The information provided below is about some of the calls officers responded to over the last 72 hours (Friday morning to Monday morning).

Most narratives represent early and preliminary information that was gathered from those in the field who were actively working the cases. In many instances, facts and circumstances, even the type of crime listed, can change as the investigation unfolds.

Number of calls

From 6:00am on December 19 to 6:00am on December 22 we received 1,058 calls for service. This number does not include parking complaints or 911 misdials.

A breakdown of the calls for service per district is as follows:

  • Central: 147
  • East: 249
  • Midtown: 212  
  • North: 164
  • South: 95
  • West: 158
  • Other: 33

"Other" is used for calls that either do not have a sector or the sector is not in the City. This would be used in the case of one of our officers assisting another law enforcement agency.

Notable calls

Friday, December 19:

Priority calls only from 5:41pm to 7:16pm due to calls for service.

  • 5:41am – Central – Intoxicated Driver: Officers received a request to check the welfare of a subject (33-year-old male) passed out in their running vehicle. The subject was contacted and found to be impaired. The subject refused a breath sample. A warrant was obtained. The subject was arrested for operating a motor vehicle while under the influence (2nd offense).
  • 3:15pm – North – Drug Incident: Officers responded to a report of a pulseless non-breathing subject/suspect (52-year-old female). Naloxone was administered prior to officers arriving on scene. The suspect was issued a felony order-in. The suspect admitted to ingesting fentanyl.
  • 3:54pm – West – Mental Health Conveyance: Officers took a subject into protective custody due to a Chapter 51 return. Transport to Winnebago completed.
  • 3:57pm – East – Domestic Disturbance: Officers responded to a disturbance involving a 26-year-old female suspect. The suspect took the victim’s car keys and cell phone, preventing them from leaving and calling 911.  The suspect was arrested for disorderly conduct and intimidation of a victim.
  • 9:57pm – North – Check Person: A subject was taken into protective custody due to acting erratic and not making sense. The subject did not have any clothes on and was covered in feces when officers arrived. The subject was transported to a local hospital for an evaluation. The subject accepted voluntary services and officers disengaged.
  • 10:42pm – East – Disturbance: Caller (victim) reported a 48-year-old male suspect had a knife and was chasing them. The suspect was located and contacted. The victim and suspect met on a dating app and connected in-person. The victim reported that the suspect pulled out a knife and demanded money. The suspect reportedly threatened the victim throughout the night. The victim reported being grabbed around the neck and strangled by the suspect. The victim fights the suspect to get out of the vehicle they had been in. The suspect was arrested for 2nd degree reckless endangering safety, kidnapping, attempted armed robbery, strangulation, battery, and obstructing.  
  • 10:43pm – North – Battery: Officers responded to a hotel for a disturbance involving a 30-year-old male suspect. The suspect ran through the lobby and disturbed other patrons. The suspect physically assaulted a person. Officers made contact with the suspect who resisted them. The suspect was arrested for disorderly conduct (2 counts), battery, and resisting.
  • 10:53pm – Central – Disturbance: Officers responded to a disturbance involving a vehicle that was occupied by two suspects (45-year-old female driver - and 38-year-old female passenger). It was reported that the suspects were yelling and throwing things. The driver was outside the vehicle when officers arrived.  She got into the vehicle, despite being told not to. Officers provided instructions to exit the vehicle and she refused. She was removed from the vehicle. An odor of intoxicants was present. The driver refused to cooperate with field sobriety testing. The driver was arrested for disorderly conduct (3 counts) and operating a motor vehicle while under the influence. The passenger was arrested for disorderly conduct and resisting.

Saturday, December 20:

Priority calls only from 10:50am to 11:36am due to calls for service.

Priority calls only from 10:36pm to 9:19am due to calls for service.

