Neighborhood meeting Plat of 61 acre farm - 4000 Packers Avenue Moves Online
Dear neighbors,
Couple of weeks ago you received an invitation in the mail from me and Alder Kemble inviting you to attend a meeting on March 25th regarding the Packer/N.Sherman Development proposal so you can get more information and awareness. Because of the COVID-19 situation in Madison we have decided to take this meeting online. Please join us via Zoom, a web conferencing tools. Meeting details are listed below.

Please also review below the letter written by the Developer to the Tennyson Ridge Neighborhood:
"Martin Rifken submitted an offer to purchase 4000 Packers Avenue which is the 61 acre Raemish Farm in the Tennyson Ridge Neighborhood. It is my intention to submit an application of Preliminary Plat, Rezoning, Demolition Permit, and Final Plat for the property. Attached is the Existing Site Plan and Concept Plan. The purpose of this Neighborhood Meeting is to present the concept plan and solicit input from the residents.
The property is a 61 acre Farm north of Tennyson Drive, fronting on Packers Avenue, and North Sherman Avenue. The majority of the land was located in the Town of Burke, and recently annexed into the City of Madison. The demolition permit will be for the removal of the rental farm house and several out buildings. The remainder of the land is vacant farm land. The Preliminary plat and requested zoning will include approximately 14 acres for mixed use of offices and multifamily housing, approximately 2.6 acres for six (6) four unit lots, and a mix of single family home lots.
My time line is to secure final City of Madison approval by year spring of 2021 with construction of the roads by spring/summer of 2021.
Some features of the development include a storm water management basin, protected wetlands; a request for bus service to the development from City Bus Transportation Department; the creation of a Boulevard along Sunfield Street at the entry of the subdivision along Packers Avenue; mixed use zoning for uses to include multifamily residential housing and commercial retail shops (Grocery, coffee shop, restaurants, and offices) within the 14 acres fronting along Packers Avenue; row housing to include 4 unit rental units along the N. Sherman Avenue corridor and lots designed for owner occupied 4 unit townhouses on the land between Sunfield and Street A fronting along Whitfield. Buyers of the multi family rental housing and rental town housing will enjoy the benefit of the Opportunity Zone, in that the entire 61 acres is located within an Opportunity Zone".
