Madison Water Utility failed to develop and make publicly accessible an initial service line inventory

Our water system (Utility) was recently found out of compliance with a drinking water reporting requirement. Per federal requirements, we are sharing this information with you, and what we did (are doing) to correct this situation. 

Madison Water Utility was required by the U.S. EPA to develop and make publicly accessible an initial inventory of water service lines connected to our system by October 16, 2024, to comply with federal laws around lead in water lines. Madison Water Utility removed all lead service lines over a decade ago, but we unfortunately submitted an incomplete initial inventory. Due to the incomplete inventory, we were deemed non-compliant with the requirement, and utilities that are out of compliance are required to give public notice of this status. The Utility has since corrected the water service line inventory and has been deemed compliant as of December 13, 2024, however the Utility must still give public notice of our earlier violation in accordance with Subpart Q of 40 CFR [Code of Federal Regulations] Part 141. This document provides that required notice. 

Because this violation does not relate to an actual deficiency in the water system, there are no potential adverse health effects from the violation and alternative water supplies do not need to be used as a result of this violation. In addition, consumers do not need to take any actions or seek medical help because of this violation. By issuing this notice, the Utility will be resolving this violation, and this notice requirement will be timely followed should any further violations occur. 

Madison Water Utility remains committed to providing clean, safe drinking water to our community. The Utility has completed its service line inventory, which is publicly accessible. In addition, the Utility has removed all known lead service lines over a decade ago and remains committed to quickly removing newly discovered lead services, if any. 

Lead is a toxic substance and can be found in paint, soil, water, and other sources. Lead is unsafe at any level, especially in children under six. *Exposure to lead in drinking water can cause serious health effects in all age groups. Infants and children can have decreases in IQ and attention span. Lead exposure can lead to new learning and behavior problems or exacerbate existing learning and behavior problems. The children of women who are exposed to lead before or during pregnancy can have increased risk of these adverse health effects. Adults can have increased risks of heart disease, high blood pressure, kidney or nervous system problems.
