult”?
A responsible adult is anyone 18 years or older who can actively supervise the child(ren) they are accompanying. Proof of age will be requested by staff.

Does the adult need to stay at the pool the whole time?
No, with a completed and verified Youth Attendance Waiver, youth aged 11 to 15 years old may visit the Goodman Pool without a parent or guardian.

What if a Youth Attendance Waiver is not completed and verified? 
If a waiver is not completed and verified in person by Pool staff, an adult must stay with the youth at all times while at the pool. This is not a drop-off policy. Youth aged 11–15 will not be admitted or allowed to remain at the pool without a verified waiver or an adult with them at all times during their visit.

Can an older sibling aged 16 or 17 accompany children?
No. The supervising adult must be 18 years or older.

How long will this policy be in place?
This policy went into effect on Thursday, July 17, 2025, and will remain in place until further notice.
