The City of Madison is planning a major resurfacing and safety improvement project on Midvale Boulevard, stretching from Mineral Point Road to University Avenue, with construction scheduled for 2025. The project will include intersection safety upgrades, enhanced pedestrian crossings, new bike lanes, and partial asphalt pavement replacement. Spot repairs to curb, gutter, and sidewalk will also be made as needed.

In 2023, the City held two public meetings to explore ways to improve traffic safety and mobility along this corridor. While that early planning generated several ideas, the proposed improvements were put on hold so they could be incorporated into this broader reconstruction project. Now, as that planning moves forward, a major focus of the current design process is pedestrian safety. All three proposed design options include key pedestrian enhancements such as curb extensions to shorten crossing distances at select intersections, extended median noses to provide pedestrian refuge, and pedestrian-activated flashing beacons (RRFBs) at Hillcrest Drive and the Hilldale Shopping Center entrance. Traffic signals at Regent Street and Heather Crest will be upgraded to include audible pedestrian signals for improved accessibility.

To address the needs of drivers, cyclists, and residents who rely on street parking, City staff have developed three design alternatives and are seeking public input to help determine the best path forward:

  • Option 1 would narrow a portion of the median on Midvale Boulevard and reduce available on-street parking.

  • Option 2 would create a Bike Boulevard from Midvale Boulevard to Meadow Lane, while maintaining the majority of on-street parking on Midvale for residents.

  • Option 3 proposes improvements to Segoe Road and Owen Drive as alternative north/south bike routes to Midvale Boulevard. This option keeps all parking on Midvale Boulevard for residents and business owners. It is a lower-cost approach that preserves the opportunity for a more comprehensive redesign during future reconstruction. It includes improvements to Segoe Road and Owen Drive through signage, pavement markings, and safer crossings at Mineral Point Road, and allows for larger bumpouts at key pedestrian crossings.

To gather feedback, City staff released a public questionnaire on July 29, 2025. Community members are encouraged to complete the survey by 2:00 p.m. on September 2, 2025. The results of the survey will be presented at the upcoming Transportation Commission meeting on September 10, 2025, where the final proposal will also be discussed.
