A subject was in the 600 block of State Street on Saturday evening, yelling and causing a disturbance.
Two Madison Mounted Patrol Officers approached and tried to get the subject to leave, but the subject continued their behavior. The subject then tried to touch one of the horses and grabbed the reigns of the other.
Rapheal Anderson, 46, was arrested for disorderly conduct, and harassment of a police animal.