  • 12:18am – North – Intoxicated Driver: A hit-and-run was reported. A 57-year-old male driver/suspect was identified, contacted, and arrested for operating a motor vehicle while under the influence (6th offense).
  • 6:44am – South – Fire Investigation:  Caller woke up, smelled smoke, and located a bed on fire in their apartment. Building evacuated. Fire extinguished. Investigation continuing.
  • 7:49am – East – Check Person: Officers responded to a motel for 2 separate calls reporting that someone was overdosing. A 40-year-old male suspect was located down in the bathroom. The suspect was transported to a local hospital and left in the care of medical staff (suspect has a DOC hold). A 31-year-old female suspect was contacted on scene and found to have a DOC hold. She was transported to jail.
  • 11:34am – West – Disturbance: Officers responded to a disturbance involving a 13-year-old male subject. The subject sprayed air freshener in his mom’s face, punched his sister, and punched his mom. The subject attempted to run away and was called in as running in and out of traffic. The subject was arrested for battery, physical abuse of a child, and disorderly conduct. The subject was transported to the Juvenile Reception Center.
  • 2:59pm – North – Domestic Disturbance: Officers responded to a disturbance involving a 54-year-old male suspect. The suspect and victim got into a physical altercation. Suspect refused to open the door for officers. Victim and suspect separated. Probable cause developed to arrest the suspect, who remains at-large.
  • 3:45pm – North – Disturbance: Officers responded to a disturbance involving a 20-year-old male suspect. The suspect was arrested for domestic disorderly conduct.
  • 6:48pm – Midtown – Adult Arrested Person: A 38-year-old male suspect was at his probation/parole office and started to smoke marijuana. P/P requested a urine sample which the suspect refused. The suspect was arrested on a probation/parole hold.
  • 8:12pm – West – Domestic Disturbance: Officers responded to a disturbance involving a 57-year-old male suspect. The suspect was yelling, screaming, chasing the victim with a wooden chair, and broke a table. The suspect was arrested for domestic disorderly conduct.
  • 10:32pm – North – Homicide: Officers responded to a report of a subject shot. Numerous callers reported hearing shots fired in the area of Portage Rd. Scene located with casings and weapons. Victims (3) showed up at a local hospital. A victim was pronounced deceased at the hospital. Statements obtained from the 2 other victims. Investigation continuing.  
  • 11:10pm – Midtown – Domestic Disturbance: Caller reported a family member reported they had been stabbed. The subject’s (suspect) location was unknown. Phone ping conducted. Address checked and contact was made with another person (victim) who reported that the suspect had been there and was intoxicated, verbally berating them, and a physical altercation took place where the suspect put them in a head lock and strangled them. The victim armed themselves with a scissors and the suspect charged them. The suspect was cut by the scissors. The victim denied stabbing anyone. The suspect left the residence. Phone ping conducted again for the suspect. Hospitals checked. Suspect not located. Probable cause developed to arrest the suspect, who remains at-large.

Sunday, December 21:

Priority calls only from 4:36pm to 6:07pm due to calls for service.

Priority calls only from 7:01pm to 11:08pm due to calls for service.

  • 12:42am – Central – Disturbance: Officers observed a fight break out on W. Gorham St. Several subjects detained. A 27-year-old male suspect was arrested for disorderly conduct and resisting. A 26-year-old male suspect was arrested for obstructing/resisting. A 3rd suspect (info not known at the time of this writing) was arrested for obstruction and disorderly conduct.
  • 3:15am – Central – Battery: Officers responded to a disturbance. A victim reported an unknown female suspect grabbed them by the back of the hair, pulled them down, kicked and punched them. A second victim attempted to intervene and was physically assaulted by an unknown male suspect. Investigation continuing.
  • 8:54am – North – Stolen Auto: A vehicle was reported stolen overnight. The vehicle was listed as stolen in the appropriate databases.
  • 10:18am – North – Damage to Property: A vehicle had its back passenger window broken. The dash was also damaged. Investigation continuing.
  • 10:24am – North – Death Investigation: Officers received a request to check the welfare of a 75-year-old male subject. The subject was located deceased at home. The decedent had health/medical concerns. Medical Examiner’s office responded. Nothing suspicious identified.  
  • 11:49am – East – Domestic Disturbance: Victim was in their vehicle when the 20-year-old male suspect (they have a child together) stopped in front of them, got out, starting walking towards the vehicle yelling, and punched a hole in the rear windshield (child was in the backseat).  Suspect left the area. Probable cause developed to arrest the suspect, who remains at-large.
  • 3:25pm – West – Domestic Disturbance: Officers responded to a disturbance involving a 45-year-old male suspect. The suspect was arrested for domestic disorderly conduct.
  • 3:43pm – North – Assist MFD: Officers responded, along with MFD, to a house fire/house full of smoke. A battery powered LED switch near a pile of clothes was determined to be the source of the fire. Investigation continuing.
  • 8:26pm – Midtown – Adult Arrested Person: Officers responded to a convenience store for a male suspect who entered the store, told everyone to get down, and then stated he was joking. The suspect began to argue with other customers. The suspect was not on scene when officers arrived. Contact made with a 37-year-old male subject who was determined not to be the suspect from the convenience store. The subject however had an active warrant and was transported to jail.
  • 8:36pm – Central – Disturbance: Officers dispatched to Porchlight for an active disturbance involving a female subject armed with a razor blade. Two suspects (40-year-old female and 42-year-old female) were detained and arrested. They were at Porchlight hanging out, smoking marijuana, and drinking (neither reside at Porchlight). They were asked to leave by staff as they were getting rowdy. The suspects left, came back, and created a disturbance by screaming, making threats, and breaking an exterior window. The suspects were uncooperative with officers. Charges: possession of drug paraphernalia, criminal damage to property, disorderly conduct, and resisting.
  • 10:35pm – Central – Adult Arrested Person: Officers responded to a report of a 23-year-old female suspect running in the street acting suicidal by jumping in front of cars. The suspect was contacted/detained. The suspect was transported to a local hospital for an evaluation. The suspect was subsequently arrested on an outstanding warrant and new charges of lewd/lascivious behavior and threats to law enforcement.

Monday, December 22:

  • 12:49am – East – Check Person: Officers responded to a local hospital for a suicidal subject. Safety plan put into place. Officers disengaged.
