MadCAP - Madison Customer Assistance Program

MadCAP provides eligible households with a monthly credit (discount) of up to $30 on your Municipal Services Bill.

To receive the credit (discount), you need to apply. Eligible households are not enrolled in the program automatically. 

Households that qualify will need to re-apply every year.

  1. Income Verification

    Gather your income verification document. This can be:

    • Your current tax return
    • Social Security benefits statement
    • Document showing you qualify for FoodShare, Section 8 Vouchers, or Women, Infants, and Children (WIC)

    You will need to include this document with your application.

  3. Confirmation

    After we receive your application, an email confirmation will be sent to you within 7-14 days.  This email will say whether your application was approved. If approved, the email will also include the credit amount you will receive (up to $30).

    If you did not provide an email address, we will send the confirmation by mail to the address on file.

Eligibility

You are eligible if you have the Municipal Services bill in your name and if your annual total household income is the same or less than the income listed in this chart.

Gross income is the income earned by all household members combined before taxes and other deductions. Eligible annual income is based on the number of people in the household.

Households whose total gross income is the same or less than 50% of area median income (AMI) are eligible. AMI is determined by US Housing and Urban Development (HUD).

If you qualify for FoodShare, Section 8, SNAP, or the Women, Infants, and Children (WIC) program, you meet MadCAP's income requirements.

About the Program

Being able to afford housing is an important issue in Madison. Paying for housing also means paying for utilities. MadCAP can help reduce utility costs for low-income residents. MadCAP helps keep Madison more affordable and provides important relief to low-income residents. This is an approach many energy companies have used for years.

The MadCAP program credit spreads across multiple municipal services. The credit is automatically applied monthly to customer bills and does not need to be repaid.
